Allen &Major Associates, on behalf of Oliver Enterprises (owner), requests the North Andover Board of

parcel,arcel, Oliver Enterprises contacted the company responsible for previously maintaining the
existing septic system, Bateson Enterprises of Andover, who stated the system was failing and would
need to be replaced.
Based on this information, Allen & Major has undertaken several rounds of informal testing as well as
formal testing witnessed by the Town's Board of Health consultant. To date, friar 4 test pits have been.
performed as well as one 1 percolation test in hopes favorable subsurface sell and groundwater
conditions exist on site. The field testing has revealed widely variable depth to groundwater on a highly
disturbed site. Estimated seasonal high groundwater(ESHGW) varies across the site from just below the
surface to a maximum depth of .5-feet. Soils on site consist mostly of sandy loams,below fill layers that
range from 3"deep to 4 "deep. Based on the testing to date,the only location available for a new septic
system is along the northern property line, along an existing retaining wall. Due to high groundwater,this
s stern will have to be a mounded system approximately -feet above existing grade with. retaining walls

along all four sides. This configuration greatly encumbers the subject parcel for* diver :enterprises
intended use and is therefore not considered a feasible solution.
The Mate Environmental Code, 310 CMR 15.000, Title V allows local approval of tight tanks to be
granted only to eliminate a failed on-site system when no other feasible alternative to upgrade the system.

for increased flows to the existing systems except for boat waste pump-out facilities and for buildings

The building's existing program (approximately 1,900 sq., ft. of office space and 19,370 sq. ft., of
warehouse) will be maintained which does not represent an increase in sewage flows over existing
conditions. Based on the condition of the existing septic system,the no net increase in flow, and the site
being unusable for the owner if required to build a new septic system, we are requesting the North
Andover Board of health approve the use of a tight tank. when a municipal sewer system becomes
available Oliver Enterprises will connect to the sewer within 30 days and the tight tank system
shall be abandoned in accordance with 310 CMR 15.35,4o
