Dear Jean:
On behalf of Hillwood Enterprises, L.P., we respectfully submit this letter in support of a
temporary certificate of occupancy of the renovated portions of Buildings 20 and 21 at 1600
Osgood Street, including the solar project, in North Andover (the Renovation Project). The
construction of the sitework on Lot A, including the parking areas, landscaping, lighting, utilities
and stormwater management are all substantially complete and have been constructed in
substantial compliance with the plans referenced in the Notice of Decision (Modification) with
the following exceptions:
1. The patio area at the new west entrance to Building 20 has not been constructed.
2. Stairs at the southwest corner of Building 21 are to be installed.
3. Plants installed in fall, 2021 that did not survive winter are to be replaced.
4. Seeding and reseeding of areas to achieve full ground coverage with the specified seed
mixes is to be completed.
5. Stormwater structures are to be cleaned in accordance with the Post Construction
Operations & Maintenance Plan.
6. Monument signs and wayfinding signs approved through the Special Permit issued by
the Zoning Board of Appeal are to be installed.
7. Secured key access boxes at the solar field gates are to be installed to the satisfaction
of the North Andover Fire Department.
8. Signage at the solar filed indicating the location of shut offs and identification of
hazardous equipment and areas is to be provided.
9. Final interconnection of the solar field to National Grid's distribution system is to be
completed.
10. Invasive species control is commencing this month and will be ongoing as required this
and next year.
11 . As-built plans are to be provided.
