Below please find each comment followed by our response in build. 'Traffic Impact and Access Study Peer Review Commqnts: 1. Osgood Street in the vicinity of the project is under the jurisdiction of the Massachusetts Department of Transportation (Mass DOT)!. The Applicant should further coordinate with MassDOT on the issuance of a Permit to Access State Highway, a Comment Response: Noted Coordination with MassD i OT s ongoing. 2. The traffic study area includes ten (10) intersections in the vicinity of the site; including four(4)existing site driveways. Based upon the size and scope of the development, TEC finds that the study area as provided in the TIA is s,uff icient to capture the effects of the project on surrounding roadways biased on Traffic Impact Assessment (TIA) guidelines set forth MassD,OT. This includes an evaluation of intersection in which the site- generated trips increase the peak hour traffic volume by more than 5 percent and/or by more than 100 vehicles per hour per MassDOT's TIA Guidelines (Section 3.I.Q. TEC recognizes that the 'generator' peak hour traffic(not peak hour of roadway) will generate in, excess of 100 vehicles per hour at additional Town intersections not included in the study area, namely along Sutton Street. Figures 7 and 11 as provided in the TIAS depict a 202,6 Build scenario where traffic post-construction is generally equival,lent during the 'generator' peak hour and the 'roadway' peak hour along Sutton Street. The Applicant should evaluate the potential trip generation impact further to the west along Sutton Street at its intersection with High Street/Chadwick Street and with Main Street.Where an impact of greater of 100 trips persists, the Applicant should provide additional operational analysis and site related mitigation as warranted. Although Comment#2 above 'Indicates TEC's concurrence with the study area as defined in the TIAS, TEC notes that the Applicant should coordinate with M'assDOT on the potential project impacts at the intersection of Osgood Street/ Barker Street which i's currently under reconstruction as part of off-site mitigation for a separate project.As this intersection's new traffic signal is to be part of a larger coordination stream, it is important that the projected traffic volumes from the 1600 Osgood Street site are utilized in additional mitigation in coordination with MassDOT. Comment Response: Noted We will be submitting our TIAS to Mass DOT as part of the highway access permit review and will coordinate with MassDOT accordingly. 4. The Applicant has provided traffic data collection along Osgood Street and at the study area intersections during the weekday morning and weekday evening peak periods. TMCs were conducted on Thursday, September 6, 2018. This date represents a period while North Andover High School schools were 'in, session; but during the week of Labor Day. Typically, counts during holiday weeks are potentially skewed; however, the days following Labor Day are generally seen as conservative as schooll'is and colleges are back in regular session, and the workforce is generailly back from typical vacations. It is expected that any fluctuations in traffic volumes would be negligible. Comment Responsef, No response required 5. No adjustment to the counts were made to reflect seasonal fluctuation.as September represents a month greater than the average-month conditions. Note that the data provided in Appenft B utilizes seasonal adjustment data that does not reflect complete annual data. Therefore, the factors as noted may be different than as reported. Upon further inspection, TEC anticipates that September would still project as a month that is greater than average, month conditions, would full year data be provided,TEC confirmed the usage of MassDOT's seasonal adjustment data as published. 01 Comment Response,.- No response required 6. TEC does not object to the 1.0% annual: growth rate applied to existing traffic volumes, however, the TIA did not provide support materials related to the ambient growth rate of 1.0% per, year, At a minimum, the Applicant should provide a listing of documents reviewed to confirm the utilization of this ambient growth factor. Comment Response: See attached AADT by Year Comparison for 2014-2018 at Count Station 5004 on 1-495 just south of the Industrial Avenue interchange. Based on the MassDO T count station data,the AADT has dropped between 20 16 and 2018', 4W indicating a negative growth rate. To be conservative and consistent with the traffic reports prepared for the 1210 Osgood Street, 4 High Street and 505 Sutton Street N MEMO Langan Project No. 140182701 October 3, 2019-- Page 3 of 7 developments,a 7=0%annual growth rate was utilized. 7, The TIA provides information related to other developments in the area; including #1210 Osgood Street.The study does not incorporate additional traffic volumes to be generated by the #4 High Street or the #505 Sutton Street developments. The Applicant shall coordinate with the North Andover Planning Department to determine if these developments should be included in traffic volume projections based on which development applications were 'first--in' to the Town. Comment Response: We have reviewed the traffic reports prepared for both the 4 High Street and 505 Sutton Street developments. The combined anticipated site generated traffic from Both developments that will utilize the Osgood Street corridor is approximately 20 to 25 total vehicles during the peak-hours, which accounts for about 1 to 2% of the background traffic along Osgood