Conservation Conditions of Approval,NACC #367
Pursuant to section 4.4.2 (B) of the North Andover Wetlands Protection Regulations, Roger
Boucher, homeowner, filed for a Small Project Permit for work proposed at 245 Blue Ridge Road,
North Andover. Work involves the in-kind replacement of an existing, 65' length of wood stockade
fence. All work shall be done by hand, and any excess soil removed from post holes shall be
removed off site or to a location outside the 100' Buffer Zone. The work shall take place within the
100-foot Buffer Zone,with the closest point of work at —80' from BVW.
During the June 10,2026 public meeting, the North Andover Conservation Commission voted
unanitnously to approve this as a Small Noiect Category `H"Fences and stone walls which do not alter t&AI'v
of saiface ivater nor alter wildlife habitat or movement(does not include retaitaing walls). The project is approved
only as it relates to the Consenration Commission and any and (if applicable) all other approvals
should be obtained by the applicant/homeowner. The applicant is responsible for determitung
property boundaries. All work shall conform to the following:

The following conditions are hereby mandated:
CONDITIONS:
1. Prior to start of work, a pre-construction site inspection shall be scheduled with Conservation
staff and the contractor.

2. All excess soil from post holes shall be removed from site or disposed of outside the 100' buffer
zone.
3. A post-work site inspection shall be scheduled with the Conservation Department to verif T
compliance.
4. This permit shall expire one year from the date of issuance.
**The applicant homeowner and their contractors are advised that NO other work on the property
is allowed under this permit. The NACC has jurisdiction over all of the wetlands and associated 100-Foot
buffer zones and 200 Riverfront Area to the Shawsheen River on site and any work that involves ground
disturbance or changing the current conditions in these areas will require permitting with the NACC.This
includes, but are not linited to house additions,pools,patios, decks, sheds, fences, garden beds,landscaping
and bridge installation,tree or vegetation cutting/pr_�niing. These activities shall be held to the current
standards under the BylaNv and NvTA.**
