(A&M) is pleased to submit this Site Plan Review Special Permit Application for a Corridor Development District Special Permit, to the North Andover Planning Board for proposed improvements at the 1429 Osgood Street property. The proposed project will renovate the exterior and interior of the existing building located on the 1429 Osgood Street parcel. Site improvements include the reorientation of onsite parking, installation of new walkways and curbing, stormwater improvements, and associated utilities. Site improvements will reduce overall impervious areas with the installation of new landscapes areas. Pavement encroachments onto the adjacent property will also be removed. The following addresses the required written documentation required in the Special Permit Site Plan Review Instructions: 1. Encouraging the most appropriate use of land. The land use, as part of the Corridor Development District,was previously classified as 401-Warehouse. The proposed improvements will maintain the same overall use of Warehouse,with office, a permitted use in the CDD3 zone. 2. Preventing overcrowding of land. The proposed project will utilize the existing building and does not include the construction of additions or secondary buildings. The use of the property will remain Warehouse. 3. Conserving the value of land and buildings. The proposed project renovates the existing building,both on the exterior and the interior. Improvements also include reducing impervious area by installing new landscape areas and removing pavement encroachments from the adjacent property. 4. Lessening congestion of traffic. A traffic study is included as part of the submission. The project incorporates off-street parking for visitors and a 30' wide driveway for access by larger vehicles. 5. Preventing undue concentration of population. The proposed project utilizes an existing commercial building that's use will remain warehouse with office. Providing adequate light and air. As part of the site improvements, interior renovations include installed new storefronts and improving existing utilities. This will allow for more natural light in the existing building and improving air quality. 7. Reducing the hazards from fire and other danger. The upgrade of the existing fire suppression system is part of the utility improvements. This includes a sprinkler system and alarms to alert of fire or other danger. 8. Assisting in the economical provision of transportation,water, sewerage, schools, parks, and other public facilities. The proposed project will bring a tenant back to a vacant building,helping to promote business and providing both temporary and permanent jobs in the Town of North Andover. Property taxes will go to the Town to support local facilities. 9. Controlling the use of bodies of water,including watercourses. The project is located near an unnamed stream. There is no proposed work to the stream. 10. Reducing the probability of losses resulting from floods. The project is located in FEMA Zone X(0.2%probability of flooding every year) and is also located outside of the local floodplain. Stormwater mitigation is part of the project to direct stormwater away from the building to reduce the probability of losses due to flooding. 11. Reserving and increasing the amenities of the Town. The project will bring a tenant back to the existing vacant building, giving the Town a new business. The purpose of site improvements is to bring tenants back to the vacant existing building. The use of the existing building will shift from commercial use to mixed use (commercial/office). Lighting will be installed to properly light parking areas for safety of the occupants through the use of exterior wall packs. Utility work will include the installation of a new gas service line for the building and a septic system for sewerage. Drainage swales will also be constructed in the areas pavement encroaches onto adjacent properties to improve stormwater runoff and create a buffer between the edge of pavement and existing bordering wetlands. Based on the above project description and proposed improvements, it is Allen&Major's belief that the work will better serve the North Andover community by bringing business back to a vacant property and improve the appearance of the neighborhood.
