MEMORANDUM IN SUPPORT OF APPLICATION FOR
SIGN MASTER PLAN SPECIAL PERMIT

I. INTRODUCTION
1600 SG STREET, LLC (the "Applicant") is the applicant requesting
Planning Board approval of a Sign Master Plan Special Permit in connection with
signage proposed on the property known as Lot A, and also known and numbered as
1600 Osgood Street (the "Sign Project" .
The"Project" as previously approved by the Board includes the rehabilitation
and redevelopment of roximatel 399,999 square feet of existing buildings known as
both Building Nos. 20 and 21, along with 1,508 parking spaces, with upgrades t
parking, access, utilities, stormwater management, lighting,landscaping and other
associated improvements (the "Renovation Project") in an area as depicted as Area 1 on
Lot A on the approved site plans (the Renovation Site"); and,the relocation and
redevelopment of a portion of the existing 6MW Solar Energy System located in are area
depicted as Area.2 on Lot A on the approved site plans (the"Solar Site") for purposes of
the operation of a Large-Scale Ground-Mounted Bolan Energy System (the "Solar
Project"),including associated improvements,to be located on the Solar Site.
Collectively,the Renovation Project and the Solar Project, shall be noted as the
"Project", and the Renovation Site and Solar Site shall collectively be noted as the
"Property" or"Lot A" unless otherwise described herein to include off-premises
signage to be located on the adjoining parcel at 1450 Osgood Street,also known as Lot
B, and are as depicted on the"Plans."" The Project, including the Sign Project,is located
within the I-2 Zoning District.
Other than the proposed signage program as described in this Application and
supporting materials, including signage schedules, illustrations, and plans depicted on
the materials and related plans attached as Exhibits hereto, (the "Si rage
Improvements"), and as further described below,no changes are being proposed to the
Project previously approved by the Board.

II. PROPOSED-PROJECT.,*31IGNAGE
As a part,of its signage-Master I lwi, the Applicant proposes the following es
of signage as listed below, to include the foil M* g:
(a) Entrance Ground Signs at the four entrance points along Osgood Street
with three signs located on Lot A (north entrance, inner north entrance,
inner south entrance),with the fourth sign at the south entrance located
on Lot B as depicted on the plans, and is also as a part of a separate
application filed on behalf of the owner of Lot ;
(b) Interior Ground/Wayfinding Signs to be located along both the north and
south entrances;
(c) Highway/Directional Signs;
d Solar Field Sign (required under Section 1 - .8 .C.2. d of Solar Energy
System Bylaw);
(e) Building Wall Signs i.e., Logo, Tenant, Address, and Loading Dock
Signs ; and,
(h) Relocation of the Primary Campus Ground Sign.
In connection with the signs listed above, the following schedules and
illustrations are attached hereto.

REQUIRED WELIEF
The voters at the 2020 Airmual Town Meeting unan nously voted to adopt
Article 30 which-amended Chapter 195, § 195-6.6.G. Permitted Signs— Industrial
Districts by adding Section 6.6.G. 4 of Article 6,which incorporated a master planning
approach to sinage which provides that:
4 Notwithstanding anything to the contrary in this bylaw,the Planning Board may
approve a comprehensive signage master plan by special permit for a redevelopment
project located within the Industrial I-2 Zoning District which,if approved by the
Planning Board in accordance with this§ 19 -6.6. . 4 ,may allow for signage(including
off-premises signage)which deviates from the specific sign requirements of the Zoning
Bylaw,including§ 19 -6.6,provided that such signage would,in the opinion of the
Planning Board,be consistent with the general purpose and intent of the sign bylaw criteria
described under§ 19 -6. ,as well as the special permit criteria described under§ 19 -10.7
(special permits),of this bylaw.An application for a signage master plan special permit,
which can be proposed for each parcel within the redevelopment project individually,
should show proposed sizes,locations,and general design approach for signs,banners,
awnings,etc. for each parcel included in such application in such detail as the Planning
Board may deem reasonably necessary to male a decision to approve such special permit.
Following approval of a signage master plain special permit,signs may be installed,
removed,and replaced with the approval of the Building Inspector,provided that such
signage conforms to the signage master plan approval.For purposes hereof,a
"redevelopment project"shall be defined to be a project which encompasses one or more
parcels of land which collectively consist of at least 100 acres,and involves new
construction and/or renovations,where the parcels included may be separated by public
or private rights-of-way,easements or other privately held land,and which parcels are
not required to be held in common ownership,

