North Andover, MA
Langan Project No.: 140182705
Dear Jean:
On behalf of Hillwood Enterprises, L.P., we respectfully submit this letter in support of a
temporary certificate of occupancy for 1450 Osgood Street in North Andover for the office
block. The office block will be used by Amazon construction management staff and vendors as
construction in the interior of the building is continuing.
The construction of the sitework on Lot B, including the parking areas, landscaping, lighting,
utilities and stormwater management are all substantially complete. The site has been
constructed in substantial compliance with the plans referenced in the Notice of Decision
(Modification) with the following exceptions:
1. Planting of the wet pond at the south side of the site (A-2 wet pond) and seeding round
the pond is ongoing and should be completed this month.
2. Pavement markings are being completed this month. Pavement markings for the 44
parking spaces in the southernmost parking lot will not be completed now pending a
decision on whether that area will be utilized for a MVRTA bus stop.
3. Minor modifications to the north guardhouse are ongoing and should be completed this
month.
4. Minor punchlist items related to pavement repairs, bollards and signage, drainage,
utilities, planting and lighting are being addressed this month.
5. Installation of the four (4) monument signs on Osgood Street approved as part of the
Sign Master Plan Special Permit is in progress and expected to be completed by the
end of July.
Additionally, and in accordance with Special Condition #49 of the Notice of Decision, attached is
the emergency readiness plan for 1450 Osgood Street.

Pertinent Information
1. The pump station is designed to avoid interruptions in service with the following
provisions:
• Redundant (duplex) pumps — pumps alternate with each pump cycle. In the
event of a pump failure, an alarm is triggered and building operation personnel
are notified so that the failed pump can be serviced, repaired or replaced. Until
the failed pump is serviced, repaired or replaced, the second pump will keep
the facility in service.
• Emergency generator— in the event of a power failure, the pump station will
remain operational, powered by the emergency generator.
2. Procedures if pump station is inoperable:
• In the event the pump station is inoperable (both pumps fail, a power
interruption and emergency generator failure, a failure in the sewer force main
on site, or any other issue preventing operation of the pump station), a high
water alarm is triggered and building operation personnel are notified through
the Building Management System.
• In a case where the high water alarm is triggered and the pump station is
determined to be inoperable, building maintenance personnel shall monitor the
level of sewage in the pump station. If the sewage level in the pump station is
above the inlet pipe, the building maintenance personnel shall call a septage
hauler permitted by the town of North Andover Board of Health to come to the
property, pump out the pump station and transport the sewage to a disposal
facility. The building maintenance personnel shall continue to monitor the
sewage level in the tank until such time as the pump station is operational,
calling a septage hauler each time that the sewage level is higher than the
elevation of the inlet pipe.
