Traffic Impact and Access Study 1. TEC has reviewed the Addendum for general conformance with the Town of North Andover Zoning Bylaw and consistency with the previous TIAS as submitted by the project. Upon review, TEC finds that the TIAS addendum and additional scope work requested by the Massachusetts Department of Transportation (MassDOT) overall do not significantly alter the results as presented in the original TIAS. Langan Response: Noted 2. Based on requests from MassDOT, who has jurisdiction over Osgood Street, the Applicant will provide the following additional improvements within the public right-of-way as described in their MassDOT Mitigation Letter (unless retracted by MassDOT): a. Convert both the two site unsignalized driveways to right-in/right-out only with a channelized island to reinforce the turn restrictions; b. Provide a M BTA standard bus bay and bus shelter on the west side of Osgood Street; [does not affect traffic operations analysis] c. Construct a shared-use-path extending from the North Signalized Driveway to the South Signalized Driveway with connection signage and striping; [does not affect traffic operations analysis] d. Resurface Osgood Street within the area of widening; [does not affect traffic operations analysis] e. Provide a 250-foot northbound left-turn lane at the North Signalized Driveway; and f. Provide a 150-foot southbound left-turn lane at the South Signalized Driveway to oppose the originally proposed northbound left-turn lane; Langan Response: Noted 3. The capacity and queue analysis analyze the signalized intersections using the Synchro Percentile Delay methodology instead of the industry standard Highway Capacity Manual TEC Traffic Peer Review#3 MEMO 1600 Osgood Street, North Andover, MA Langan Project No.: 140182701 September 21, 2020- Page 2 of 3 (HCM) 2010 or 6t" Edition methodology. This was acceptable by TEC within the original review. Langan Response: Noted 4. Although the overall delay and volume-to-capacity (V/C) ratio are generally unchanged from the results in the original TIAS; Langan has showed that the queues along the Osgood Street mainline will more than double for some movements as a result of the added volumes at the signalized locations. For instance: a. The 95' percentile queue increasing from 430-feet to 778-feet for Osgood Street SB at the North Signalized Driveway in the weekday morning (corridor peak). Langan Response: 50'% queue increases from 261-feet to 465-feet. The addition of the NB exclusive left-turn only lane reduces the NB thru queue length. Based on the March 2020 TIAS prepared for the development, the queues for the build conditions without improvements or the office connection were 261-feet for the 50'% and 430-feet for the 95'%. b. The 95t" percentile queue increasing from 93-feet to 293-feet for Osgood Street SB at the South Signalized Driveway in the weekday morning (corridor peak). Langan Response: 50th% queue increases from 81-feet to 191-feet. The addition of the SB exclusive left-turn only lane reduces the SB thru queue length. Based on the March 2020 TIAS prepared for the development, the queues for the build conditions without improvements or the office connection were 81-feet for the 50'% and 93-feet for the 95t"%. c. The 95' percentile queue increasing from 153-feet to 316-feet for Osgood Street NB at the South Signalized Driveway in the weekday evening (corridor peak). Langan Response:50'% queue decreases from 120-feet to 118-feet. Based on the March 2020 TIAS prepared for the development, the queues for the build conditions without improvements or the office connection were 104-feet for the 50'% and 134-feet for the 95'%. d. These are jump the most notable examples and also may be reflected in the 50' percentile queue as well. Langan Response: See 50'% queue lengths identified above. It should be noted that the 95'%queue length represents a situation that would be limited to 5% of the peak hour, which is likely less than 5 minutes. It should also be noted that these queue lengths are for the future year 2026 and with one hundred percentage occupancy of the office. With the elimination of the left turns into and out of the unsignalized intersection, those movements all need to move to the signalized intersections. Although the queue lengths increase due to this shift in volumes, the storage length is available to accommodate the queue lengths and the intersections operate at levels of service A and B. Langan Response: With the change to the right-in/right-out only unsignalized the queuing from the signalized intersections will not impact vehicular movements. The mainline queues will not directly block driveways of the properties on the eastern side of Osgood Street and will have limited impacts to all movements during the peak hours.
