applications to be submitted by the proponent. This Section 61 Finding is based upon
information disclosed and discussed in the MEPA review process.
III. Overall Pro,Ject Traffic Impacts
Full-build occupancy of the project is expected to generate 4,022 vehicle-trips to and
from the site during an average weekday,including 272 vehicle-trips during the weekday AM
peak hour and 365 vehicle-trips during the weekday PM peak hour. Full-build occupancy of the
mixed-use project is expected to generate 394 vehicle-trips to and from the site during the
average Saturday peak hour. Mas sD O T has assessed the impacts of this anticipated traffic load
on the surrounding regional roadway network based upon information set forth in the Updated
Transportation Irnpact Assessment.
In the absence of mitigating highway improvements,Project-related traffic would be
expected to have generally detrimental operational and safety impacts in a number of primary
areas. These include:
• the Route 125 (Osgood Street)lBarker Street/South Site Drive intersection;
* the Route 125/North Site Drive intersection
* the Route 1 5fRoute 13 3 (Great Pond Road)i intersection;
* the Route 125/133/Sutton Street intersection;and
• the route 125/Holt Stmet intersection. -
The specific traffic impacts at each of these locations and the mitigation measures
required to address them are detailed in fart IV and Part V of this Section 61 Finding.
IV. See fie Project Impacts and Miti ation Measures
MassDOT has analyzed the operational and safety impacts in the affected state highway
area due to the proposed project and has determined that the mitigation measures outlined below
are required to the traffic impacts of this project. Based on discussions with
MassDDT,the project proponent has committed to undertake the followingmitigation measures
in cooperation with the identified parties.
Route 125I3arker Street/South Site Drive Intersection
For the 2023 To-Build scenario,weekday AM/PWSaturday peak hour LDS for all
movements at this unsignalized intersection will be at Levels D/FfF(Average Delay=
34.6l>501>50 seconds).The 2023 Build with traffic mitigation scenario indicates the Levels of
Service(LDS)for this new signalized intersection will be at Levels B/BfB (Average Delay=
15.4/1'7.1I1'7.4 seconds)during the weekday AM/PM/Saturday peak hours.

intersection. These improvements roust be in place prior to any site occupancy.
There are no additional feasible means to avoid or minimize the project's traffic impacts
at this location that the Proponent could be required to implement.

Route 125/Northerly Site Drive Intersection
The 2023 Build scenario indicates that LOS for right-turn movement at this intersection
will be at Levels BIB/B (Average Belay= 12.7/11.2/11.3 seconds)during weekday
AM/PM/Saturday peak hours.

Route 125/Route 133 (Great Pond Roads Intersection
For the 2023 No-Build scenario,weekday AM/PM/Saturday peak hour LOS for this
signalized intersection will be at Levels BOB (Average Delay-- 12.4134.0I15.2 seconds).The
2023 Build without traffic mitigation scenario indicates that LDS for this intersection will be at
Levels B/DIB(Average Delay--=- 17.5153.7/19.o seconds)during weekday AM/PM/Saturday peak
hours.with mitigation in place,the 2023 Build scenario indicates that LDS for this intersection
will be at Levels BIC/B (Average Delay 13.1122/19.0 seconds)during the weekday
AM/PM/Saturday peak hours.
Since the issuance of the Section 61 Finding for the original project,this signalized
intersection has been upgraded with new signal equipment and a controller by MassDDT.
However,prior to any site occupancy,the Proponent,will modify the signal timing and phasing
of this intersection in accordance with conceptual and 100 percent plans to be submitted and
approved by MassDDT.
There are no additional feasible weans to avoid or minimize the projecVs traffic impacts
at this location that the proponent could be required to implement.
Route 125l133/Sutton Street Intersection
Since the issuance of the Section 61 Finding for the original project,this signalized
intersection has been upgraded with new signal equipment and a controller by MassDDT.