Street. since the background traffic associated with these developments is negligible along the Osgood street corridor, we don't believe any revised operational analysis is warranted for the intersections analyzed as part of our Traffic Impact and Access Study dated August 2075. The traffic associated with these development is accounted for in the 1%background growth applied to the existing traffic. As requested under Comment No. 2 above, Langan will submit operational analyses for additional intersections where the site-generated traffic is anticipated to be more than ton vehicles during the peak-hour periods.As part of this additional analysis,we will include the traffic volumes associated with these two background developments, 8. TEC does not object to the conservative application of reoccupancy trip generation for the vacant office space within the existing site as part of the No-guild scenario. The Applicant has confirmed the methodology with MassDOT, Comment Response: No response required 9. Site trip generation calculations for the proposed uses were generated based on empirical data provided directly by Amazon and tapes into account both employee and truck traffic, TEC concurs with this methodology. Although the Institute of Transportation Engineers SITE) Trip Generation, loth Edition does provide similar data under Land Use Code (LUC) 155 -- High- Cube Fulfillment Center warehouse, the data as presented under this LUC is a small sample size and does not reach the square footage level to compare to the subject project. The Applicant should provide supporting materials to confirm the employee and truck information as issued by Amazon. Comment Response: Please find the attached supporting trip generation information submitted to 1VlassDOT which includes count data collected at the Fall River Amazon.facility in August 2019. 10. The TIA indicates that a 20% adjustment to site generated trips based on Amazon empirical data for carpooling and proximity to mass transit. Although TEC generally LANGAN MEMO Langan Project No. 140182701 October 3, 2010--Page 4 of 7 concurs that a reduction may be warranted, the level of reduction (20%) is elevated over comparable sites. MVRTA service is provided along Osgood Street; however,the service is provided along only one bus line (Bus Route 14) with 60-minute headways, which connects the site to Downtown Haverhill. The number of buses and the strict route to only a small segment of the workforce population does not project heavy public transit utilization. TEC asks that the Applicant provide additional data to support the 20% reduction based on specific Amazon fulfillment locations and their proximity to public transportation and the usage of carpooling and other such TDM measures. TEC notes that the Applicant does highlight the potential for additional MVRTA service through future coordination as a Project TDM measure. Comment response: please find the attached supporting trip generation information submitted to MassDOT Which includes count data collected at the Fall River Amazon facility in August 2019, 11. The Applicant has provided no back-up information or description of trip distribution for the site over the study area. At a minimum, the Applicant should provide a listing of documents reviewed to confirm the utilization of this trip distribution. In addition, as a workplace development with peak hour analysis, the Applicant should seek to evaluate the trip distribution based on the most recent US Census Journey-to-Work data that is publicly available. Comment Response: Trip distributions were based on 2017 Journey to Work data for North Andover. See attached Journey to Work data spreadsheet. 12. The comments as noted above may result in modifications to the results of the capacity and queue analysis and therefore TEC has not provided direct comment on the analysis as presented at this time. TEC reserves the right to provide additional comments and improvement recommendations upon completion of the peer review comment responses. Comment Response: Noted. 13. The Applicant has provided two separate capacity and queue analyses that project traffic operation impacts during the adjacent street peak hour and the site peak generation peak hour. Both analyses were provided as the elevated trips experienced by the site occur slightly before both the typical weekday morning and weekday evening peak hours, Comment Response: No response required 14. The TIAS indicates that traffic signal warrants are met for the existing signal in flash mode at the northern-most driveway. The Applicant should confirm this condition with MassDOT as MassDOT typically requires that warrant 1 is met for signals within State Highway Layout (SHLO). The TIAS appears to indicate that only peak hour warrant (Warrant 3). Comment response: The four-hour(Warrant 2) and peak-hour(Warrant 3) traffic LANGAN MEMO Langan Project No. 140182701 October 3, 2010—Page 6 of 7 signal warrants are met at the northern-most driveway (see attached signal warrant summary spreadsheet). Considering the volume of traffic expected at this driveway during the peak-hours and the continuous volume of truck traffic exiting this driveway throughout the day, we believe a fully actuated traffic signal is warranted at this location. Coordination with MassDO T is ongoing. 