The purpose of this narrative is to provide written documentation that the North Lake Cochichewick
Boat Launch project meets the requirements for the Watershed Special Permit.

The North Lake Cochichewick Boat Launch (herein referred to as the Boat Launch) is located on the
northern end of North Lake Cochichewick(the Lake), directly across from House #1939 on Great
Pond Road in North Andover, MA. The Site,which is owned by the Town and is documented in Book
689, Page 147, occupies the former extents of the North Sewer Pump Station that has since been
demolished.
Initially constructed to serve municipal needs during the operational period of the Old North Pump
Station,the Boat Launch has since evolved into a valuable asset for the community. It now supports
a range of recreational activities, including non-motorized boating during the spring, summer, and
fall seasons.Additionally, the Boat Launch plays a critical role in emergency response, providing
access for the North Andover Fire Department's boat in the event of water-based emergencies.
The current configuration of the Boat Launch includes a paved driveway apron, a dirt/gravel
driveway, lawn areas, moveable boat racks, and a bituminous concrete boat launch that extends
into the Lake.The existing retaining wall, constructed from cobble and concrete, is failing and is
currently being supported by overgrown tree roots.Additionally, portions of the asphalt launch have
deteriorated into the Lake.
During the conceptual design phase,the Project was reviewed by both the Conservation
Commission and the Planning Board. The Conservation Commission recommended several design
modifications, including the ability for vehicles to reverse towards the launch,the incorporation of
"living wall"for the retaining structure, and the integration of a fishing line disposal facility.
Concurrently,the Planning Board suggested adjustments to restrict trailers from directly accessing
the launch by incorporating a narrower entrance and physical barriers to limit vehicle entry.
In the 75% design phase,feedback from both the Conservation Commission and the Planning Board
was carefully reviewed.Their recommendations were integrated into the design where feasible,
while some suggestions were assessed as impractical for the Site. Comprehensive details of these
considerations and the resulting key design decisions are documented in the Alternatives Analysis
Page 5
included in Appendix C of the Notice of Intent application, submitted separately to the Conservation
Commission.
The design is currently progressing through the permitting phase. The primary objectives of the
Project are to enhance the Site functionality and safety through practical, low-impact design
methods while also contributing to the beautification of the area.

The proposed project will reconstruct the hand-carry boat launch, replace the failed concrete and
stone retaining wall along the shoreline, and re-organize the parking, driveway, and boat rack areas.
These site improvements are designed to provide significant benefits to the community.
Key project features include the new boat launch and a new Mechanically Stabilized Earth (MSE)
concrete block retaining wall. The improvements will also feature permeable paver parking areas
and driveways as well as bioretention areas to manage stormwater runoff effectively. Other site
appurtenances include a new double swing gate and locking bollards at the boat ramp to restrict
access and ensure security. Design plans for the project, including a detailed sequence of
construction activities, are provided in the attached documents.
Construction mobilization is tentatively scheduled for Summer 2025,with an estimated completion
time of approximately four months from the start of construction.

The Watershed Special Permit general requirements are listed below followed by the project's
criteria in italics.
1. Encouraging the most appropriate use of land.
Land use will remain identical to existing use as a public use boat launch. The following
improvements will be made to the area:
• Additional safety to the public by adding a new hand carry boat launch to replace the
existing earthen/paved slope to Lake Cochichewick, replace gravel driveway with a
permeable pavement driveway, replace the failing concrete retaining wall with a new
concrete block retaining wall with 42"tall railings.
• Added stormwater treatment to the parcel. Two (2)bioretention ponds will be located on
the Site to provide stormwater treatment. Currently there are no stormwater BMPs on the
property. In addition,permeable pavers will be used to reduce impervious area, while
providing a safe and stable walking and driving surface.
• Provide fire department emergency boat access and emergency vehicle access.
2. Preventing overcrowding of land.
The Site is considered on open space. The Town currently requires permit for boat storage on the
site.

