SOIL MANAGEMENT PLAN
Note: The analytical results included in the specification package show a couple of
parameter levels just barely above the reportable concentrations established by the
Massachusetts DEP. No hazardous waste or other highly contaminated materials are
expected to be encountered, and there seems to be no site history that would make it
necessary to assume otherwise. TFCI has transported and disposed of hundreds of
thousands of tons of variably impacted and contaminated soils and sediments and will
adhere to all necessary regulations and handling requirements.
1. TFCI will utilize the following analytical testing laboratory for this project:

2. Post-excavation analytical testing will be performed in accordance with the
requirements of the disposal facilities listed below. Since the total quantity of
sediment expected to be disposed of off-site is below 200 tons, only one
composite sample of material will be necessary to adequately characterize the
material. Once all of the potentially impacted material is generated and
stockpiled in accordance with the specifications and this plan, the ten part
composite sample will be taken from around the pile. Waste profiles will be filled
out once analytical results are received and will be submitted to Apex/ Town for
review and execution.
3. Utilizing proper PPE and EPA approved sample acquisition techniques, TFCI will
obtain the representative composite sample from the stockpiled sediment and
place the materials in appropriate glassware with preservatives as required. All
analytical parameters will be tested from the composite samples except for VOC's
which will be tested from individual grab samples. TFCI will document the
details of the sample acquisition. This information will be summarized and
presented as part of facility profile submissions.
4. TFCI will construct stockpile area on-site where it most makes sense once
mobilization and setup has commenced. This location will be reviewed with
Apex and the Town to ensure all are onboard with the location. It will be lined
with 10-mil poly and surrounded by a compost sock berm. Site Plan attached.
5. An excavator will be used to excavate sediments during work to achieve the
subgrades required for boat ramp and MSE wall installation. A tracked dump
truck will haul the excavated material to a lined stockpile area as described in this
plan. An excavator or loader will be used to heap up the material in the stockpile.
All TFCI workers are OSHA 40 Hazwoper trained with updated 8-hr refresher
certificates. These will be kept in the Health and Safety Plan submitted under
separate cover.

6. All excess materials removed from the site will be tracked via a Material Tracking
Log that will be updated on a continuous basis. This Log will be made available
to Apex and The Town to jointly track the waste stream movements at the site.
Weight tickets, tonnage reports, and all other shipping documents will be
provided as part of the final project closeout package.
7. TFCI does not expect that drying amendment/reagent application will be
necessary on this project. However, if necessary, TFCI will blend wet or
saturated soils with Portland cement at a ratio to be determined in the field. One
cubic yard bags (supersacks) of Portland cement will be delivered to the site and
an excavator will be used to mechanically blend the cement with the wet or
saturated soils (all required dust control will be performed during this work).
Disposal characterization samples will be obtained prior to addition of any drying
amendments.
WASTE STREAMS
Note 1: There are no known facility acceptance restrictions applicable to daily maximum
quantities, days and times of receipt, or other restrictions that will be applicable to the
waste streams and recycling/disposal facilities identified for this project. Valid
transporter license, registrations, and any other applicable permits to operate will be
checked and documented on-site prior to transportation off-site.

