In consultation with the Commission's peer review consultant team GEI, the following
provides responses and recommendations to various items raised in that last several
days for 1210 Osgood Street:
• Don with NRP contacted me today requesting my/the Commission's blessing to
decommission the well point system as the interceptor trench is apparently
complete and functional. It is GEI's and my opinion that decommissioning the
wells is not in compliance with the Monitoring Plan and cannot occur at this
point in time. Per Sanborn Head's August 7,, 2019 Revised Monitoring Plan,,
(second paragraph under Modification to Dewatering System): "" The interceptor
trench will supplement the existing well point network as a,proactive measure
and provide a more expansive groundwater collection system that will be
capable of handling changes in the existing flow patterns which may occur as
the project development proceeds As such, the interceptor trench serves to
address GEIs request for a "contingency measure"that can be implemented in
the unlikely event that the well point system fails, or if other discharge points
are identified. "
We recommend a review of the Sanborn Head's August 7th letter to refresh
everyone's memory as to what has been agreed upon for the course of action
moving forward.
• In conversation with the Building Inspector, he mentioned that the project
proponent is getting ready to (or in the midst of installing) landscape irrigation
system which is to be fed by irrigation wells on site (wells to be drilled). The

concept of drawing groundwater that is potentially impacted with calcite and
high pH for surface uses seems counterintuitive at the very least. In consultation
with GEI, this proposal cannot be implemented until more information is
provided that demonstrates groundwater can safely be used for irrigation
purposes and will not cause any harm to human health or the environment.
• GEI has reviewed the pH monitoring summary tables and plotted these data
points vs. time and precipitation events. This exercise indicated a spike and
subsequent rebound in pH levels in July and August 2019,, respectively. Based
on the recent data provided, we understand that pH levels are trending
downward again. We also agree that the well point system has been continuing
to capture impacted groundwater. The spike was attributed to a singular heavy
rain event; however, additional spikes were not observed despite the occurrence
of similar rain events. Based on Vern*s response, this spike and other future pH
variations are to be expected based on rain events or other site activities. GEI is
recommending, and the Commission will surely agree, that moving forward the
project proponents need to begin tracking site activities on a daily basis so as to
provide a reference for understanding how activities impact groundwater
conditions.
• The "Interim Pavement Maintenance Plan" dated September 4,, 2019 prepared by
Hancock Associates only addresses short term/immediate maintenance of paved
surfaces during construction/as the site is base-coat paved. Pursuant to GEI's
June 11, 2019 letter, it was recommended that "An inspection., monitoring and
repair program to maintain pavement integrity" be prepared. This pavement
maintenance plan/program is meant to address long-term maintenance of paved
areas (e.g. means/methods for repair so the pavement is kept intact) to address
the potential for surface infiltration through pavement cracks/failures and
subsequent saturation of the crushed concrete fill. While the Interim Plan is useful
in the short term, the Commission will expect a revised plan for long term O&M to
maintain the integrity of the final paved surfaces.
Thank you for your time and attention to the above. The Conservation Commission has
scheduled discussion on this project for its October 9, 2019 meeting. NAmy