Route 125/Holt Road Intersection
For the 2023 No-Build scenario,weekday AiP1S AM/PM/Saturday ay p eal hour LDS for the
northbound Route 125 left-turn movement at this unsignalized intersection will be at Levels
FIF/F(Average Y Delay=->5 0.01>50.01>50.0 seconds). The 2023 Build without traffic mitigation
scenario indicates that LDS for this movement will be at Levels F/FIF (Average Delay
>50.V>50I50.0 seconds)during the weekday AM/PIVVSaturday peak hours.

The Proponent will conduct an analysis of traffic operations at this intersection,including
a twelve-hour manual turning movement count and tt%aff`ic signal warrants analysis,within one
year of a Certificate of Occupancy for the project site,or as directed by MassDOT and the Town
of North Andover,

V. Other Mitigation Measures
Town of North,Andover MassWorks grant
The Town of North Andover have received a grant from the MassWorks Infrastructure
Grant Program in support of the off-site improvements along the Route 125 corridor in the
vicinity of the project site.These improvements will alleviate existing operational and safety
deficiencies, improve pedestrian and bicycle accessibility,and mitigate the traffic impacts of the
project at the Route 125/Barker StreetlSite give intersection. These improvements will be
unplernented in accordance with the revised Concept Plan for the proposed Route 125 corridor
unprovements,prepared by VAI,dated July 28,2017. The infrastructure improvements will
include the reconstruction of the Route 125 and Barker Street intersection to include the
proposed South Site Drive as the west leg approach,the installation of a new traffic signal
control.at this intersection,the construction of the North Site Drive,and the provision of 5-foot
shoulders and sidewalks on both sides of Route 125 to accommodate pedestrians and bicyclists.
Bicycle&Pedestrian Accommodations
The proposed site layout will include additional sidewalks and/or designated pathways to
connect to the existing sidewalk system along Osgood Street.The Proponent will design and
install sidewalks on the project site consistent with the conceptual plan for the MassWorks grant
awarded to the Town of Forth Andover. The sidewalk segments for the MassWorks project will
include approximately 950 feet on the east side of Osgood Street extending to the south to
provide pedestrian access to the Butcher Boy Plaza,approximately 600 feet on the west side of
Osgood Street extending to the south to provide pedestrian access to Commerce way,and
approximately 350 feet on the wrest side of Osgood Street extending to the north to provide
pedestrian access to the Forgetta Flowers/Ml)M Insurance properties. A crosswalk connection, .
along with pedestrian detection signage and/or systems for motorists at the cross*alk, will be
provided.
Trill Generation Reduction Measures
The proponent will conduct Transportation Demand Management(TDM)measures
aimed at reducing site trip generation. These TDM measures shall include,but are not limited to:
the designation of an on-site transportation coordinator,promoting the use of flex-time work
scheduling by employees at the site,and the provision of at least fire percent of the project
parking supply as preferred parking spaces for employees participating in carpools and vanpools.
The proponent should also work With the Merrimack Valley Regional Transit Authority
(MVRTA)to begin the sale of transit passes at the site in order to encourage the use of transit as
an alternative means of travel.

The proponent should work with MassRIDES,in order to develop and market the TDM
program. Effective marketing by the proponent should include regular dissemination of
appropriate commuter information and other techniques such as running yearly events to
promote transit and shared ride-commuting modes. The proponent has agreed to participate in
the TMA in order to further the aims of the required TDM program.
Traffic Monitorin Piro ram
The proponent will monitor the traffic entering and exiting all of the site drives once per
year following initial occupancy of the site. Monitoring of traffic entering and exiting the site
will continue for five years following full occupancy;of the site. The monitoring program will
include 24-hour Automatic Traffic Recorder(ATR) counts over a seven-day,week-long period,
and weekday AM/PM/Saturday peak hour turning movement counts. The proponent will submit
the results of these monitoring studies to the MassDOT Public/Private Development Unit,
MassDOT District:4 Office,and the Town of North Andover.