15. The capacity and queue analysis analyze the signalized intersections using the Synchro Percentile Delay methodology instead of the industry standard Highway Capacity Manual (HCM)2010 or 0t"Edition methodology.Although TEC does not necessarily disagree with the usage of Synchro methodology, the Applicant should provide justification for its use over HCM. This becomes increasing noticeable for traffic signals in the mitigation condition which would be in coordination. Comment Response: There are a number of signalized Intersections within the study area that operate under Non-NEMA or atypical phasing, which include the two site driveways,Industrial Avenue at Shelley Road/Ward Hill Aire and Industrial Avenue at South)Main Street. These intersections cannot be analyzed utilizing the HCM 6rh Edition or HCM 2010 Edition methodologies; therefore the Synchro Percentile Delay methodology was utilized. For consistency throughout the capacity analysis,the three other signalized intersections of Osgood Street at Great Fond Road, Osgood Street at Sutton Street and Industrial Avenue at Ward Hill Industrial bark were also analyzed utilizing the Percentile Delay methodology as well. 16. The 1600 Osgood Street North Driveway eastbound approach is analyzed under signalized conditions for the 2026 Build scenario. As the signalization of the intersection is called-out as mitigation for the project, this scenario should normally reflect an unsignalized condition. TEC notes that this change would have no effect on the mitigation for the location which operates at acceptable levels-of--service in the mitigated condition. No response required. Comment Response. No response required. 17. The TIAS notes that the intersection of Osgood Street 1 Great Pond Road 1 Casa Blanca operates at degraded levels-of-service during the weekday morning peak hours. The Applicant should coordinate with MassDOT,who holds jurisdiction, as part of the Access Permit process to discuss other improvements that may be necessary at this intersection. Comment Response: During the weekday morning roadway peak-hour the overall level-of-service for the intersection maintains an LOS F from the 2026 No-Build to the 2026 Build with improvements scenario and the anticipated overall average delay actually decreases from 160.2 seconds in the No-Build condition to 14Z2 seconds in the Build with Im pro vem en is condition with the signal timing optimization. While the northbound shared left-turnithrough lane approach degrades from LOS E to LOS F,the intersection as a whole functions with reduced delay with the signal timing optimization proposed. LANGAN .MEMO Langan Project No. 140182701 October 3.. 2019--Page 0 of 7 During the weekday morning generator peak-hour, the intersection operates at improved levels-of-service under the build with improvements condition with the signal timing optimization proposed. Langan will coordinate with MassDOT to determine if any additional signal timing optimization or safety improvements should be considered at this intersection. 18. The TIAS notes that the site unsignalized driveways operate at a significant LOS during the peak hours. This delay and extended queues are contained within the site. The Applicant should seek addition modifications to the site's southerly unsignalized driveway which does not provide storage for more than four vehicles prior to blocking the first cross drive aisle; including a new drive aisle as part of the site's modifications. Comment Response: For all periods analyzed the two unsignalized site driveways operate at the same or improved levels of service when comparing the 2026 No- Build to 2026 Build conditions. The site driveways also generally operate with either similar or reduced delays/vehkular queues when comparing no-guild to build conditions. we expect that traffic conditions during the morning and evening roadway peak-hour periods will actually improve based on the anticipated reduction in roadway peak-hour trip generation for the build condition. The two traffic signals at the northernmost and southernmost driveways should provide some gaps in the mainline traffic that will allow vehicles to exit out of these driveways. we will coordinate with the office user. Amazon and MassDOT to determine if any modifications or improvements can be implemented at these two driveways. 19. The TIAS notes that the Holt Street approach to Osgood Street will experience an extensive addition of vehicle delay and shift the approach to over capacity during the morning generator peak hour of the day which will directly impact other businesses along the Holt Street corridor. The Applicant should evaluate addition opportunities to address the impact to other businesses along Holt Road as a result of the extensive side-street impact. Comment Response: Based on our analysis,this approach operates at LOS F during the morning peak-hour periods evaluated for the existing and projected no-Build conditions as well. Considering the free-flowing channelized right-turn at this approach and the volume of vehicles exiting Molt Road during the peak-hour periods, a traffic signal would not be warranted at this location. The traffic signal at the 1600 Osgood Street south driveway should help to provide some gaps in the mainline traffic that will allow left-turning vehicles to exit from Holt Road. Langan will coordinate with MassDOT to determine if any improvements should be considered at this intersection. .20. TEC concurs that sight lines at the unsignalized driveway along the westerly side of Osgood Street meet minimum requirements as defined by AASHTO, Comment Response: No response required. The Applicant has indicated that a Road Safety Audit for the intersection of Industrial Avenue&Shelley Road/Ward Hill Ave in Haverhill is to be