I. INTRODUCTION
HIS'TRANSACTION SERVICES, LL , an affiliate of Hillwood.Enterprises,L.P.
(the "Applicant it or"Hillwood") is the applicant requesting Planning Beard approval of
a Sign Master Ilan Special Permit for r ignage proposed in connection with.Hillwood'
redevelopment of the property formerly known.as Lit B, and now known and
numbered as 1450 Osgood Street(the " Sign n. 'reject"),
The "Project" as approved by the Beard includes the construction of a proposed
e-c mmerce storage,warehouse and distribution facility with accessary office and. ether
uses, consisting of a 5-story building including approximately 3,835,500►5,5 square feet of
grass floor area,hawing a building footprint of approximately 817,212 square feet,
along with accessary structures,, with upgrades to parking, access including a common
driveway, utilities, storm water management,, lighting, landscaping and ether associated
improvements to be located on the approximate 110.1 -,acre Property. The Sign Project,
on the "Property" or"Lot B", unless otherwise described herein, shall include off-
premises sign age to be located on the adjoining parcel at 1600 Osgood Street, also
known n.as Lot A, as depicted can the "Plans." The Project, including the Sign.Project, is
located within the 1-2 Zoning District.
Other than the proposed sign.age program as described. in this application and
supporting materials, including signae schedules, illustrations, and plans depicted can
the materials and related plans attached as Exhibits hereto (the" ignage
Improvements" , and as further described below, no changes are being proposed to the
Project previously approved by the Board.
II. PROPOSED PROJECT SIGNAGE
As a part of its Signage Master Ilan., the Applicant proposes the following types
of sign.age as listed below, to include the following:

(a) Entrance Ground Sign at the southern eni-T nce, o1ot alc+no,Osgood Street,
with a second Ground Sign located at the n:ortbiern�ntrance or.Lot A,'as
depicted on the plans, and is also a part of a. s ►; -'te a.ppl cati on filed on
behalf of the owner of Lot.A; ;
(b) In.terior Ground./Waf Mddin.g signs to be locatedl along both the north anal
south entrances; and,
(c) Building Wall Signs Le., ac lit Building Mounted Logo Signs, .Address,
and Loading Dock signs).
In connection with the signs listed above, the following schedules and
illustrations are attached hereto:
• A schedule of proposed signa, e is listed in Exhibit A.f
• .A key plan depicting the locations of proposed signs on.Lot B, as well as
off-premises lcations, is attached as Exhibit B,along with representative
color illustrations of each signage type, including colors, materials,and
dimensions attached as Exhibits B1 thorough B4;

Exhibit C,along with representative color illustrations of each signage
type, including colors, materials, and dimensions attached as Exhibits c1
through c3;
Elevation plans illustrating the signage both from.Osgood street, and
from building elevation approaches attached as Exhibits D1 through D7.
III. REQUIRED RELIEF
The voters at the 2020 Annual Town Meeting unanimously voted to adopt
.Article 30 which amended Chapter 195, § 19 - . .G Permitted:Signs-- Industrial
Districts by adding Section 6. .G.(4) of.Article 6,which provides that:
(4)Notwithstanding anything to the contrary in this bylaw,the Planning Board may
approve a comprehensive signage master plan by special permit for a redevelopment
project located within the Industrial 2 (I-2)Zoning District which,if approved by the
Planning.Beard in accordance with this§ 195-6.6.G.(4),may allow for signage(including
off-premises signage)which deviates from the specific sign requirements of the Zoning
Bylaw,including§ 195-6.6,provided that such signage would,in the opinion of the
Planning Board,be consistent with the,general purpose and intent of the sign bylaw criteria
described under§ 195-6. ,as well as the special permit criteria described.under§ 195-10.7
(special permits),of this bylaw.An application for a signage master plan special permit,
which can be proposed for each parcel within the redevelopment project individually,
should show proposed sizes,locations,and general design approach for signs,banners,

awnings,etc.for each parcel included in such ap"ication in.su,_,.,.h detail as the Plan-ming
Board may deem reasonably necessary to make a,decision.to app
rove such special'.permit.
Following approval of a signage master plan special 'permit,signs may be installed,
removed,and replaced with the approvai of the Building inspector,provided that such
signage conforms to the signage master plan approva I.For purposes hereof,a
"redevelopment projeef"shall be defined to be a'pr iedt which encompasses one or more

