Ellison, This letter provides responses to the TEC review letter dated.,duly 16,2018, for the proposed development at 1429 Osgood Street,North Andover.The original comment is listed, followed by A&M's response in bold italics. Those comments noted as"Comment Addressed"have been slipped. The numbering is consistent with your letter. General Civil Commer is 1. The Applicant should coordinate with the Planning Department ent to determine if a Traffic Impact Study,Fiscal.Impact Study,and Community Impact study will be required as part of the project submission and,review. Applicant response:A Traffic 'tud�,prepared by A&M, has been,provided b the Planning l epartn ent to TECfor review. On None 28, 2018,A&M received connnents fl•orn TEE regarding the traffic.A&Mhas completedresponse a res nse letter to address the traffic items,. TEC: Applicant should coordinate with the planning Board to determine if a Fiscal Impact Study and Community Impact Study will be required. Response:A&M addressed the f iscal and community impacts its our Special Permit Application cover letter to the Planning Board datedApril 2'.2018. Per the P ,the letter satisfies the required studies. . The A A parking signs shall be placed at the center edge of the AI: A parking stall. Applicant response.-ADA par-king signs have been added to the plan. TEC: Comment addressed,however the Applicant should provide an.AIA.parking sign detail. Response:A detail has been added. 8. The Applicant should provide further detail for the proposed lighting onsite including a detail and specification for the parking lot lighting. Applicant Response.-revieiv of lighting is in progress. TEC: Comment ongoing. 10 Response:A,photos etrics plan has been prepared. . The Applicant shall clarify what type of materials will be stored outdoors.Applicant shall also provide a detail of the storage bins. Applicant Response.- The materials to be stored outdoors include construction materials such as pavers, stone, gravel, and lawn.A detail of the storage bin is in progress.. TEC: Comment ongoing, a detail of the storage bins should be provided. The Applicant should coordinate with the Town of North Andover Fire Department and provide truck turning templates based on the required access routes. The Fire Department should also review plans for adequate fire protection water supply. .Applicant Response:As part of the submission, the Planning Department distributed the plan set to the Fire Department for review. TEC: Comment ongoing. Response:A&M has received the Fire Departments comments and has responded to them as necessary. Comments did not address any civil items, but for storage items and the building's sprinkler system. 19. The Applicant should coordinate with the Town of North Andover Health department for all requirements for construction of the septic system. Applicant Response: Coordination with the Health Department has been ongoing. TEC: Comment ongoing. Response:Plans were submitted to the Health Department for the septic system.A&M has received minor comments back and will address them accordingly.No layout of the system will be affected by the comments. Construction will not commence until approval has been obtained for the septic system. 20. The Applicant shall provide details of the septic tank,pump chamber,and soil absorption system (SAS)with actual invert elevations and sewage flow design criteria according to MassDEP Title. .Applicant Response: Further details of the septic system will be submitted once soil testing has been completed and plans are prepared for the Health Department. TEC: Comment ongoing. Response:,Septic plans were developed and provided to the Health Department and were also submitted to the Planning Board.A&M will continue to work with the Health Department to obtain approval and will provide final septic plans to the.PB once approved. 23. The Applicant should clarify if the two existing SAS systems on site are to be retained. Applicant Response: The existing SAS system is to be removed.A note has been added to the Site Preparation Plan. TEC:Applicant should clarify if the second record SAS system along the eastern property line is to be removed as well. Response: The septic plans identify both SAS systems to be removed.A note has also been added to the,Site Preparation Plan. 25. A dumpster location has not been identified on the site plans. If proposed,the Applicant should provide a detail of the dumpster pad and enclosure. If no dumpster is proposed,the Applicant should clarify how waste will be managed by the building. Applicant Response:A dumpster pad and enclosure has been added to the plans. TEC: Comment addressed, however the Applicant should provide a dumpster pad and enclosure detail. Response:A dumpster pad detail has been added. Traffic Comments: Site Plan Characteristics 3.