conducted in coordination with MassDOT based on its designation as a Highway Safety Improvement Program eligible intersection and a Top 200 crash location in the Commonwealth. Additional crash related materials, such as crash rate worksheets should be provided in the TIAS for review and to MassDOT as part of the Access Permit process. Comment Response: Crash rate worksheets for the intersections analyzed as part of our traffic study are attached. Crash rare worksheets for new locations identified under Comment No. 7 will be submitted along with the capacity analyses for these locations once the new count data is received. We will coordinate with MassDOT to determine if any safety related improvements should be considered at these locations. CD: Brittany Thornton l Amazon DATE: September 4, 2019 RE: Amazon Fulfillment Center Traffic Data As requested at the July 25, 2019, meeting at MassDOT District 4, Langan has prepared this summary of traffic date collected at the Fall River Amazon fulfillment center in order to supplement trip generation data provided previously in a memo dated June 25, 2019, in support of a proposed Amazon fulfillment center in North Andover, Massachusetts. FINDINGS We have found that the Fall River facility has a daily passenger car trip rate of 1.487 vehicle trips per employee indicating that just over 25% of employees utilize mass transit or carpool to and from work each day. This empirical data supports Amazon's multi-model credit predicted for the North Andover facility. Utilizing this trip rate ratio to develop trip generation volumes for the proposed North Andover site results in 3,670 trips. This volume Is less than what is projected and used in the traffic assessment for the North Andover site. The fulfillment center in Fall River is designated as a non-sortable facility in which larger sized items, such as furniture, are packaged and shipped to customers. The Fall River facility is approximately 1,010,000 square-feet, The proposed North Andover fulfillment center and the three other fulfillment center sites (Tracy, CA, Fort Worth,TX and Ruskin, FL) at which count data was previously collected, are designated as Amazon Robotics Sort (ARS) facilities, which is indicative of using robotic sorting technology during the process of sorting small individual items of a customer's order into a single box. Non-sortable fulfillment centers operate somewhat differently than ARS fulfillment centers in that they generally employ fewer associates and contain less gross floor area; however, their commuting characteristics are similar. For comparison, the Fall River non-sortable fulfillment center operated with approximately 1,300 employees during the traffic count dates and the proposed North Andover ARS fulfillment center is anticipated to operate with 2,142 employees. Amazon Fulfillment Center Traffic Data MEMO September 4,2019- Page 2 of 10 Langan arranged traffic counts at each fulfillment center included in this memo,to record entering and exiting traffic by vehicle type (i.e., cars and trucks) on a weekday at all driveways for each site. The traffic counts at the Fall River non-sortable fulfillment center were conducted on Tuesday August 6 and Wednesday August 7, 2010 (43-hours), which represents a period of normal operations for the facility.The average count data for both days is presented in this memo. The traffic counts at the three ARS facilities were conducted on Tuesday, December 13, 2016 for a 24-hour period. The December counts represent the operations of the facility at a seasonal peak period and is not indicative of the majority of the rest of the year. A summary of the count data collected at these three facilities was previously submitted to MassDOT for review and is attached to this memo for reference. We have used the collected traffic data from the Fall River facility to estimate traffic characteristics for the Amazon fulfillment center in North Andover and have found that the tenant specific trip projections for forth Andover are higher than what would be estimated utilizing the Fall River ratio. This makes sense as the Fall River non-sort fulfillment center requires more employees per square-foot to accomplish its operations. Fall River Non-Sortable Fulfillment Center The Fall River non-sortable fulfillment center is located at 1180 Innovation Way. This fulfillment center has a total building floor area of approximately 1,016,000 square-feet and generally operates with two shifts.The day shift hours generally occur between 7:00 AM and 6:00 PM and the night shift hours generally occur between 6:00 PM and 5:00 AM. There is also a smaller day shift from about 5:00 AM to 3:30 Pull and smaller night shift from about 1:00 PM to 11:00 PM. Based on information provided by Amazon the facility operates with an average headcount of 1,300 employees each day during the traffic counts. This facility is located on the Southeastern Regional Transit Authority (SRTA) Fall River Bus Route #2 which provides weekday service approximately every 30 minutes. The graphs below display the total vehicles entering, exiting and overall (entering plus exiting) for each 15-minute interval over the average 24-hour count period. Passenger Car Trip Hates Consistent with the Trip., Generation Manual methodology published by the Institute of Transportation Engineers (ITE), we calculated passenger car trip rates for the entire daily period, the morning and evening peak hours of generator and for the morning and evening pear hours of adjacent street traffic.The peak hours of generator