Public Works Director/Town Engineer Date: November 26, 2024 Re: 314 Salem Street— Proposed Addition Watershed Special Permit As requested, I have reviewed the information submitted for the Watershed Special Permit for 314 Salem Street— Proposed Addition with a revision date of October 14, 2024 prepared by PFS land Surveying, Inc. More specifically I reviewed the following: • Stormwater analysis calculations provided for the stormwater leaching catch basin and volume of runoff to be captured by the roof drain; • Watershed Special Permit Project Description and Supporting Documentation; • Stormwater Remediation Site Plan; and • Stormwater Operation and Maintenance Plan My comments are as follows: 1. Based on my review the proposed stormwater leaching basin and stone area surrounding the basin will provide sufficient volume to capture the entire additional porch roof area runoff using a 1.6 inch/hr rain event. 2. The proposed stormwater leaching basin and stone area included in the stormwater calculations are a 2-foot diameter basin with 12-inches of stone around the basin and set on a bedding of 2- feet of stone. However, the project narrative, operation and maintenance narrative, leaching basin detail, and notes on the site plan all reference a 12-inch layer of stone beneath the leaching basin. This discrepancy shall be corrected and either the stormwater calculations updated with a 12-inch bedding layer of stone or the project narrative, operation and maintenance narrative, leaching basin detail, and notes on the site plan updated to reference a bedding of 24-inches of stone. 3. Under the supporting documentation in the Watershed Special Permit Project Description and Supporting Documentation — 2. Preventing Overcrowding of Land a reference is made to a proposed "pool". This project is for a proposed "porch" addition. This discrepancy shall be corrected. 1