EROSION AND SEDIMENTATION CONTROL
1.0 INTRODUCTION
TFCI's Erosion and Sedimentation Control Plan specifies the management procedures to
be utilized for managing impacted materials, stormwater, and surface water during the
work of this contract. It is TFCI's intent to provide effective mitigation steps to prevent
the off-site migration of sediments.
TFCI will comply with recognized Best Management Practices (BMP's) for erosion
control and applicable permits.
3.0 EROSION CONTROL PRODUCTS
The following is a list of erosion control products that may be used on this site.
Additional products will be evaluated during the work based on the effectiveness of the
original controls put in place:
• Filtrexx Compost Sock
• Silt Fence
• Turbidity Curtain
• Portadam Cofferdam System
• Siltsack(existing and to-be-installed catch basin protection) and Sediment
Collection Bags
• Non-Woven Geotextile
• Filled Sandbags
4.0 SEQUENCE AND IMPLEMENTATION
Prior to the start of any significant work that would expose soil or create stockpiles of
erodible material, TFCI will install the necessary erosion controls.
5.0 SITE MONITORING
TFCI will continuously monitor the work areas to ensure that no soil, sediment, or water
is spilled outside these areas. Any material contaminated by spilled soil, sediment or
groundwater will be promptly cleaned up and handled in accordance with the
specifications and all local, state, and federal requirements. In addition to TFCI's normal
safe and efficient practices, TFCI's SSO (superintendent) will also make periodic visual
sweeps throughout the work area to monitor the work areas. The frequency of these
sweeps will be entirely dependent upon the active work tasks and could range from
hourly to at least once per day. During these sweeps, the SSO will perform a daily
housekeeping review as well and report any deficient items to TFCI's PM.
Housekeeping remedial tasks will be handled daily to the extent possible.

DUST, VAPOR, AND ODOR CONTROL
DUST CONTROL
TFCI will implement several dust controls measures to mitigate dust levels, although the
nature of the potentially impacted material (wet sediment) makes it very unlikely that
dust will be a problem and we do not anticipate active air monitoring (beyond visual) will
be necessary. Water will be used to wet down soil that may cause dust during excavation
and handling. Water taken from the reservoir via garden hose pump should be adequate.
If necessary, we will stage a water truck or water trailer near the work area which will
have a high-volume pump and spray nozzle which will allow us to quickly wet down
larger areas. Anti-tracking pad maintenance (i.e. refreshing/replacing blinded stone) will
also be performed as necessary to mitigate potential dust generation.
VAPOR AND ODOR CONTROL
Vapors and odors are not expected to be of major concern on this project. TFCI will line
and cover all impacted or potentially impacted sediment stockpiles with poly sheeting to
mitigate any vapors or odors.

STOCKPILE CONTAINMENT PLAN
All stockpiles of unsaturated suitable materials will be placed on a layer of 10 mil thick
polyethylene sheeting and will be covered with 10 mil thick polyethylene sheeting when
not in active use and at the end of the workday. Saturated unsuitable and unsaturated
unsuitable material will be placed in watertight rolloff containers. The downstream
extents of all stockpiles will be protected with compost sock berms to prevent silt
migration from the pile. Stockpile covers and compost socks will be inspected daily.
SPILL/POLLUTION PREVENTION
Equipment refueling and maintenance work will be performed away from active drainage
ways/buffer zones in locations as approved by the Town. TFCI will dispose of general
non-hazardous trash and debris in roll-off containers (with covers) located within the
work area.
Hazardous materials will not be stored on-site unprotected. A portable construction
storage box (or boxes) will be mobilized to the site to keep fuel, oil, grease or other
potentially hazardous materials contained on-site. The storage box(es) will be locked at
the end of each working day. Appropriate caution signage will be posted to indicate the
presence of potentially hazardous materials to workers and site visitors. Lubricants and
waste oil to be discarded will be stored in marked corrosion-resistant containers and
recycled or disposed in accordance with Federal, State and local laws and regulations.
Pollution prevention checklists will be drawn up and submitted to the Owner for review
for each task where hazardous materials will be used. SDS sheets will be available on
site for all materials requiring such guidance and TFCI's master SDS compilation is
available to every employee digitally.
If a spill or leak is detected, the superintendent, Town, and Engineer will be notified
immediately, the source of the spill will be located and TFCI will assess the situation.
TFCI will determine the appropriate cleanup action and reporting to perform in
accordance with the prevailing requirements of the Massachusetts DEP. TFCI will
adhere to industry accepted release cleanup procedures and will have an adequate supply
of absorbent pads, booms, and other quick-dry materials on site (a quantity equal to those
stated in the specifications) to ensure immediate response to any problems. Not only will
these materials be stored in on-site temporary storage containers, TFCI personnel will
have additional materials in work trucks to supplement.