were the hours of highest traffic generation of the facility. The peak-hours of adjacent street traffic correspond to the peak--hours of Osgood Street in North Andover, which are 7:30 AM to 8:30 AM and 4:30 PM to 5:30 PM, independent variable—Total Em to ees Tables 1, 2, and 3 below, summarize the pertinent data collected at the Fall River fulfillment center and the passenger car trip rates by total employees (i.e., total employees for both shifts over the 24-hour period), Note that roadway peak-hours shown in Table 3 correspond to the peak- hours of Osgood Street in North Andover. Based on information provided by Amazon the Fall River facility operated with an average headcount of 1,300 employees each day during the traffic counts. Considering the North Andover site is located on a public transit bus route(MVRTA Bus Route 1), similar to the'Fall River facility, we anticipate similar mass transit/carpool usage, Although we are estimating 20% total mass transit/carpooling usage for the North Andover facility, to be conservative, we have assumed a 0% credit for daily employee trip generation in the MEPA non-adjusted volume documentation already provided to MassDOT which equates to a total of 4,284 daily passenger car trips. ■ We anticipate the actual generator peak-hour trip generation for the North Andover facility will align with the adjusted peak-hour trip generation estimates provided previously to MassDOT, which is 1,148 total trips (535 enter1512 exit) during the morning generator peak-hour and 1,129 total trips (550 enter1559 exit) during the evening generator peak- hour and accounts for a 20% total credit for both mass transit and multi-occupancy vehicles. These generator peak-hour trip generation projections are significantly higher than the peak-hour numbers presented in Table 4, which project trip volumes based on the trip ratio seen in Fall River. • We also anticipate the roadway peak-hour trip generation for the North Andover facility will align with the adjusted peak-hour trip generation estimates provided by the tenant which is 186 total trips (77 enter1109 exit) during the morning roadway peak-hour and 211 total trips 0 24 enter/87 exit) during the evening roadway peak-hour,accounting for a 20% total credit for both mass transit and multi-occupancy vehicles.These roadway peak-hour trip generation projections are significantly higher than the peak-hour numbers presented in Table 4, which project trip volumes based on the trip ratio seen in Fall River. ■ The estimated employee trip generation for the North Andover Facility based on the collected data from Fall River (Table 4) is significantly lower than the North Andover fulfillment center unadjusted trip projections provided by the tenant(Table 5)for the total daily trip generation and for all the peak-hour trip generation periods evaluated. The tenant designates this specific fulfillment center type as an ARS, which is indicative of using robotic sorting technology during the process of sorting small individual items of a customer's order into a single box. Langan arranged traffic counts at each fulfillment center to record entering and exiting traffic by vehicle type(i.e., cars and trucks)for a 24-hour period on a weekday in December at all driveways for each site. The December counts represent the operations of the facility at a seasonal peak period and is not indicative of the majority of the rest of the year. From those traffic counts we identified the total entering and exiting traffic volume at each f ulfillment center for the entire 24- hour period, for.the morning and evening peak hours of generator and for the morning and evening peak hours of adjacent street traffic. The peak hours of generator were the hours of highest traffic generation between 12:00 AM to 12.*DO PM and between 12:00 PM to 12:00 AM. The peak hours of adjacent street traffic were the hours of highest traffic generation between 7:00 AM to 9:00 AM and 4:00 PM to 6:00 PM. The traffic data was collected in December 2016, during the peak-season operations of the three facilities. Since then Amazon has continued to evolve their fulfillment center design. The proposed fulfillment center in North Andover, Massachusetts will be their latest design, which will require less people to operate than those fulfillment centers where the traffic data was collected in 2016. We have used the collected traffic data to estimate traffic for the Amazon fulfillment center in North Andover and have found that the tenant specific trip projections table for North Andover reasonably represents the traffic we expect for this proposed fulfillment center. We anticipate the actual trip generation for the North Andover facility will align with the adjusted peak--hour trip generation estimates provided in our revised TSL which is 1,148 total trips (636 enter/612 exit) during the morning generator peak-hour and 1,129 total trips (560 enter1569 exit) during the evening generator peak- hour and accounts for a 20% total credit for both mass transit and multi-occupancy vehicles. with this 20% credit, the estimated morning and evening peak-hour trip generation numbers in the revised TSL are still 9% and 17% higher, respectively, than the peak-hour numbers presented in Table 5. • The estimated trip generation based on the collected data shows street peak-hour trip generation that is lower than the North Andover fulfillment center morning trip projections and much higher than the evening trip projections.A reason for the evening difference is that the studied fulfillment centers all had some overlap between the generator evening peak-hour and the roadway evening peak-hour. The evening peak-hour for the Noah Andover fulfillment center is anticipated to fall outside of the peak-hour of Osgood Street; therefore, the expected evening trip generation for the North Andover facility during the roadway peak is significantly less than the traffic data collected at the studied fulfillment centers. Osgood Street in the vicinity of the project is under the jurisdiction of the Massachusetts Department of Transportation (MassDOT). The Applicant should further coordinate with MassDOT on the issuance of a Permit to Access State Highway. Comment Response. tooted. Coordination with MassDOT is ongoing. 