Traffic Peer Review Comments
Dear Monica,
As requested, the DPW has reviewed the comments identified by TEC, the,Town of North
Andover's traffic peer review consultant, in their comment letter dated April 1, 2020, regarding the
Traffic Study prepared by Langan, for the Amazon Fulfillment Center, to be located at 600
Osgood Street,
The DPW offers the following comments:
1. Commi nt 23 refers to having the Applicant luo at further mit g ti n measures regardl�n
additional 'Intersections under both the Town of North Andover and Mass DOT jurisdiction.
Specifically these intersections include the following:

• Main Street/Waverly Road
• Sutton Street/Chadwick Street High Street
Mass DOT Jurisdiction Frith, Town side-street approaches):
• route 133 Osgood Street/Colgate Drive
• Route 125/ Bradford Street
Route 125 I Farrwood Drive ['Haverhill]
Route 125 l Boston Road Cross Road [Haverhill],
Concerning the two intersections under the Torn of North Andover's jurisdiction, the
intersection of Main Street/Waverly Road is currently part of a Downtown Improvement

Project and the improvements at this location will be evaluated and designed as part of this,
Town project. The Sutton Street/ Chadwick Street/ High Street intersection was included
as part of the review and approved conditions for the recent Avalon Bay residential
ge
nt. These conditions require that low cost-short term improverrients,such as
1 00 9 & a
updating signiage ana striping, shall be coordinated' and Implemented by the Avalon Bay
applicant during construction. Therefore, no further mitigation improvements are
necessary at either of these two intersections under the Town of North Andover
jurisdiction.
The remaining: Intersections identified in Comment#23 of the traffic review letter are under
the MassDOT junsdictior. To date the Town has not seen any information related to the
MassDOT application for this,project. The Applicant shall continue to coordinate with the
Town throughout the MassDOT permitting process and keep the Town apprised of any
potential mitigation measures within the project area and/or at these intersections.
