Fax g7 : � It �.' o an erma.g,, Memorandum of Facts Site Plan Review Special Permit 3 Great Pond Road The Petitioner proposes the creative re-use of the Grange Hall in the Old Center into three residential units with six parking spaces. No exterior charges will be made and this re-use will preserve a unique and historic structure. The site is small and adjacent to wetlands and commercial uses. Maintaining the current structure is the only and most appropriate use off'the lance, and it will not further crowd the land. This re-use will conserve the value off'the land and historic building and add to the Town tax base. The building, as a community center, does not have regular traffic, but when used for gatherings has surge traffic. The re-use as three residential units will result in daily traffic, but will eliminate the surge traffic. The re-use for three residential units will not be an undue concentration o population in a building the size of the Grange. As built, there is adequate light and air. The renovation of the building to current building codes will reduce fire hazard. Located next to the Old Center and the Town Common and rear the Recreational Center, there are adequate trans or ation, municipal services and recreational services for the three units. The re-use of the site and the current bui I di n wiii not eopardize or increase an waterbodies or flood plains. The Grange Hall is a unique and historic structure in the Old Center. The preservation of the structure and its history will enhance the amenities of the Town. The specific site, and the preservation and re-use of the historic structure for residential use is appropriate in this location adjacent to the Old Center and the Common. The addition of three residential units and the daily car trips associated with three units can be easily accommodated by Great Pond Road and the Old Center as redesigned, and will not adversely affect the neighborhood. The building is on Town water and sewer, adequate parking will be provided, and the capacity of adjacent roadways will not be impacted. WHEREFORE, Petitioner requests that the Planning Board issue the Site Plan Special Pei'llllt. Elaine Finbury by Andrew A.
