V�Ue� r�.e��o�,�� Operations Manager North Andover Division of Public Works 384 Osgood Street North Andover, MAO1845 Re: Developer Review— 1600 Osgood Street Property Redevelopment Dear Mr. Willett: As requested, Weston & Sampson Engineers, Inc. completed a preliminary review ofthe submittal to the North Andover Planning Department ^Bpeoie| Permit — Site Plan Review — App|iostion^ as prepared by HiUwood Enterprises, L.P. for redevelopment of the property at 1600 Osgood Street. Plans titled ^1800 Osgood Street" dated July 25. 2019. by Langan Engineering and Environmental Services, Inc. were specifically reviewed for conformance with North Andover Water Department policies and standards.A summary of our water infrastructure review findings is below. Water Infrastructure Review As discussed, since domestic and fire flow demands were not provided by the redevelopment applicant,our review did not entail running the hydraulic model to determine potential impacts ofthe redevelopment on the North Andover water distribution system. However, as noted in the app|iostion, it is anticipated that demands will be equal to or less than current demands. Thus, it is anticipated that the existing water main along Osgood Street will be suitable in size for the redevelopment. As such, our review focused primarily on the redevelopment's proposed water materials and locations. The following is a list of our findings- 1. The domestic and fire service line connections tothe existing water main along Osgood Street (see Plan Drawing Nos. CU 103 &CU 106) shall be performed by the developer and not by the utility company as noted on the plans. Atapping sleeve and gate valve assembly shall be installed for each connection. Test pits shall be completed to verify the size and material of the existing main prior to installation. Tapping sleeves and gate valve assemblies shall be manufactured by Clow Valve Co..Mue||er Co. or American Valve and Hydrant. In addition, scheduling the connections shall be coordinated with the North Andover Water Department (NAWD) soa representative from the NAVVD can beonsiteto oversee the connections and perform a water shutdown as needed. 2. A new buried water meter vault shall be installed at the property line for the proposed domestic and fire line connections to Osgood Street(Plan Drawing No. CU1 03)to pass through.This vault shall include a compound water meter installed on the domestic service line and a FM approved fire service water meter for the fire service line. A second new buried water meter vault shall also be installed at the property line for the existing domestic water main connection at Osgood Street (Plan Drawing No. CU 106).All meters shall be sized based on anticipated usage and reviewed bv the NAVVO once domestic and fire water main sizes are finalized and anticipated site demands are provided.Water meters and associated encoder receiver transmitters (ERT)shall be suitable for vault installation and be compatible with theTown'o existing |tron. Inc. mobile radio automatic meter reading (AMR) system. Equipment and materials for the meter vault and appurtenances shall be submitted to the NAVVO for review and approval prior toconstruction. 3. Ductile iron cement lined Class 52 water pipe shall be used for all new water mains 3-inches in diameter or larger.All new ductile iron water mains and appurtenances shall be encased in polyethylene(PE)_enoeoement in accordance with AVVVVA C105. PE encasement shall be installed in accordance with the manufacturer's recommendations for wrapping ductile iron pipe, fittings and valves. Fittings shall conform with AVVVVA C110 orC153as appropriate, gaskets shall conform toAVVVVAC111. and 'ointrestraints shall beMegalug style by EBA\ Iron Sales or approved equal. All new water mains shall be pressure tested in accordance with AWWA C600. Chlorination disinfection and flushing shall be in accordance with AWWA C651. All flushed water shall be thoroughly neutralized as it discharges from a sample tap or hydrant. Bacteriological sampling and testing shall be conducted by a certified laboratory for total and fecal coliform analyses of potable water. Results of the pressure bacteria tests shall be provided to the NAWD. 5. All water service lines 2-inches in diameter and smaller shall be continuous Type K annealed seamless copper tubing suitable for potable water in accordance with ASTM B88 unless otherwise approved. No service lines shall be smaller than 1-inch. Copper tubing shall be connected to water mains using taper thread connection corporation stops with compression outlet connections. Corporation stops shall be certified as lead free and manufactured by Ford Meter Box, Red Hed Manufacturing, Mueller Co., or Hayes of Zurn Industries. Double strap service clamps shall be used for all 2-inch service lines.A curb stop shutoff and associated box shall be provided for each service line. Curb stops shall be certified as lead free and manufactured by Ford Meter Box, Red Hed Manufacturing, Mueller Co., or Hayes of Zurn Industries. Curb boxes shall be Erie type extension curb boxes with arch-base and lid with pentagonal plug. The minimum inside diameter of the upper section shall be 11/2-inch for 1-inch service lines and 2-inch minimum diameter for 1 1/2-inch and 2-inch service lines. All boxes shall be made in North America and supplied with 30-inch stationary extension rods with pinned connections to the curb stops. 6. All water mains and services shall have a minimum of 5-0" of cover. Insulation shall be used for any mains and services receiving less than 5-0" of cover. Insulation shall be 2-inches thick, "Foamglass" style with jacketing as manufactured by Pittsburgh Corning Corp in accordance with AWWA C552. 7. All water mains and services shall maintain a minimum vertical separation of 18-inches from other utilities with strict adherence to this separation for sewer and drains lines in accordance with MassDEP's Guidelines and Policies for Public Water Systems. If adequate separation is not maintained, pipelines shall be sleeved or encased in flowable and excavatable concrete. In addition, no water mains or services shall be installed within the same trench as other utilities. A minimum of 10-feet of horizontal separation from sewer or drain lines shall be maintained. 8. Water flow isolation valves shall open left (counterclockwise) and be resilient seat gate valves in accordance with AWWA C509 or C515 as manufactured by Clow Valve Co., Muller Co., American Valve and Hydrant, or Waterous Co. Valve boxes shall be cast iron, adjustable sliding heavy pattern type with flange on the top of the section, minimum of 7-inches in diameter, made in North America, be stamped "WATER" on the top cover, be dirt-tight, and fully enclose the valve operating nut and stuffing box. Flow isolation valves shall be installed on all water mains a minimum of every 1,000 linear feet to help with flushing and/or to isolate areas should a water main break occur in the future. Each tee (excluding hydrant laterals) shall receive three gate valves, one for each run end and the branch. 9. For water quality purposes, the developer may want to consider adding flushing hydrants along the domestic water mains for water quality purposes if individual building demand is low as the domestic water main is currently sized as a 12-inch diameter pipe. 10. Hydrants shall open left (counterclockwise) and be Eddy F-2640 with drain as manufactured by Clow Valve Company. Hydrant paint shall be orange (barrel), reflective white (bonnet and pumper nozzle cap), and black (side nozzle caps and operating nut). All fire hydrants shall receive an isolation valve along the hydrant lateral and a minimum of two protective bollards. 11. The North Andover Fire Department shall review the proposed fire lines and hydrant locations/spacing for conformance with their standards and policies. 12. It is our understanding that a new sewer pump station is to be installed for the redevelopment. The developer may want to consider installing a yard hydrant be installed off the fire or domestic water mains extension adjacent to the new pump station for maintenance and repair purposes. 13. Pressure reducing valves (PRVs) may be required for individual buildings per Massachusetts plumbing code. Should the developer require a flow test and/or pressure test, the developer shall coordinate and schedule this work with the NAWD. 14. The developer shall provide additional information on the purpose and materials of construction for the proposed "Water Tower" located on Plan Drawing No. CU105. 15.
