Pursuant to section 4.4.2 of the North Andover Wetlands Protection teetion Regulations, Kevin Spicer with
Uptown Landscaping on behalf of the homeowner,Ahmed Elbethanony, riled for a Small Project Perill.t.
application under Category "L'', for work proposed at 36,E Boston Street,No d3 Andover. The work
evolves: Laying 100 yards of screened clean loam over the entire established lawn area,installation of
sprinkler system,raking out and leveling out of seed and hydroseed, and replacement of shrubs in front of
the house. Loam will be spread with a Bobcat and raked by hand; the sprinkler syster will be dug using a
Ditch Witch; hydroseeding shall be done using a hose and shrubs shall be replaced by hand®
All work shall stay within the fenced in yard. The closest point of work will be 42' from.Bordering
Vegetated Wetland,with the majority� of work taking place outside of the 'No Build Zane.

During the May 1.3, 2026 public meeting, the forth Andover Conservation Commission (NACC) found.
this project to qualify as a Small Project Permit and voted unanimously to approve this project as
proposed under Ca o 'L"Other similar projects of minimal impact, as deteri "red by the North
Andover Conservation Commission ,subject to compliance with the conditions listed.below. The
project is approved only as it relates to the Conservation Cominission and any and all other approvals
should be obtained by the applicant.

The following conditions are hereby mandated:
1.. Prior to start of work, erosion controls in the forte. of 8" straw-wattle to be installed and staled
according to the instructions of Conservation staff

2. A pre-work site inspection shall be scheduled wit1i the Consemation Department and the
contractor to review erosion control installation and project scope.
3. A post-work site inspection shall be scheduled with the Consel-yation Department to verify
compliance and approve tetnoval of erosion control.
