Introduction
On behalf of the applicant, Merrimack College, and as follow up from the Technical Review Committee (TRC) meeting
held with Town Staff on Wednesday, June 15, 2022, this memorandum has been prepared as a summary of the
proposed utility/infrastructure, and traffic and circulation components related to the Merrimack MAC Storage Building
Project (the "Project") proposed at Merrimack College, 315 Turnpike Street, North Andover, MA 01845 for Site Plan
Review.
The Project Site is an approximately 0.4-acre portion of land located on the Merrimack College campus (the "Site") in
North Andover, Massachusetts. The Site is bounded by Turnpike Street (Routes 125 and 114) to the north and east,
the Merrimack Athletics Complex to the south, and Walsh Way to the west. The Project includes a proposed 3,200
square foot (sf), pre-engineered storage building to house equipment for the College athletics programs.
The Site falls within the 100-ft buffer zone of adjacent bordering vegetated wetlands (BVW) and will be subject to
review per the North Andover Conservation Commission and MassDEP. The Project will disturb less than 1.0 acre of
land.
The Site Plan Application form has been prepared and included in AppendixA of this submission. In additional, in
conformance with the Site Plan Review requirements, upon receipt of notice from Town staff, notification shall be
provided to abutters as listed in the Town of Andover and Town of North Andover abutters lists included in Appendix
B.
Utilities & Infrastructure
A separate Stormwater Management Report has been prepared and submitted under separate cover as part of this
application, and will additionally be included in the Notice of Intent (NOI) filings with the Conservation Commission
and MassDEP. The Report documents the Project's compliance with the Massachusetts DEP Stormwater Handbook, as
well as the Town of North Andover Stormwater Management and Erosion Control Regulations.
In general, while the Project results in a net increase of approximately 1,700 SF of total impervious surface due to the
new storage building, it does results in a net-decrease of vehicular impervious surface of approximately 1,500 SF.
Additionally, the Project creates water quality treatment for the rehabilitated vehicular pavement surface within the
limit of work as well as the proposed storage building, and while no credit assumed based on the soil and
groundwater conditions, promotes infiltration to the extent feasible via a new surface infiltration basin.

Anticipated snow storage areas associated with this Site are intended to be located outside of the 25-ft No Disturb
Zone (NDZ) in the lawn area between the MAC Parking lot and Walsh Way. A figure of the proposed location is
included in the Operation and Maintenance Manual included in Appendix D of the Stormwater Management Report.

The Project does not require any water services for the Storage Building. There is no impact to existing emergency
vehicle access to this portion of the Site.A fire truck turning diagram has been included in Attachment C"of this
memorandum for clarification.

The proposed storage building is intended for material and equipment storage only, and not intended to be occupied.
There is no associated wastewater generation nor water demand associated with the Project.
A small section of existing private sanitary sewer force main may be required to be relocated pending field verification
of the record utility location.

Electric and telecommunications utilities to the proposed Storage Building will be provided from existing utility
manholes within the Site, as shown on sheet C4.00— Utility Plan. Services are provided to the building for lighting and
security purposes. No site lighting modifications are proposed as part of the Project.
Giias
Gas service to the proposed Storage Building for temperature controls will be provided from existing campus systems,
via a connection to the existing gas main within the Project Site as shown on sheet C4.00— Utility Plan.
Traffic, Access and Circulation
The Proposed Storage Building is not an occupied building and will not generate any impact to traffic and parking.
The following considerations can be noted:

Access to the Campus is provided along Elm Street via Flaherty Road.Within the Campus, no changes to the overall
campus access or internal circulation are included as part of the proposed Project. Merrimack College facility staff will
access the Proposed Storage Building via two (2) overhead doors, designed to accommodate forklift access to move
materials between the Storage Building and the existing Merrimack Athletics Complex. Bollards are provided at the
overhead door locations to prohibit larger vehicles from driving into the building.

The Project does not result in an impact to existing parking supply within the Campus.

(2) overhead doors, pedestrian access to the storage building is provided via two (2) doorways off of the existing
pavement area.

Community Impact Statement
Positive impacts associated with the Project include:
• Enhanced athletic facilities to further support the growing athletics program and recruit and retain students;
• No impact to North Andover residential neighborhoods;
• No impact to municipal water system;
• No impact to municipal sanitary sewer system;
• No impact to municipal drainage systems
• No impact to historic resources;
• Creation of stormwater quality measures to treat currently untreated vehicular impervious area and reduction of
stormwater runoff to adjacent resource areas;
• No impact to campus or neighborhood parking; and
• No impact to Town public safety resources as the Merrimack College Police Department will continue to patrol this
portion of campus.
Fiscal Impact Statement
Fiscal benefits resulting from the Project include the following:
• Town fees associated with permitting and construction;
• Construction jobs; and
• Improvement to campus logistics allowing for continued enhancement of the College's reputation and properties