parcels of land which collectively consist of at least 100 acres,and involves new
construction and/or renovations,,where the parcels included may be separated by public
or private rights-of-way,easements or other privately held'Land,and which parcels are
not required to be held in common ownership.
See§ 195-6.6.G.(4)
The Application for Sign Master Plan Special Permit includes the need for certain
Off-Premise Signs based on the common shared driveways to the Property resulting
from MassDOT shared access requirements with the adjoining parcel at 1600 Osgood
Street, also known as Lot A. Article 6 -Signs and Lighting Regulations, defines an
"Off-Prerm'se Sign," as "[al sign or outdoor display that advertises products or services
that are not sold, produced, manufactured or furnished on the property where the sign
is located." (See § 195-6.3)
Lot B will include signs classified as off-premises signs which are also ground
signs. These signs, which are located on Lot B, but which also include signage related
to the uses of the 1600 Osgood Street building located on Lot A, include:
1. the ground sign located at the south entrance as depicted on Exhibit B2; and,
2. the interior sign to the property along the south entrance road as depicted on
Exhibit B4.
We also note that the shared entrance road at the north access road includes a similar
off-premises ground sign and interior signaae located on the adjoining parcel at 1600
Osgood Street (Lot A. for the partial benefit of uses on Lot B (1450 Osgood Street)., and
which is also a part of a separate Sign Master Plan Special Permit Application.
For all off-premises signage, the signage is combined to both reduce sign clutter and to
provide airection and wayfinding to both parcels and is thus serves both Lot A and Lot
B users. The bylaw (§ 195-6.6.G.(4)) expressly allows off-premise signage as part of a
comprehensive signage master plan by special permit for a redevelopment project
located in. the Industrial 2 (1-2) Zoning District.
IV. SPECIAL PERMIT APPROVAL CRITERIAJkj2LIq,�
Section 195-10.7A of the Zoning Bylaw'provides that the Planning Board shall
not approve any such application for a Special Permits unless it finds that in its

judgment all the following conditions are met. The following lists the criteria under
§ 195-10.7A (1) and how these criteria are met.

(a) The specific site is an aspol-op.Liate, to'cation fir "Stich a use, structure or

As the Property is zoned for industrial use, and the' 'sign'age is specifically
tailored to the site, the Property is ai appropriate location for the
proposed signage master plan for the Project. The signage design
provides for a consistent design and theme for the facilities, and properly
uses signage in a manner providing appropriate and aesthetically pleasing

messaging, while at the same time providing for safe and effective
messaging for drivers and pedestrians entering and exiting the Property.
(b) The use as developed will not adversely affect the neighborhood
character.
The Project signage use will not adversely affect the neighborhood but
will in fact enhance the circulation and safety of the area by properly
directly and circulating vehicles and pedestrians within the surrounding
neighborhood. The building entirely encloses the proposed use, and the
building is complemented with appropriate landscaping and screening.
The proposed building is set far back from Osgood Street and adjacent
properties. The Property is zoned industrial and the proposed use as
developed will result in a substantial improvement to New Lot B from an
aesthetics and environmental perspective. The proposed building height
and massing will not adversely affect the neig hborhood for all the reasons
above, and the lighting plan demonstrates that on-site lighting will not
adversely impact the neighborhood. Accordingly, the proposed.signage
for the proposed industrial uses are well suited for its proposed location.
(c) There will be no nuisance or serious hazard to vehicles or pedestrians.
Driveways accessing Osgood Street will be located and designed with
appropriate signage in accordance with the Site Plans as requested by the
Ma-ssDOT, and are located at the existing driveway curb cut locations.
The parking and loading signage has been designed and located to
minimize conflicts and to maximize efficiency leading to the safe and
efficient ingress to and egress from Osgood Street and the abutting 1600
Osgood Street property for automobile, truck and pedestrian traffic. Site
signage improvements have been designed to maximize on-site and off-
site safety.
(d) Adequate and appropriate facilities will be provided for the proper
operation of the proposed use.

(e) The use is in harmony with the ,general purpose and intent of this
Zoning Bylaw.
In addition to the reasons described herein and as shown can the Site Flans
and other information submitted as part of the site plan review process,
the proposed use is in harmony with the general purpose and intent+ f
this Zoning Bylaw for the following reasons. First, the location of the
proposed Project is ideally suited to add additional industrial uses within
the I-2 Zoning District to complement and build a critical mass which is
important to the future redevelopment of the Route 125 corridor in this
area of North Andover. Second, the siting of a facility in the proposed
location will have the effect of converting a functionally obsolete Site into
an important and significant revenue-generating property for the Town..
Third,based upon the Applicant's experience with similar facilities, the
off-street parking provided is adequate to serve the uses of New Lot B in a
safe ,and effective manner. Fourth, the Project, as proposed, is projected to
potentially provide 1,500 new full-time jabs to New Lot B, in addition to
between 200 and 250 temporary construction jobs during the peak
construction phase when all of major construction trades - site work,
concrete, steel,roofing, mechanical, electrical, plumbing and fire
protection-are on the Site at the saine time, along with the multiplier
effect arising from the increased number of workers spending and
investing in.ether North Andover businesses, and potentially resulting in
new businesses opening along the Route 125 corridor. Lastly, the Project,
as shown on the Site Plans, complies with.the Zoning Bylaw. For these
reasons, all of the proposed improvements and enhancements noted
herein are in harmony with the general purposes and intent of Article 1
("'Purposes") of the North.Andover Zoning rla .
V, REQUEST FOR APPROVAL
For the above reasons,HIP Transaction Services, LLC, an affiliate of Hillwood.
Enterprises, L.P. respectfully requests that the Planning Beard make the required
