HomeMy WebLinkAbout2026-03-05 Community Preservation Committee Minutes Community Preservation Committee Minutes of March 5, 2026 Present: John Simons Chair, William Callahan, Marsha Finkelstein, Terrance Holland, Rick Green, Ron Rudis, Jennifer Whitney, Adam Bagni Absent: John Mabon Staff: Samantha Carr John Simons called the meeting to order at 7:02 pm. The applicant for the Franklin School Small Playground Upgrade application is here and will discuss the application. Nicole Radulski, Principal of the Franklin School provided a history of the small enclosed playground area. This playground would be used for students with special needs. She explained that she is looking to move some of the small playground equipment from the Kittredge School to the small play area at the Franklin School. The revised application is to move the equipment from Kittredge and/or buy new equipment such as a handicap swing. The cost is a rough estimate. The PTO will be providing some funds and sweat equity in the improvement. Formal Project Review and Final Decisions J. Simons spoke about historical preservation and affordable housing; we must put in 10% of the funding that will become in terms of new revenue, we have to have a reserve for those items. For the Great Pond Road purchase, when we go into executive session, we'll talk in more detail about the amount that we want to fund. Everything else is as proposed and updated. All the amounts at this point are consistent with the proposals. Reserve for Historical Preservation MOTION — R. Green made a motion for favorable action,John Simons -Y, William Callahan -Y, Marsha Finkelstein -Y,Terrance Holland -Y, Rick Green -Y, Ron Rudis-Y,Jennifer Whitney-Y, Adam Bagni -Y. Unanimous vote 8-0 in favor. Historical signage is put off until next year, no vote taken. Berry Street Field Access and Parking MOTION - R. Green made a motion for favorable recommendation to approve the Berry Street Field Access Road and Parking Area subject to a Conservation Restriction on the parking area and subject to the actual soccer field being accepted as a permanent recreation field. Seconded by T. Holland. R. Green explained that he updated the cost estimate based on a meeting with the DPW regarding permitting. The applicant was changed to the North Andover Fire Department from the Fields Committee which is more appropriate. This is also dependent upon the passing of the construction of the fire station. J. Simons will speak to Mark DeSalvo regarding the order of articles for town meeting. Great Pond Road Application— Hold over for a few minutes. Land Purchase of two (2) half acre lots on Quail Run —The legal finding is that it meets the criteria for funding, however in order for the town to purchase the property, there has to be an appraisal done and the custody and care of the parcel is still in questions. R. Green does not feel it is ready to be brought forward in terms of approval. MOTION -W. Callahan made a motion to recommend unfavorable action. Seconded by A. Bagni. W. Callahan thinks it's a good idea to have open space for public gardens, but feels this property is too small with no public access. This would not be a great use of public money unless it was less than $200,000. A. Bagni added that he has concerns regarding the legal and custody concerns. Gallagher Field Improvements MOTION - R. Green made a motion to recommend favorable action on the approval of this application. Seconded by A. Bagni. High School Recreation Enhancements as modified- $350,000 MOTION - R. Green made a motion to recommend favorable action on the amended high school application. Seconded by A. Bagni. W. Callahan spoke in support of the total field plan. Franklin School Application MOTION -A. Bagni made a motion to approve the application for the Franklin School. Seconded by M. Finkelstein. Affordable Housing MOTION - M. Finkelstein made a motion to approve the application for the Affordable Housing application. Seconded by T. Holland. W. Callahan questioned if the motion is that 10% of the CPC proceeds go to the Affordable Housing Trust. J. Simons clarified that the application was revised to $200,000. We can vote to either, keep the 10% or we could keep it separate. W. Callahan amended the motion for$288,000 to the Affordable Housing Trust. Amended motion seconded by R. Holland. Holland would like to include wording in the approval for the schools that signage be placed informing residents that the projects are funded through the CPC. Administrative Cost - $50,000 MOTION - M. Finkelstein made a motion to approve the Administrative Cost of$50,000. Seconded by J. Whitney. Zero Great Pond Road MOTION - Rick Green made a motion to move into executive session pursuant to exemption A6 to consider the purchase of real property since discussion of an open meeting may have a detrimental effect on negotiating position of the public body. Reference Mass General Law Chapter 30A section 21A6. At the conclusion of the executive session the public body will not return to open session. Seconded by A. Bagni.