The Application for Sign Master Man Special Permit includes the need for
certain Off-Premise Signs based on the common shared driveways used in part with
regard to the Property resulting from MassDOT shared access requirements with the
adjoining parcel at 1450 Osgood Street, also known as Lot B. Article 6- Signs and
Lighting Regulations, defines an "Off-Premise Sign" as "[a] sign or outdoor display
that advertises products or services that are not sold, produced,manufactured or
furnished on the property where the sign is located," (See § 195-6.3
Lot A will include signs classified as off--premises signs which are also ground
signs. These signs,which are located on Lot A, but which also include signage related
to the uses of the Amazon building located on Lot or known as 1450 Osgood Street),
include:
1. the ground sign located at the north entrance as depicted on Exhibit Cl; and,
2. the interior sign to the property along the north entrance road as depicted on
Exhibit C5.

users. The bylaw' § 19 -6.6.G. expressly allows off-premise signage as art'o a
comprehensive signage master plan by special hermit for a development projectl6cated
in the Industrial 2 I-2 Zoning District.
IV, SPECIAL PERMIT APPROVAL CRITERIA Q 19 -1 ,7.A
Section 19 -10. .A of the Zoning Bylaw provides that the Planning Board shall
not approve any such application for a Special Permits unless it finds that in its
judgment all the following conditions are met. The following lists the criteria under
19 -1 o. .A. 1 and how these criteria are met.
(a) The specific site is an appropriate riate location for such a use, structure or
condition.
As the Property is zoned for industrial use, and the signage is specifically
tailored to the site, the Property is an appropriate location for the
proposed s-Ignage master plan for the Project. The signage design
provides for a consistent design and theme for the facilities and properly
uses signage m a manner providing appropriate riate and aesthetically pleasing
g
messa 'n , chile at the same time providing for safe and effective
�
direction for drivers and pedestrians entering and exiting the Property.
(b) The use as developed will not adversely affect the neighborhood
character.
The Project signage use will not adversely affect the neighborhood orhood but
will in fact enhance the circulation and safety of the area ro er1

directly and circulating vehicles and pedestrians within the surrounding
neighborhood with the use of directional and wayfinding signs, along

with appropriate traffic signage to direct traffic in an orderly manner.
Accordingly, the proposed signage for the proposed industrial uses are
well suited for the proposed location.
(c) There will be no nuisance or serious hazard to vehicles or pedestrians.
Driveways accessing Osgood Street will be located and designed with
appropriate signage in accordance with the site Plans as requested by the

(d) Adequate and appropriate facilities will be provided for the proper

The Project is adequately and appropriately serviced by signage, in
addition to other municipal water,sewer and other utilities that
adequately address the needs of the Project.
(e) The use is in harmony with the general purpose and intent of this
Zoning Bylaw.
In addition to the reasons described herein and as shown on the Site Plans
and other information submitted as part of the site plan review process,
the proposed use is in harmony with the general purpose and intent of
this Zoning Bylaw for the following reasons. First, the existing build* s
g
have existed at the Property for decades, and the signage proposed will
enhance the aesthetics of the huildm* g s and surroundingproperty.
Second,the proposed signage will provide for safe and effective vehicular
and pedestrian travel within and out of the Property aided by strategically
placed and visible signage, markings and other wayfinding signs
designed to facilitate internal and external circulation. Lastly,the Sign
Project, as shown on the Site Plans, complies with the Zoning Bylaw. For
these reasons, all of the proposed improvements and enhancements noted
herein are in harmony with the general purposes and intent of Article 1
("Purposes") of the forth Andover Zoning Bylaw.
V. REQUEST FOR APPROVAL
