MEETING MINUTES

2. Acceptance of Minutes from March 10, 2026 Meeting
Gavel was passed to L. Craig-Comin to approve the minutes from the March 10, 2026 meeting.
Alexandra A. Jacobs makes a motion to accept the minutes from the March 10, 2026 Zoning
Board of Appeals meeting, Matthew J. Ginsburg seconded the motion; Unanimous vote to accept
the minutes from the March 10, 2026 meeting.
3. New Public Hearing of 38 Chestnut Court (Chuck Juliand)
Frank Killilea reads the public notice into the record.
38 Chestnut Court Request: A variance to build a 12-foot-tall shed close to the property line.
Reasoning: The applicant is building an Accessory Dwelling Unit (ADU) for his in-laws, and the
shed is needed nearby for tool storage and snowblower access near the driveway. Moving it
elsewhere would block backyard access.
Discussion: The board noted the property is uniquely "wedge-shaped," making it an ideal
candidate for a variance. The neighboring property at 45 Chestnut Court was notified and had no
objections, and the shed will be hidden by a 30-foot line of arborvitae trees.
Notices and agendas are to be posted 48 hours in advance of a meeting excluding Saturdays, Sundays, and legal holidays. Please keep in mind the
Town Clerk's hours of operation and make necessary arrangements to be sure that posting is made in an adequate amount of time. A listing of topics
the Chair reasonably anticipates will be discussed at a meeting are to be listed on the Agenda. Note: Matters may be called out of order and not as
they appear in the Agenda.

Frank Killilea made a motion to approve the variance. The following was incorporated into the
Decision:
(1) Proposed Plot Plan prepared by LeBlanc Survey Associates, Inc., dated December 8, 2025.
Decision: Unanimously approved.
4. New Public Hearing of 1148 Crossbow Lane (Andrew and Lauren Cournoyer)
Frank Killilea reads the public notice into the record.:
Request: A 6-foot variance to replace a rotting deck and add a third-bay garage with a deck above
it.
Discussion: There was brief confusion over whether the variance request was for 9.5 feet or 6 feet.
The board clarified that the retired building inspector, Paul, determined it was a 6-foot variance
because the exterior stairs do not count toward the setback limits. The property is heavily wooded,
surrounded by fences, and is shaped like a "pizza wedge." Neighbors were notified and raised no
objections.
Frank Killilea made a motion to approve the variance. Motion was seconded by Alexandria A.
Jacobs. The following was incorporated into the Decision:
(1) Plan of Land by Williams & Sparages dated February 2, 2026.
Decision: Unanimously approved.
6. Administrative Matters
Letters Received: Two informational letters from Community Housing Incorporated (dated
February 25, 2026) regarding Orchard Village and Merrimac Condominiums were entered into the
public record. No board action was required.
7. Adjournment: 8:15 P.M.
Motion made by Alexandria A. Jacobs to adjourn the meeting. Seconded by L. Craig-Comin. The
vote to adjourn is unanimous. Meeting adjourned at 8:15 p.m.
