Pursuant to Chapter 2 of the Acts of 2025, this meeting of the North Andover Select Board will be conducted
via remote participation. For this meeting, members of the public who wish to watch the meeting may do so
on their televisions by tuning to Comcast Channel 8 or Verizon Channel 26 or online at
www.northandovercam.org. Every effort will be made to ensure that the public can adequately access the
proceedings in real time, via technological means. In the event that we are unable to do so, despite best
efforts, we will post on the Town of North Andover website an audio or video recording, transcript, or other
comprehensive record of proceedings as soon as possible after the meeting.
Call To Order: Chair Janice Phillips called the remote open meeting to order at 8:31AM.
Select Board in Attendance: Chair Janice Phillips, Laura Bates, Clerk Brian Roache and David Kres were
present.
Not Present: Rosemary Connolly Smedile
Non-Board Members in Attendance: Assistant Town Manager Laurie Burzlaff and Assistant Town Manager
Andrew Shapiro were present.
NEW BUSINESS
Vote to sign 5-year contract for purchase of body cameras
Acting Chief Stephen Diminico and Sergeant Brandon James were present. Chief Diminico stated they are
looking to purchase axon body cameras. Chief Diminico stated they have received positive feedback from
the officers during the pilot program. Ms. Burzlaff stated they did not want to delay ordering the equipment.
Ms. Phillips asked if the contract was only for the purchase of the cameras. Chief Diminico stated no, it was
for everything including cloud storage. Mr. Roache asked if there were personnel changes within the
department, would they need to update the contract or receive a new price. Chief Diminico stated they have
added extra cameras into the contract. Mr. Roache asked what the life of the cameras were. Sergeant
James stated they are long lasting and will last more than the 5-year contract. Ms. Bates asked if there were
any union contract changes that needed to be made. Chief Diminico stated those have already been
addressed.
MOTION: Mr. Roache motioned to sign the 5-year contract for the purchase of body cameras. Mr. Kres
seconded. Motion approved 4-0 by roll call vote-Bates:yes, Kres:yes, Roache:yes, Phillips:yes.
ADJOURNMENT
MOTION: Mr. Roache made a MOTION, seconded by Ms. Bates to adjourn the Select Board meeting at
8:36AM. Motion approved 4-0 by roll call vote-Bates:yes, Kres:yes, Roache:yes, Phillips:yes.
