General Civil Peer Review Senior Civil Manager 146 Dascomb Road Andover,MA 01810 Dear Mr. Ellison, This letter provides initial responses to the TEC review letter dated May 11,2018 for the proposed development at 1429 Osgood Street,North Andover. The original comment is listed, followed by A&M's response in bold italics. The numbering is consistent with your letter. 1. The Applicant should coordinate with the Planning Department to determine if a Traffic Impact Study, Fiscal Impact Study, and Community Impact study will be required as part of the project submission and review. Response:A Traffic Study,prepared by ABM, has been provided by the Planning Department to TEC for review. 2. The project proposes 85.3% of lot coverage. The maximum allowable lot coverage for Corridor Development District 3 (CDD3) is 70%. Response: The existing lot coverage is 93.0% and the proposed condition is an improvement.Asper a discussion with the Planning Board, a waiver for this requirement would be included as part of the special permit. 3. The project proposes 14.7% of open space. The minimum usable open space requirement is 30%. Response: The existing open space is 7.0% and the proposed condition is an improvement. Asper a discussion with the Planning Board, a waiver for this requirement would be included as part of the special permit. 4. The Off-Street Parking Summary Table indicates that the total square footage equals 21,300 SF; however,the plans show that Tenant A building area totals 12,320 SF and Tenant B building area equals 8,950 SF, totaling 21,270 SF. The Applicant should update the plan to show a consistent building square footage. Response: The plan has been updated to retain the existing building program. 5. The Off-Street Parking Summary Table indicates that a minimum of two ADA parking stalls are required; however, only one ADA parking stall is shown on the Layout and Materials Plan. Response: The parking summary table has been updated. One ADA parking stall is required. Two ADA stalls have been provided. 6. The ADA parking signs shall be placed at the center edge of the ADA parking stall. Response:ADA parking signs have been added to the plan. 7. The Site Plan does not call for any loading areas to the building. The Applicant should clarify how package deliveries to the building will be handled and provide a striped area for loading purposes (12'x25' required per Zoning Bylaw). The Applicant should provide further detail for the proposed lighting onsite including a detail and specification for the parking lot lighting. Response:Review of lighting is in progress. 9. The Applicant shall clarify what type of materials will be stored outdoors. Applicant shall also provide a detail of the storage bins. Response: The materials to be stored outdoors include construction materials such as pavers, stone,gravel, and loam.A detail of the storage bin is in progress. 10. A wall is considered a structure according to the definition of"structure' (Section 2.68). Therefore, in Zone CDD3 (Section 16.13.3) the minimum setback for a wall(structure) shall be 20- feet from the side yard and 30- feet from rear lot lines. Response:A waiver will be required as part of the special permit, as a wall is required as part of the septic design.Also, an existing wall is located on site, therefore the existing rear and side yard setbacks have been updated. 11. The modular block retaining wall detail indicates a 4"diameter wall drain. The Applicant should clarify where the wall drain connects to and the material of the 4"wall drain. It should be noted that the proposed walls will require a final design, stamped by a structural engineer,to be reviewed and approved by the Town of North Andover Building Department. Response: The proposed retaining wall around the septic system will be designed and submitted to the Building Department for approval prior to the start of construction. Should a wall drain be required, the drain will discharge to the adjacent Bioretention area. This has been shown on the grading& drainage plan. 12. Section 16.7.3—Applicant shall provide 10-feet of landscaped area from rear yard lot line and 5- feet from side yard lot line. Response: The existing property maintains no rear or side landscape buffer.As part of the proposed improvements, the pavement encroaching onto neighboring properties along the rear and side lot lines will be removed.A waiver will be required as part of the special permit, as the landscape buffer will not be provided as stipulated in the zoning regulations. 13. Section 16.7.5—Applicant shall provide a minimum of 3-feet wide landscaped strip around building foundation. Response: The existing building does not maintain a landscape strip along majority of the building.A waiver will be required as part of the special permit for the proposed condition. 14. The Applicant indicates the existing retaining wall along the northern property line is to be retained;however,the existing wall is not shown on the Grading and Drainage Plan. Response: The plans have been updated to more clearly show the existing retaining wall. 15. The Applicant should clarify if the existing water line and telephone line are to be retained. Response: The existing water line and telephone line are to remain.A note has been added to the Site Preparation Plan. 16. The Applicant should indicate where the water line connects into the existing building. Response: The approximate location of the water service line has been added to the plans. 17. The Applicant should clarify if the existing monitoring wells in the pavement are to be retained. Response:Majority of the existing monitoring wells on site are not operational. The Applicant should coordinate with the Town of North Andover Fire Department and provide truck turning templates based on the required access routes. The Fire Department should also review plans for adequate fire protection water supply. Response:As part of the submission, the Planning Department distributed the plan set to the Fire Department for review. 19. The Applicant should coordinate with the Town of North Andover Health department for all requirements for construction of the septic system. Response: Coordination with the Health Department has been ongoing.Additional test pits are being scheduled to finalize the design of the septic system. 20. The Applicant shall provide details of the septic tank,pump chamber, and soil absorption system (SAS) with actual invert elevations and sewage flow design criteria according to MassDEP Title. Response:Further details of the septic system will be submitted once soil testing has been completed and plans are prepared for the Health Department. 21. The existing electrical line feed from the transformer runs through the SAS. The Applicant should clarify if the existing electrical line will be removed and provide a new location. Response: The SAS system has been relocated and reduced in size(as the existing building program will be retained). The electric line is no longer in vicinity of the system. 22. The Applicant should provide minimum setback distance of 10-feet from water line to proposed SAS, septic tank, and pump chamber. Response: The SAS was relocated. The new location, a 10 ft setback distance from the water line has been provided. The septic tank and pump chamber were also relocated to provide the minimum setback. 23. The Applicant should clarify if the two existing SAS systems on site are to be retained. Response: The existing SAS system is to be removed.A note has been added to the Site Preparation Plan. 24. There appears to be five leaching trench lines shown on the Utilities Plan, located east of Osgood Street and west of the existing building. It appears to be located within the proposed rain garden. The Applicant should clarify what these dashed lines indicate. Response: The lines have been removed. 25. A dumpster location has not been identified on the site plans. If proposed,the Applicant should provide a detail of the dumpster pad and enclosure. If no dumpster is proposed,the Applicant should clarify how waste will be managed by the building. Response:A dumpster pad and enclosure has been added to the plans. 26. The Applicant should provide truck turning templates for delivery trucks,trash removal trucks, and any other type of truck that will need to access the facility.
