Trip Distribution — The traffic generated by the proposed project was distributed onto the adjacent roadway system based upon existing travel patterns along Osgood Street. The Applicant's engineer should confirm this distribution based on available Journey to Work data published by the US Census. Applicant Response: The existing traffic along Osgood Street showed 71% of trips traveling southbound during the AM peak hour and 29% of trips traveling northbound. It also showed 33% of trips traveling southbound during the PM peak hour, and 67% of trips traveling northbound. The existing land uses on Osgood Street are similar to the land use proposed for 2351 Osgood Street. Journey to Work data published by the US Census shows that approximately 15% of all trips come from states north of Massachusetts, and 17% of all trips come from states south of Massachusetts, and other counties in Massachusetts to the south of Essex County. Approximately 67% of all trips to North Andover are generated from within Essex County. With such a stark contrast in directional split, and a high percentage of trips being generated locally, it was determined that the existing roadway trip distribution represented the best estimate of future trip distribution. TEC: TEC concurs with this analysis. Comment addressed. T:\T0652\TO652.13\Docs\Letters\TO652.13_1429 Osgood St TEC Peer Review#2 7-10-18.docxT" EU 1429 Osgood Street Civil Peer Review #2 Page 7of8 5.