2. The traffic study area includes ten (10) intersections in the vicinity of the site; including four(4) existing site driveways. Based upon the size and scope of the development,TEC finds that the study area as provided in the TIA is sufficient to capture the effects of the project on surrounding roadways based on Traffic Impact Assessment (TIA) guidelines set forth MassDOT. This includes an evaluation of intersection in which the site- generated trips increase the peak hour traffic volume by more than 5 percent and/or by more than 10❑ vehicles per hour per MassDOT's TIA Guidelines (Section 3.1.Q. TEC recognizes that the 'generator' peak hour traffic(not peak hour of roadway)will generate in excess of 100 vehicles per hour at additional Town intersections not included in the study area, namely along Sutton Street. Figures 7 and 11 as provided in the TIAS depict a 2025 Build scenario where traffic post-construction is generally equivalent during the "generator' peak hour and the 'roadway' peak hour along Sutton Street. Although Comment#2 above indicates TEC's concurrence with the study area as defined in the TEAS, TEC notes that the Applicant should coordinate with MassDOT on the potential project impacts at the intersection of Osgood Street I Barker Street which is currently under reconstruction as part of off-site mitigation for a separate project.As this intersection's new traffic signal is to be part of a larger coordination stream, it is important that the projected traffic volumes from the 1600 Osgood Street site are utilized in additional mitigation in coordination with MassDOT. Comment Response.- Noted. We will be submitting our TIAS to MassDOT as part of the ,high viva y access permit re vie w and will coordinate with MassDOT accordingly. 4. The Applicant has provided traffic data collection along Osgood Street and at the study area intersections during the weekday morning and weekday evening peak periods. TMCs were conducted on Thursday, September 6, 2018. This date represents a period while North Andover High School schools were in session; but during the week of Labor Day. Typically, counts during holiday weeks are potentially skewed; however, the days following Labor Day are generally seen as conservative as schools and colleges are back in regular session, and the workforce is generally back from typical vacations, It is expected that any fluctuations in traffic volumes would be negligible. Comment Response: No response required. 5. No adjustment to the counts were made to reflect seasonal fluctuation as September represents a month greater than the average-month conditions. Note that the data provided in Appendix B utilizes seasonal adjustment data that does not reflect complete annual data. Therefore, the factors as noted may be different than as reported. Upon further inspection, TEC anticipates that September would still project as a month that is greater than average month conditions, would full year data be provided. TEC confirmed the usage of MassDOT's seasonal adjustment data as published. Comment Response: No response required. 6. TEC does not object to the 1.0% annual growth rate applied to existing traffic volumes; however, the TIA did not provide support materials related to the ambient growth rate of 1.0% per year. At a minimum, the Applicant should provide a listing of documents reviewed to confirm the utilization of this ambient growth factor. LANGAN Response to TEC Traffic Peer Review Comments MEMO Amazon Fulfillment Center North Andover, MA March 25,2020—Page 3 of 7 Comment Response: See attached AADT by Year Comparison for 2014-2018 at Count Station 5004 on 1-4951►ust south of the Industrial Avenue interchange. Based on the MassDOT count station data,the AADT has dropped between 2015 and 2018, indicating a negative growth rate. To be conservative and consistent with the traffic reports prepared for the 1210 Osgood Street, 4 High Street and 505 Sutton Street developments, a 1.0% annual growth rate was utilized. Please see attached documentation for the Merrimack Malley Planning Commission verifying the use of a 1%annual growth rate. 7, The TIA provides information related to other developments in the area; including#1 21 0 Osgood Street.The study does not incorporate additional traffic volumes to be generated by the #4 High Street or the #505 Sutton Street developments. The Applicant shall coordinate with the North Andover Planning Department to determine if these developments should be included in traffic volume projections based on which development applications were 'first-in'to the Town. Comment Response: We have re vie wed the traffic reports prepared for both the 4 High Street and 505 Sutton Street developments. The combined anticipated site generated traffic from both developments that will utilize the Osgood Street corridor is approximately 20 