It is important to note that the counts at these facilities observed in December 2016 represent
peak season operations. Peak season employee niumbers, and operations, are different, and are
not indicative, of non-peak season operations. During peak season these facilities increase hiring,
interviewing, and implement variable shift lengths that create traffic, volumes and' characteristics
that inflate the employee trip generation volumes and ratios.
The Fall River, MA facility counts were conducted in August 2019 during non-peals season
operations. This is the same period to be evaluated in determining the anticipated AI for the
proposed North Andover facility. The Fall River facility has similar non-peak season operational
characteristics as the other three facilities counted and the proposed facility in North Andover;
however, it handles larger packages, less automation, and requires less, employees.
The three non-Massachus,etts facilities are in locations where mass transit is not readily availabile,
which is reflected in the elevated volumes of cars counted as compared to the Fall' River facility
where mass transit options are available. Even though that is the case, we are utilizing the three
non-Massachusetts data sets in the creation of a weighted average, or blended, rate to determine
the anticipated ACTT for the proposed facility in North Andover.

The following table illustrates,the passenger car volumes observed and the number of employees
at each of the facilities. The ratios for each of these facilities are added together and divided by
four to provide a weighted average, or a blended rate.

The weighted average rate (ratio) above, is combined with the independent variable - the
number of employees -to determine the anticipated A for the proposed North Andover
fulfillment center.

Proposed Fulfilment Center ADT
Amazon has announced publicly that they expect to employ at least 1,500 staff at the North
Andover facility. Utilizing a larger number of employees to overestimate the publicly announced
number of employees, would result in a larger ADT volume, This approach, along with using the
conservative weighted average rate from Table 1 results in the car volumes indicated in Table 2.
This volume, combined with the anticipated tractor trailer truck ADT specific to the operations of
this proposed fulfillment center, will result in the anticipated ADT for the proposed Amazon
fulfillment center in North Andover.

Redevelopment Net New ADT
Previously provided to MassDOT was a description of data collection resulting in the average
daily trips removed from the redevelopment associated with the elimination of the
industrial/manufacturing uses present on the site. Accordingly, the ADT volume eliminated from
the site is 2,975 trips. Subtracting this volume from the anticipated ADT of the Amazon fulfillment
center results in the net new ADT generated by the development. Table 3 Illustrates this.
