As requested in Special Condition 41a of the above referenced Order of Conditions, please
refer to the separately provided 100% construction drawings (719560—NAHS Construction
Set-2025 0606), presented as they have been issued to the awarded contractor, Heimlich
Landscaping & Construction Corp., for use in construction. Please see below for a list of
construction plan set revisions relative to the approved Permit Plan Set, dated April 15, 2025:
1. Athletic lighting
The athletic lighting scope proposed for Walsh Stadium (LED retrofit and two (2) new
poles) and the new multipurpose baseball/softball field (new system with ten (10) poles)
has been removed from the construction scope. All items related to these lights
(foundations,wiring, conduit, etc.) have also been removed.
2. Bid Alternates not selected
The following items were bid as alternates and have subsequently not been selected for
award. Items therefore removed from the project include the following:
- Walkway lighting around the perimeter of the multipurpose baseball/softball field.
- The football goal post proposed on the west side of the multipurpose
baseball/softball field and associated run of ball netting.
- Portable bleachers (6 total) with concrete pads proposed for the multipurpose
baseball/softball field.
- The scoreboard proposed for the multipurpose baseball/softball field.
3. Wetland Restoration Scope
Per direction from the Town of North Andover,the wetland restoration scope included on
sheet 1-101 of the approved permit plan set will be performed independently of the
overall athletic improvements construction contract. As such, all references to erosion
control, earthwork, and landscaping related to the culvert replacement and wetland
restoration adjacent to the tennis courts have been removed from these construction
documents.

The wetland restoration scope is still anticipated to be performed and completed
concurrently with the overall athletic improvements project, however,the Town will
procure this scope via a separate construction contract and may also self-perform certain
scope items.The Town is aware of the OOC Conditions applicable to the wetland
restoration scope (59, 62, 63, & 64), and will contract directly with a third-party
environmental consultant, LEC Environmental Consultants, Inc.,to perform the required
oversight.
As detailed above, the changes to the approved plans are limited strictly to reductions in scope
on account of budgetary restriction and a phased approach to construction. Excluding minor
adjustments required to progress the plans to a construction ready design, the project scope
has not been expanded to include any additional resource area disturbance, earthwork, or
proposed conditions relative to the approved permit level design.
