The Dish iact has renewed the January 23,2020 rnerno dum you submitted regarding the trip
generation and odology and average daily tr fle(ADT)associated with an Amazon Nf�lment
Center proposed at the site of the fonner Lucent Technologies facility on Route 125 an North
Andover. The methodology outlined in the memorandum supplements,refines and expands on
the data and information previously provided during the extensive review pis undertaken
since July 2019, This review process has involved a sig�ficant amount of technical review
meefings involving the District and.various MassDDT Sections.
Based on the lack of a writable ITE Land Use Code,empirical daU has been used to form the
basis of the trip generation methodology. The empi"cal dada includes traffic data coll�on
marts involy ng four type facilities operated across the United Mates by Amumn,
including one facility in Fall River. The resultant trip generation rate is based.on the number of
employees. Based on the type of facility proposed and our mew of the operational overview
you provided,we Wieve this is the hest indicator of estimated trip generationL The tip rate is
liasW on a weighted average of the foutr sites,three of which use data collected during peak
operational tbnes, To enure a conservative a�proach,no adjustments have been made for the
data for those tbree sites.
Based on the infomation provided both in your submissions and during our meetings to discuss
the matter,the District concurs with the trip generation methodology and believes it provides a
sound base for esfimating the trips mociated with the proposed facility in North Andover.
Although 1,500 employees have been projected for the faaty,the anon uses 1,800
employs as a conservative approach and to alloy for potential cmployament inawases aver
time. Using the empmcal.ly derived trip rate and incorporating the projected truck trips yields an,
estinided ADT of 4,843 trips per day. Acmunting for the 2,975 exisfing daily trips associated
with the current uses that the new facility will replace results in a calculated 1,868 new vehicle
trips per day.
