17.The TIAS notes that the Intersection of Osgood Street 1 Groat Pond Road) / Casa Blanca
o�per t+es at degraded levels-of-service during the weekday morning peek hours. The
Applicant ,should coordinate with, Mass DOT, who holds jurisdiction, as part of the Access
Permit process to discuss othger,improvements that may be necessary at this intersection.
18,The TIAS notes that the,site uneignelized driveways operate at a significant LOS during the
peek hours. This delay and extended queues are contained within the site. The Applicant
should seek addition modifications to the site's, southerly uneig�nelized driveway whlich does
not provide storage for more than four vehicles prior to blocking the first cross drive aisle;
including a now drive aisle as,part of the site's modifications.
19.The TIAS notes that the Holt Street,approach to Osgood Street will experience an extensive
addition of vehicle delay and shift the approach to over capacity during the morning,generator
peak hour of the day which will directly impact other businesses along the Holt Street coirridor.
The Applicant should evaluate addition opportunitles to address the Impact to other,
blu�eineeees al,lon bolt Road as a result of the extensive side-street Impact.
20.TECconcurs that sight lines at the uwnsignalized driveway along the westerly side of Osgood
,street meet minimum requirements as defined by AASHTO.
21.The Applicant has indicated that a load Safety Audit for the intersection of Industrial Avenue
Shelley load and dill Ave in Haverhill is to be conducted In coordination with Massy T
based on its designation as a Highway Safety Improvement Program eligible intersection and
a Top Zoo crash location In the Commonwealth. Additional crash related materials, ,such as
crash rate worksheets,should' be provided in the TIAS for review and to MaseD, T as, part of
the Access Permit process.