3. Conserving the value of land and buildings.
The project Site is located on the former extents of the North Sewer Pump Station that was
previously demolished. The project does not propose any new buildings or increase in impervious
area.
4. Lessening congestion of traffic.
A one-way driveway is proposed to improve site access to the boat launch and parking area. The
driveway will allow room for a vehicle on the outside of the circle to load and unload while
additional vehicles can bypass from the inner travel lane.A driveway is provided off the
roundabout for vehicles to back-up to the boat launch. The parking area was designed for two
trailer parking spots, one ADA spot, and 8 normal parking spots.
5. Preventing undue concentration of population.
The Site is regulated by the Town-s Lake Usage/Boating Regulations. No changes are proposed.
6. Providing adequate light and air.
The Site is considered an open space.
7. Reducing the hazards from fire and other danger.
The Boat Launch's secondary purpose includes emergency access for the North Andover's Fire
Department boat. The fire department requires access to this boat launch to respond to water-
based emergencies.
8. Assisting in the economical provision of transportation,water, sewerage, schools, parks, and
other public facilities.
Adequate and appropriate facilities are provided for the proper operation of the proposed use.
9. Controlling the use of bodies of water, including watercourses.
Water quality will be improved through the installation of bioretention storage areas. The
bioretention areas are designed to capture a portion of the Sites"stormwater runoff as well as
runoff from Great Pond Road.Additionally, the sites'ability to recharge stormwater runoff will be
improved by replacing hard packed gravel surfaces with grass or permeable concrete pavers.
10. Reducing the probability of losses resulting from floods.
The construction of the pre-cast block retaining wall to replace the failed concrete-stone wall
adjacent to the boat launch. The block retaining wall provides shoreline stability.
11. Reserving and increasing the amenities of the Town.
The amenities of the Town will be improved through the reconstruction of the boat launch and
overall redevelopment of the Site. The proposed work will provide improve accessibility to the boat
launch, better vehicular and pedestrian connectivity, and provide small gathering areas to
enhance the community space.

The Project has been designed to fully met the Watershed Special Permit zoning conditions. The
Zoning Bylaw conditions are listed below followed by the project's criteria in italics.
1. The specific site is an appropriate location for such a use, structure or condition.
The site use will not change under proposed conditions.
2. The use as developed will not adversely affect the neighborhood.
The proposed Project replaces infrastructure in kind and improves upon existing site conditions.
The Project is located in a Residential 2 Zoning District and is not expected to adversely affect the
neighborhood.
3. There will be no nuisance or serious hazard to vehicles or pedestrians.
The proposed Project improves vehicular and pedestrian connectivity.
4. Adequate and appropriate facilities will be provided for the proper operation of the
proposed use.
Appropriate facilities are provided for the current land use. The proposed Project will not change
the current land use and improves the existing infrastructure.

1. Written certification by a Registered Professional Engineer, or other scientist educated in and
possessing extensive experience in the science of hydrology and hydrogeology, stating that
there will not be any significant degradation of the quality or quantity of water in or entering
Lake Cochichewick.
A stormwater management report was submitted by a Registered Professional Engineer in support
of the Project. The stormwater management report was submitted separately to the North
Andover Conservation Commission. Copies of the stormwater management report can be
provided upon request.
2. Proof that there is no reasonable alternative location outside the Non-Disturbance and/or
Non-Discharge Buffer Zones,whichever is applicable,for any discharge, structure, or activity,
associated with the proposed use to occur.
An alternatives analysis is provided in Appendix C of the Notice of Intent application, submitted
separately to the Conservation Commission. The primary goal of the Project is to provide a
functional and long-lasting hand carry boat launch site for community use that is environmentally
friendly and provides beautification to the area. There is no reasonable alternative outside the
General, Non-Disturbance, and the Non-Discharge Buffer Zones for any discharge, structure or
activity.

3. Evidence of approval by the Mass. Dept. of Environmental Protection (DEP) of any industrial
wastewater treatment or disposal system or any wastewater treatment of system fifteen
thousand (15,000)gallons per day capacity.
This requirement is not applicable to the Project.
4. Evidence that all on-site operations including, but not limited to, construction,wastewater
disposal, fertilizer applications and septic systems will not create concentrations of Nitrogen
in groundwater, greater than the Federal limit at the down gradient property boundary.
An illicit discharge statement is provided in Attachment 9 of the Stormwater Management Report,
submitted separately as part of the Notice of Intent application to the Conservation Commission.A
copy of this statement can be provided upon request.
5. Projections of down gradient concentrations of nitrogen, phosphorus and other relevant
chemicals at property boundaries and other locations deemed pertinent by the SPGA.
Projections of down gradient concentrations of nitrogen,phosphorous, and other relevant
chemicals at the property boundaries are projected to remain the some, if not improve under
proposed conditions. Under existing and proposed conditions, stormwater runoff from the project
area primarily remains the some with flows discharging to Lake Cochichewick.
6. The SPGA may also require that supporting materials be prepared by other professionals
including, but not limited to, a registered architect, registered landscape architect, registered
land surveyor, registered sanitarian, biologist,geologist or hydrologist when in its judgment
the complexity of the proposed work warrants the relevant specified expertise.
On behalf of the Town of North Andover(Owner), Environmental Partners shall provide supporting
materials upon request from the SPGA.
