Hutchins MEETING MINUTES Date of Meeting: Tuesday, March 10, 2026 Time of Meeting: 7:30 p.m. Location of Meeting: Town Hall, 120 Main Street, North Andover, MA 01845 Signature: Terri MacNeil 1. Call to Order called at 7:30 p.m. Members Present: Frank J. Killilea, James M. Testa, Laura Craig-Comin, Alexandria A. Jacobs, Esq., Matthew J. Acceptance of Minutes from February 10, 2026 Meeting The board unanimously accepted the meeting minutes from February 10, 2026, following a motion by James Testa and a second by Matthew Ginsburg. 3. New Public Hearing of 123 Brentwood Circle The petition of Christine and Sean Connolly for property at 123 Brentwood Circle. The Applicant is requesting a Special Permit pursuant to Town of North Andover Zoning Bylaws Section 195-4.2, Part Q, Table 2 (Dimensional Requirements) for a Family Suite in the R-1 Zoning District.  Applicant: Christine Connelly.  Request: The applicant sought reapproval for a family suite.  Discussion: The board had previously approved the construction of the suite, which is now fully completed and permitted. The applicant had to return for reapproval because the property recently changed hands from her father to her, though the suite remains for her father's use.  Outcome: The board unanimously approved the special permit. The decision officially references a plot plan by Control Point Associates, Inc. and architectural plans by Soulveplus. Notices and agendas are to be posted 48 hours in advance of a meeting excluding Saturdays, Sundays, and legal holidays. Please keep in mind the Town Clerk's hours of operation and make necessary arrangements to be sure that posting is made in an adequate amount of time. A listing of topics the Chair reasonably anticipates will be discussed at a meeting are to be listed on the Agenda. Note: Matters may be called out of order and not as they appear in the Agenda. Page 1 of 2 Town of North Andover ZONING BOARD OF APPEALS 4. New Public Hearing of 1250 Osgood Street The petition of 1250 Osgood Street LLC for property at 1250 Osgood Street. The Applicant is requesting a Special Permit pursuant to Town of North Andover Zoning Bylaws Section 195.4.14.1 and Table 1 (Summary of Use Regulations) for operating a recreational facility in a portion of the Property to be used as a swim school, in addition to the intended primary use of the Property as a daycare. Specifically, Applicant has requested special permit for recreational use, including swimming club, tennis club, health club, indoor ice skating facility and indoor/outdoor athletic recreation facility.  Applicant: Brian Vaughn represented the applicant, 1250 Osgood Street LLC.  Request: The applicant requested a special permit to operate a swim school in a portion of the building.  Background: The space was originally intended for medical use, but the market was not favorable. The primary intended use for the rest of the property is a daycare.  Safety and Parking: Addressing safety concerns regarding the adjacent daycare, Craig Blasenak. with Stukel Group, the Contractor, explained that access to the sunken pool is secured by multiple electronically locked doors and a continuous glass wall. Furthermore, the site features more than enough parking for the swim school.  Permit Conditions: A lengthy discussion occurred regarding the specific wording of the special permit. Because the town's bylaw groups swim schools with other recreational facilities like tennis clubs and indoor ice skating rinks, the board wanted to ensure the space could not be converted to a different recreational use without future board approval.  Outcome: The board voted to approve the special permit with carefully negotiated language. The permit was granted conditioned upon the use to be limited to a swim school, pool related activities, and other uses attendant thereto, as indicated in the application and on the plans.  The motion referenced plans by Merrimack Engineering Services and Jarmel Kizel. 5.
