HomeMy WebLinkAbout469 Stevens Street - NACC #366 Small Project Approval - Permits #NACC #366 - 469 STEVENS STREET 5/27/2026 CONSERVATION DEPARTMENT Community & Economic Development Division Antonio Delauri 119 Western Avenue Gloucester, MA 01930 June 1, 2026 469 Stevens Street, North Andover Fill In-Ground Pool & Remove Concrete Apron Conservation Conditions of Approval,NACC #366 Pursuant to section 4.4.2 of the North Andover Wetlands Protection Regulations, the applicant/owner Antonio Delauri, filed for a Small Project Permit application under Category"L", for work proposed at 469 Stevens Street, North Andover. The work involves: The applicant is seeking approval under Category "L" for the demolition and filling of an in-ground pool. The surrounding concrete apron will be saw cut and torn out by a mini-excavator and placed into a dump truck. The concrete apron is 60' from the BVW at the closest point as measured by Conservation staff on site. Clean gravel will be used to fill the pool hole footprint and topped with 12" of loam and seeded. Some plantings within the pool footprint may be undertaken after the demo and loaniinR are completed During the May 27, 2026 the North Andover Conservation Comn-lission (NACC) found this project to qualify as a Small Project Permit and voted unanimously to approve this project as proposed under Categ ory `L"for"other projects of similar scope" outside the 50'NBZ, subject to compliance with the conditions listed below. The project is approved only as it relates to the Consenration Commission and any and all other approvals should be obtained by the applicant/homeowner. All work shall conform to the following: RECORD DOCUMENTS: Small Project Filing Including: • Application Checklist with supporting narrative and attachments, stamped received May 22, 2026; • Aerial GIS map annotated to show project elements. The following conditions are hereby mandated: CONDITIONS: 1. Erosion controls shall be installed prior to work at Conservation staff direction (8" straw wattle as shown on the attached approved plan). 2. A pre-construction meeting with contractor and Conservation staff shall be scheduled to review erosion controls and review project scope. 3. A post-construction meeting with Conservation staff shall be scheduled to verify compliance and approve removal of erosion controls upon stabilized ground conditions. 4. This permit is valid for one (1) year from the date of issuance. The applicant, homeowner and their contractors are advised that NO other work on the property is allowed under this permit. The NACC has jurisdiction over all of the wetlands and associated 1 00-Foot buffer zones and 200 Riverfront Area to the Shawsheen River on site and any work 469 Stevens Street—Small Project Permit Approval Category L Page 1 of 2 that involves ground disturbance or changing the current conditions in these areas will require permitting with the NACC. This includes,but are not limited to, house additions,pools, patios, decks, sheds, fences, garden beds,landscaping and bridge installation, tree or vegetation cutting/pruning.