to 25 total vehicles during the peak-hours, which accounts for about 1 to 2% of the background traffic along Osgood Street. Since the background traffic associated with these developments is negligible along the Osgood Street corridor, we don't believe any revised operational analysis is warranted for the intersections analyzed as part of our Traffic Impact and Access Study dated August 2019. The traffic associated with these development is accounted for in the 1%background growth applied to the existing traffic. As requested under Comment No. 2 above, Langan has included operational analyses in the revised TIAS for additional intersections where the site-generated traffic is anticipated to be more than 100 vehicles during the peak-hour periods:As part of this additional analysis, we included the traffic volumes associated with these two background developments. 8. TEC does not object to the conservative application of reoccupancy trip generation for the vacant office space within the existing site as part of the No-Build scenario. The Applicant has confirmed the methodology with MassDOT, Comment Response: No response required. 9. Site trip generation calculations for the proposed uses were generated based on empirical data provided directly by Amazon and takes into account both employee and truck traffic. TEC concurs with this methodology. Although the Institute of Transportation Engineers SITE) Trip Generation, 141h Edition does provide similar data under Land Use Code (LUC) 155-- High- Cube Fulfillment Center warehouse, the data as presented under this LUC is a small sample size and does not reach the square footage level to compare to the subject project. The Applicant should provide supporting materials to confirm the LANGA/V Response to TEC Traffic Peer Review Comments MEMO Amazon Fulfillment Center North Andover,MA March 25,2020—Page 4 of 7 employee and truck information as issued by Amazon. Comment Response: Please find attached the MassDOT approval of the development's proposed average daily trips, dated January 31, 2020. Please find the attached supporting trip generation information submitted in September 2019 to MassDOT which includes count data collected at the Fall'River Amazon facility. Also,attached is peak hour trip generation information submitted to MassDOT on February X 202a 10. The TlA indicates that a 20% adjustment to site generated trips bas-ed on Amazon empirical data for carpooling and proximity to mass transit. Although TEC generally concurs that a reduction may be warranted, the level of reduction (20%) is elevated over comparable sites. MVRTA service is provided along Osgood Street; however, the service is provided along only one bus line (Bus Route 14) with 60-minute headways, which connects the site to Downtown Haverhill. The number of buses and the strict route to only a small segment of the workforce population does not project heavy public transit utilization. TEC asks that the Applicant provide additional data to support the 20% reduction based on specific Amazon fulfillment locations and their proximity to public transportation and the usage of carpooling and other such TDM measures. TEC notes that the Applicant does highlight the potential for additional MVRTA service through future coordination as a Project TDNI measure. Comment Response. Please find the attached supporting trip generation information submitted to MassDOT which includes count data collected at the Fall River Amazon facility in August 2019, 11. The Applicant has provided no backup information or description of trip distribution for the site over the study area. At a minimum, the Applicant should provide a listing of documents reviewed to confirm the utilization of this trip distribution. In addition, as a workplace development with peak hour analysis, the Applicant should seek to evaluate the trip distribution based on the most recent US Census Journey-to-Work data that is publicly available. Comment Response: Trip distributions were leased on 2017 Journey to Work data for North Andover. see attached Journey to Work data spreadsheet. 12. The comments as noted above may result in modifications to the results of the capacity and queue analysis and therefore TEC has not provided direct comment on the analysis as presented at this time. TEC reserves the right to provide additional comments and improvement recommendations upon completion of the peer review comment responses. Comment Response: Doted. 13. The Applicant has provided two separate capacity and queue analyses that project traffic operation impacts during the adjacent street peak hour and the site peak generation peak LANGAN Response to TEC Traffic Peer Review Comments MEMO Amazon Fulfillment Center North Andover,MA March 25, 2020--Page 5 of 7 hour, Both analyses were provided as the elevated trips experienced by the site occur slightly before both the typical weekday morning and weekday evening peak hours. Comment Response: No response required. 14. The TIAS indicates that traffic signal warrants are met for the existing signal in flash mode at the northern-most driveway. The Applicant should confirm this condition with MassDOT as MassDOT typically requires that warrant 1 is met for signals within State Highway Layout (SHLO). The TIAS appears to indicate that only peak hour warrant (Warrant 3). Comment Response: The four-hour (Warrant 2) and peak-hour(Warrant 3) traffic signal warrants are met at the northern-most driveway'(see attached signal warrant summary spreadsheet). Considering the volume of traffic expected at this driveway during the peak-hours and the continuous volume of truck traffic exiting this driveway throughout the day, we believe a fully actuated traffic signal is warranted at this location. Coordination with MassDC1 T is ongoing. 