VER, Ila] NO Ai mm/ Jean Enright<jenright@northandoverma.gov> sal s m�. , Sutton Street Drainage Concerns John Borgesi <jborgesi@northandoverma.gov> Wed,Apr 10, 2024 at 6:23 PM To: Jean Enright<jen rig ht@northandoverma.gov> Jean, As we discussed the other day I am responding to concerns brought up by the residents living on Wright Avenue (also representing Wood Ave and Poor St residents) regarding stormwater/drainage issues from Sutton Street. First I want to make sure that the residents understand that any drainage from any recent developments must meet the Massachusetts Stormwater Standards requiring that a hydrologic evaluation is performed by a registered professional engineer and that the existing conditions drainage runoff is compared to the proposed conditions drainage runoff and both the flow and volume of runoff is shown to be equal or less (no increase). This hydrologic evaluation has been done for the Senior Center, Minco Apartment Properties, and HomeGrown Lacrosse Facility. Furthermore it is worth pointing out that the drainage from both the Minco Apartment Properties and HomeGrown Lacrosse facility flows towards Lake Cochichewick and not down Sutton Street towards these side streets. As for the the new Senior Center, the facilities drainage runoff is piped into the closed drainage system and does not contribute to the surface runoff along Sutton Street. As for the August floods and erosion along Sutton Street, the DPW is aware of the runoff and erosion that was experienced during the two unprecedented flooding events and the impact along Wood Ave, Wright Ave, and Poor St. The DPW today uncovered the existing catch basin located at the corner of Wood Ave and Sutton Street which was buried/covered over as it was believed that this was an infiltration basin as no outlet pipe was originally found within the basin. However upon further investigation and cleaning the outlet pipe was identified and cleaned out completely along with the cleaning out of the catch basin itself so both are now functioning. The DPW is now going to work on rebuilding the top of this catch basin structure and the area around the catch basin over the next few weeks to assist in collecting/channeling the surface runoff from Sutton Street into the closed pipe system and reduce the erosion and runoff entering Wood Ave. In addition, all of the existing catch basins upstream and downstream from this location will be checked and cleaned to confirm they are operating correctly. The DPW is also going to investigate installing/redoing the asphalt aprons leading into Wood Ave, Wright Ave, and Poor Street in the next few months to create more of a gutter line along Sutton Street. This gutter line will help to keep the surface runoff in Sutton Street and not flowing down the side streets (Wood Ave, Wright Ave, and Poor Street). This gutter line will direct the Sutton Street runoff to the existing catch basins and closed pipe system located in the gutter line of Sutton Street. hope this response helps to address the drainage concerns along Sutton Street in the area of Wood Ave, Wright Ave, and Poor Street.
