Dear Ms. Enright:
On behalf of the Town of Mori Andover, TEC, Inc. reviewed documents as part ' the
transportation engineering peer review for the,Special Perrnit Application for the proposed project
located at 1429 Osgood Street. The project consists ofrenovating any existing 21,, 61 SF building
to provide 14,000 SF of officeand 7,100, SF 'wary o sie. The Applicant proposes, access to the
site via the one full movement existing driveway onto Osgood Street (Route 125).
The following documents ,were received as part of'our review:

EC completed review of these documents for "the down of NorthAndover, and the following
provides a summary of the comments,tints that compiled during our review:
1. Stud area --- The Traffic Impact and Access Study, AS inclu following
intersections within the study area: Osgood Street (Route, 125) at Holt Road and
Osgood Street . gut 125) at the site driveway. TEC concurs with the scope of
the study, area given the commericial nature r the Route 125 corridor and the
existing driveway location.
2. Traffic Courts - Traffic counts utilized within the traffic analysis were conducted in
January 20,18 duringperiod in which schlool was in session The existing builiding
n the site is currently vacant. The TIAS inclicates that, the January 2018 traffic

TEC concurs with the, use of these counts based on MassDOT guidelines.
2028 future background' conditions 'were projected using a 2% per year
compounded growth, rate as, calculated using an MassDOT guidelines. TEC concurs,
with this methodology.
3. Site'T,rip,Generation -The TIAS uses the data published in the ITE publication, Trip
Generation, 10th Edition for, land use code (LUC') 150 �- Warehousing and LUC 710
- General Office to estimate the traffic generated by t�he proposed 7,300, SF of
warehouse space and 1,4,,100,0 S,F of office space, respectively. 'TEC concurs with
this, methodology,.
The existing 21,261 SF building would generate traffic during the weekday morning
and evening peak hour's should it be, re-occupied by an approved manufacturing
land use. Trip generation for the "existing" land usle was calculated using data
found under ITELUC 140 - Manufacturing and' anialyzed in the, No Build Condition
to illustrate the operation of the study area intersections with the current, land use.,
Credit was then taken for these tr�ips when projecting volumes for the Future Build
Condition. No multi-modal trip reduction is applied. TE'C concurs that this, is
appropriate for, determining the impact of new traffic on the adjacent roadway
system
4. Tr istribution - The traffic generated' by the proposed project was distributed
onto the adjacent roadway system based upon existing travel patterns along
Osgoold Street. The, Applicant's engineer should confirm this distribution based on
available, Journey to Work, data published by the US Census.

ana,lys,ils providied as part of the Traffic Impact Study, utilizing the Sy�nchro 10
methodology.
The TIAS indicatesthat the, intersection of Osgood Street/ Holt Road operates with,
delays on the ealStbound approach during the Existing and No Build conditions, with

the existing building reoccupied. The TIAS indicates that the proposed new trips
generated by the development will have a minimal impact on the adjacent, roadway
system.
61. Site, Drivewav - -i-ne existing building has a full movement driveway onto the west
side of0sgood Street, approximately 80 ,fee't north of the intersection of Osgood
Street, / Holt Road. Osgood Street (Route, 125) in the study area is under the
jurisdiction of M'assDOT. 'Therefore, MaissDOT has, exclusive jurisdiction over all
curb cuts that intersect with State Highway Layout (SHLO). The Town should
consider inclulding a condition to, any approval of the site plan requiring completion
of an approved Mass,DOT Permit to Access State Highway, should one be
necessary, prior to issuance, of a Building Permit.
The TIAS indicates ,that the, existing southbound left turn lane, on Osgood Street, is,
to be maintained', at the site driveway intersection. The driveway is projected to

operate with a level of service "D" during the weekday morning peak hour and a
level of service "E" during the weekday evening peak hour. These delays are
primarily due to the, volume of traffic along, Osgood Street. The analyses indicate
that sufficient queue area is,provided on-site to,accommodate the projected queues
and not block ors-site circulation. The left turns entering the, site are shown to have
minimal delays and quieue lengths.
7. Si Distance - The sight distances reported in Table 5 of the TIAS are measured
in, accordance with the American Association of State, Highway and Transportation
Officials (AASHTO) requirements. Although TEC concurs with the sight distances
measured in excess of AASHTO minimum recommendations, the site plans should
be revised to show any sight lines,along the property fronta�ge along Osgood Street.
The sight lire clear areas should be cornpared against the proposed Landscape,
Plan to confirm that the sight lines will remain clear as reported in the traffic study.
8. Parking--The Town of North Andover Zoning By-law requires, 3 parking spaces per
1,000 SF' of office space and 0.7parking spaces per 1,000 SF of warehouse space.
The proposed 7,300 SF of warehouse space and 14,000 SF of office space would
require a total 7 parking spaces to be provided on, site. A total of 47 parking
spaces, are, proposed on, the site, meeting the Zoning By-law requirements.
19. Traffic Mitigabon TEC concurs that the level of traffic impact from the proposed

development does not warrant any, specific physical off-site mitigiation at this,time.

Note that aspects of the site, pilains,that enter State Highway Lay ou SH
ofMassDOT. Although many of the following comments relate to, the overall site and driveway
locations, TEC has provided specific recommendations and comments, for areas within, SHLO that
MassDOT are anticipated to ask as part of their Permit to Access, State Highway review.
1. The Applicant shiould provide turn�inig templates, showing the ability of' refus,e and
delivery, vehicles to access, circulate,, and egress the site through the, circulation
pattern available throughout the site.
2. The site, plans should be revised to, provide, a STOP-sign and STOP-bar at the site
driveway intersection with Osgood Street. An addiflonal STOP-sign and STOP-bar
,should be provided at the end of the parking aisle that intersects the driveway,
3. The Applilicant should coordinate with the 'Town of North Andover Fire Department
for preferred locations and sign requiremients for fire lanes within thie site,.
4. The Applicant should provide vehicle turning templates to verify that a Nort'h
Andover Fire, Department applaratus can circulate freely throughout the site in the,
event of an, emergency.
