HomeMy WebLinkAbout11/11/2019 - Woodard & Curran Peer Review - - 1450 Osgood Street MEMORANDUM TO: Jim Stanford, Director, Department of Public Works Ab6" q0k Town of North Andover, MA WOODARD FROM: Ken Carlson, Senior Project Manager &CURRAN Woodard & Curran DATE: November 11, 2019 RE: Peer Review of 1600 Osgood Street Re-Development Sewer System Permit Site Plans SCOPE OF SERVICES Woodard & Curran (WC) completed a peer review of the sewer system design presented on the Permit Site Plans - North Andover, Massachusetts Proposed Redevelopment for Hillwood Enterprises, L.P. and 1600 Osgood Street, LLC Distribution Facility, 1600 Osgood Street. FINDINGS Findings of our review are summarized below. 1. The existing office building on Osgood Street(Lot A) is to remain and the existing buildings to the rear of Lot A are to be demolished and replaced with the new distribution facility(Lot B). 2. There are two sewer pump stations for the proposed development; one for the existing office building on Lot A labeled Ozzy Properties Pump Station and one for the proposed distribution facility labeled New Tenant Pump Station. (Overall Utility Plan, Drawing CU 100 and Utility Plans I-V, Drawings CU 101- CU105) 3. Both the Ozzy Properties Pump Station and the New Tenant Pump Station discharge to a proposed valve vault at the rear of Lot B near the two existing force mains to GLSD, then from the vault to the existing force main to GLSD. Both force mains are shown as 2"diameter which appears small for this application. (Utility Plan V-Drawing CU105) 4. There are two existing parallel 8"force mains from the existing wastewater treatment building to GLSD. The drawings do not indicate which force main the new force mains tie into.(Utility Plan V-Drawing CU105) 5. The drawings do not include design details for the following: • Ozzy Properties Pump Station • New Tenant Pump Station • Valve vault • Tie-in to force main to GLSD The pump design conditions were not included and, as a result,the force main diameters could not be verified. 6. The location of the two existing 8"force mains from the existing wastewater treatment building is not shown accurately and is difficult to see.(Utility Plan V-Drawing CU105) 7. The Ozzy Properties Pump Station is located in the middle of the paved parking lot either under a parking space or in the travelled way, presumably with an access hatch. (Utility Plan III-Drawing CU 103) It is recommended that the station be located in a non-paved area not accessible by vehicles. The New Tenant Pump Station is not located in the roadway or parking lot. (Utility Plan II-Drawing CU 102). 8. Force mains should avoid 90 degree bends. 9. Should the Ozzy properties building wish to tie int the proposed Osgood Street gravity sewer, approximately 900 feet of 8"sewer would be required from the manhole before the Ozzy Properties Pump Station to Osgood Street via Subdivision Way, Lot D. The invert of manhole SMH-18 before the Ozzy Properties Pump Station is at elevation 33.71. 900 feet of 8"sewer at a slope of 0.004 ft/ft would result in an invert elevation of approximately 30.0 at a manhole in Osgood Street at the point of tie-in to WOODARD the proposed municipal sewer. (Utility Plan III-Drawing CU 103) The road surface in Osgood Street &CURRAN where the manhole would be located is at an approximate elevation of 46.5.This would require an excavation of approximately 16.5 feet,which would be an acceptable depth for sewer construction at this location to accommodate Ozzy properties by gravity. If this is desirable, the gravity sewer should be installed at the time the proposed Distribution Facility is constructed and plugged at the manhole before the pump station. 11. For the New Tenant Building to tie into Osgood Street approximately 1,300 feet of 8"sewer would be required.The invert at manhole SMH-13 outside the New Tenant Pump Station is 24.2. 1,300 feet of 8" sewer at a slope of 0.004 ft/ft would result in an invert elevation of approximately 19.0 at a manhole in Osgood Street at the point of tie-in to the proposed municipal sewer. (Utility Plans III & IV-Drawings CU103& 104)The road surface in Osgood Street where the manhole would be located is at an approximate elevation of 46.5.This would require an excavation of approximately 27.5 feet,which would not be an acceptable depth for sewer construction at this location. Therefore the New Tenant building would need to tie into the proposed Osgood Street sewer by pumping. 12. Should the New Tenant wish to tie into the proposed gravity sewer in Osgood Street in the future, it is recommended that a force main be constructed from the New Tenant Pump Station to Osgood Street when the Distribution Facility is constructed. (Utility Plans III &IV-Drawings CU 103& 104)Valving and discharge piping within the pump station or a valve vault could be configured to accomplish and the corresponding valve closed. 13. Assuming the Ozzy Properties Building sewer line to the existing pumping station must remain in service during demolition of the existing building(s)and construction of the proposed Distribution Facility, several apparent conflicts appear on the drawings as follows: • Utility Plan III-Drawing CU103—The existing 8"clay sewer is not shown from the existing SMH near D-1 MH-6 200 feet southwest to an existing SMH faintly shown, then another 60 feet where it connects to the existing 8"clay sewer. (This can be deduced from information on Drawing VL105).As a result,there appear to be several conflicts as follows: o The proposed 8"sewer from SMH-16 to SMH-17 is in the same location as the existing 8"clay sewer from 30'to 90' north of SMH-16 as well as the existing SMH. WOODARD 14. The details for sewer and force main bedding on Utility Details I, Drawing CU501 reference &CURRAN Wannacomet Water and Sewer.This appears to be incorrect.