15. The capacity and queue analysis analyze the signalized intersections using the Synchro Percentile Delay methodology instead of the industry standard Highway Capacity Manual (HCM) 2010 or 0tn Edition methodology.Although TEC does not necessarily disagree with the usage of Synchro methodology, the Applicant should provide justification for its use over HCM. This becomes increasing noticeable for traffic signals in the mitigation condition which would be in"coordination. Comment Response: Where are a number of signalized Intersection's within the study area that operate under Non-111EMA or atypical phasing, which include the two site driveways,Industrial Avenue at Shelley Road/Ward Hill Ave and Industrial Avenue at south Main Street. These intersections cannot be analyzed utilizing the HCM 01 Edition or HCM taro Edition methodologies; therefore the Synchro Percentile Delay methodology was utilized. For consistency throughout the capacity analysis,the other signalized intersections were also analyzed utilizing the Percentile Delay methodology as well. 15. The 1600 Osgood Street North Driveway eastbound approach is analyzed under signalized conditions for the 2026 Build scenario. As the signalization of the intersection is called-out as mitigation for the project, this scenario should normally reflect an unsignalized condition. TEC notes that this change would have no effect on the mitigation for the location which operates at acceptable levels-of--service in the mitigated condition. No response required. The TIAS notes that the intersection of Osgood Street 1 Great Pond Road 1 Casa Blanca operates at degraded levels-of-service during the weekday morning peak hours. The Applicant should coordinate with MassDOT,who holds jurisdiction,as part of the Access LANGAN Response to TFC Traffic Peer Review Comments .MEMO Amazon Fulfillment Center North Andover, MA March 25,2020—Page 6 of 7 Permit process to discuss other improvements that may be necessary at this intersection. Comment Response: Per the revised TIAS, we are recommending signal timing optimization at this location for both the morning and evening peak periods. Coordination with MassDO T is ongoing. 18. The TIAS notes that the site unsignalized driveways operate at a significant LOS during the peak hours. This delay and extended queues are contained within the site. The Applicant should seek addition modifications to the site's southerly unsignalized driveway which does not provide storage for more than four vehicles prior to blocking the first cross drive aisle; including a new drive aisle as part of the site`s modifications. Comment Response: For all periods analyzed the two unsignalized site driveways operate at the same or improved levels of service when comparing the 202E No- Build to 2026 Build conditions. The site driveways also generally operate with either similar or reduced delayslvehicular queues when comparing no-build to build conditions. We expect that traffic conditions during the morning and evening roadway peak-hour periods will actually improve Lased on the anticipated reduction in roadway peak-hour trip generation for the build condition. The two traffic signal's at the northernmost and southernmost driveways should provide gaps in the mainline traffic that will allow vehicles to exit out of these driveways. 19. The TIAS notes that the Holt Street approach to Osgood Street will experience an extensive addition of vehicle delay and shift the approach to over capacity during the morning generator peak hour of the day which will directly impact other businesses along the Holt Street corridor. The Applicant should evaluate addition opportunities to address the impact to other businesses along Holt Road as a result of the extensive side-street impact. The redevelopment of Osgood Landing includes the elimination and demolition of the industrial/manufacturing uses and buildings. In its place the redevelopment proposes to construct an Amazon Fulfillment Center and the existing office building will remain. The fulfillment center includes multiple floors of automation that is used, in conjunction with the employees, to sort packages and assign them for delivery. To evaluate the net new average daily trips, we determined the amount of existing traffic that will be eliminated due to the removal of the industrial/manufacturing uses and added the anticipated volumes created by the proposed Amazon Fulfillment Center. The volume of trips to be eliminated from the site, due to the demolition of the industrial/manufacturing uses, is based on traffic counts conducted September/October 2018 by Langan at the site driveways. The difference in these volumes will indicate the net new average daily trips. Based on a series of conversations with MassDOT it has been agreed upon to evaluate the fulfillment center employee average daily trip (ADT) generation based on empirical data from other similar Amazon facilities with the independent variable being number of employees. The Fail River, MA facility counts were conducted in August 2619 during non-peak season operations. The Fall Fiver facility has similar non-peak season operational characteristics as the other three facilities counted and the proposed facility in North Andover; however, it handles larger packages, less automation, and requires less employees.
