GENERAL REQUIREMENTS TO BE MET FOR OBTAINING A SITE PLAN REVIEW SPECIAL PERMIT
Encouraging the mostappropriate use,of land,
The proposed use(warehousing)climate-controlled self storage is permitted by right in the CDD-3 base district. There,'is a
public demand for the,proposed'.use. The proposed use will benefit the public in,that it will fulfill a public demand.
The surrounding neighborholodis comprlised'of industrial and office park facilities,As such thel proposed use and
proposed building massing and architecture will be,consistent within the context of the existing neighborhood.
'The proposed use is niot anticiplated to decrease land valulies.The parcel has sat idle for many years. Idle, parcels
are deemed to not be in the best interest of the general public. For these reasons,the impact on the
nelilghborlhood will not be,detrimental. As sulch, the proposed devellopment is the most appropriate use of the,

Preventing overcrowding of land;
The project does not,create any residential components or uses.As such,,the project does prevent,overcrowding of the land.,

Adequate,parking is provided for the proposed use.,

A special permit is sought to allow for a reduction in the rrelqui red' pa rking. To provide 8 public spaces where 23
would be required.We are providing an alternative parking calculation to support the proposed development.
Based on client experience, we have assumed that the development will require a maximum of two employee
spaces and 3, public customer spaces(potential customers and or current customers visiting office)for a total of
5 spaces. We are providing 8 total spaces including 16 standard and 2 ADA which fs sufficient for the project.
Additionally,within 'tape secure Interior,there is,an allowance for an additional 18 spaces(9 on each side of the
building)for ten ant use adjacent to the storage facility, in front of the overhead dolor units.'The,se spaces are
ample to handle the anticipated peak demand for storage unit access.,

As such,the surrounding larl values will not be diminished by the,proposed project.
Lessening congestion of traffic;
The proposed land use is not significant traffic generatorl.The proposed use will not create,any significant traffic
congestion. In summary,we find that the traffic associated with this proposal is on the order of day-to-day
variations in street traffic, and can be,easily accommodated by Beechw,00d Drive and Osgood Street without

need for improvements. We also find the provided parking suppler both inside and outside the security fence to
be adequate to serve the facility.
Please refer to the traffic trip generation report for additional detail.
• Preventing undue concentration of population;
The project does not create any residential components or uses. The project does not provide significant employees
population .As such,the project does prevent undue concentration of population.
# Providing adequate light and air;
The interior spaces will be illuminated and ventilated in accordance with building code standards.The exterior parking and
driveways will be illuminated in accordance with Town lighting regulations. For these reasons,the project will provide
adequate light and air.
Reducing the hazards from fire and other danger;
The building will be fuller protected by an automated fire suppression system.There will be access and egress for emergency

vehicles. For these reasons,the project will reduce the hazards from fire and other danger.
• Assisting in the economical provision of transportation,water,sewerage,schools, parks,and other public facilities;
The proposed project will require only a few staff to operate. Significant tag revenues will be generated by the tern by the
proposed new development.The proposed use does not generate any impact on the schools, and has minimum impacts on
water,traffic,and emergency services. For these reasons, the proposed use has a low impact on of transportation,water,
sewerage, schools, parrs, and other public facilities.
Controlling the use of bodies of water, including watercourses;
The project does not alter or affect any bodies of water or watercourses.
• Deducing the probability of losses resulting from floods;and
The project stormwater management system has been designed to meet or reduce the peak discharges for storm events in
accordance with the Town Storrwarter Regulations. For these reasons, the project reduces the probabliltr of losses resulting
from flood events.
• Deserving and increasing the amenities of the Town;
The proposed project does not affect any amenities of the Town,

The Special Permit Granting Authority must have all the following conditions met:
The specific site is an appropriate location for s h a use, structure or condition;
The proposed use is permitted by right in the base zoning district.
The use as developed will not adversely affect the neighborhood;
The proposed massing and use is consistent with the overall composition of the neighborhood.The proposed use and
proposed building massing and architecture will be consistent within the context of the existing neighborhood.
The proposed use is not anticipated to decrease land values.The pros has sat idle for many gears. Idle parcels

The proposed facility will be serviced b -site septic system that will be designed to state standards.A potential future
municipal sewer c nnecti n is also an option for future consideration.As such a sanitary sewer service will be installed to the
ROW to account for the potential future connection. There is adequate water available in the municipal rain in Beachwood
Drive to provide for domestic and fire suppression for the new facility. Three phase power is provided via overhead lines in
Beachwood Drive. natural Gas rains are available for service in Beachwood Drive.
The proposed reduction in parrying will allow for the project to minimize disturbance of natural soils and new
pavement,while providing the appropriate programmatic requirements for the proposed use.
• The Special Permit Granting Authority shall not grant any Special Permit unless they make a specific finding that the use is
in harmony with the general purpose and intent of this Bylaw
The proposed use is permitted by right in the base district.The proposed parking is adequatefor anticipated
public and tenant demand. The project scale and use is consistent with the neighborhood. For these reasons,
the use is in harmony with the general purpose of this bylaw.
