The site is occupied by a one-story vacant building that previously housed a drive-in bank with access thro�ugh one driveway to both Second Street and Main Street which is located at 149 Main Street, as a well as a single family residence now known and numbered as 14 Second Street. The site will include a combination of the 149 Main Street and 14, Second Street properties, as a single l'ot. The applicant is see kinn to f1h; redevelop the site as a mixed-use redevelopment with a three-story build'ing with 24 residential units aend approximately ±6,700 sugar e-feet of ground floor commercial usies with 22 single parking spaces, and 22 tandem, parking spaces des,igned to be primarily used by the residents of the building. The redevelopment will also eliminate two of the four existing driveways, and' reconfigure the two remaining existing driveways., The driv eway on Main Street will be reconstructed at the existing location and will operate as an ingress-only access. The, driveway .1 on Second Street will be reconstructed at the existing sioutnernmiost driveway opening which is approximately 240 feet sou,th of Main Street and will be operate as a stop-controlled eg,ress-onl','Y connection. The applicant has not identified a tenant for the commercial uses., Therefore,, the applicant is seeking an approval of the commercial uses to, allow for any or a combination of uses such as medical office, general retail, specialty stories,' business, professional offices or other less inttensiive uses. As previously stated, the development's on-site parking layout will primarily serve the residential units, whit the commercial users wire expected to use the, available on-street parking spaces located within 200 feet of the site. The development will provide 44 on-street park'ing spaces, and the applicant is seeking to count the 26, on-street parking spaces located Within, a 200-foot radius, of the site to be counted as, part of the required' parking need for the commercial,uses based on Article 8, Part 1, § 195-8.4,of the town's zoning bylaws,., Per the town's zoning regulations, the site is required to provide 43 off-street parking spaces for the residential units and 40 off-street parking spaces for the commercial uses. Therefore, the applicant is seeking a 35 percent reduction of the number of off-street parking spaces based on Article 8. Part. 1 195-8.8 of the town's zoning bylaws. Trip Generation A,nallysIs We performed a trip generation analysis for the proposed mixed-u,se development �using 11 Ih Edition of the ITE Trip� Genera�tibin Manual and f ound that the proposed equa tions f rom the development would generate 5127 daily trips (including, 26 morning peak hour and 41 afternoon peak hour) net-new trips. Table 1 summarizes the trip-gever wtion estimates., We did not apply a multi-modal credit due to the lack of surrounding transit and pedestrian/bicycle infrastructure although there is blus service f rom the Merrimack Valley Regional Transit Authority(MVRTA) (Bu,s, Route No. 33) along Main Street past the site 7 days per week. The Lawrence Commuter Rail Station is approximately 1.4 miles from the s,ite via Main Street, to, Sutton Street to Merrimack Street in Lawrence. Site,Circulation, The curren t s,ite access is through four driveways:, one to Main, Street and three to Second'Street The development is proposing to, reduce the number of connections by eliminating the two northernmost driveways along Main Street, which will minimize pedestrian and vehicular conflicts and will improve access to, the site with the proposedconsolidation of driveways. The proposed internal circulation layout has been, designed to minirnize conflicts vehicular and pedestrian conflicts. In, addition, the proposed ADA parking spaces will be in close proximily to, the building s main entrance and a high-emphasis crosswalk is being proposed to provide safe access and slow Vehicles while entering the site. In, order to encourage multim,odal transportation" the de ellopim nt is proposing a bike room with direct access,to Second Street to avoid vehicular conflicts. The proposed trash enclosure is being located along the main drive isle to avoid backing in/'out and'without conflicts,to the parking layout. The ldri way on Main Street will operate as an ingres,si-only access, whi le the driveway on, Second Street will operate as a stop-controlled egress­only driveway. Both driveways,will provide access to the proposed par�king layout and are being designed to provide access, for emerge!ncy vehicles. Attachment A includes the site plan showing the proposed dire lotion, driveways and parking, layout. As, shown on the site plan, the abutter properties (159 Main Street & 26-28 Second Street) are r idential units and ri ot ot practicable or safe to design joint driveways with the abutting esl I properties due to the nature of the proposied mixed-use development. Any clonnectilon would also have a major physical impact to these properties. Safety Aniallysis Main Street is a two-lane, north­south, undivided minor col�lector roadway under local jurisdiction with a 25 MPH posted speed limit and an average daily traffic ' t,ween'8,500 - 9,000 vehicles per day. Main Street is considered as the iCowntown Corridor with sidew all s,and parallel parking on both sides, of the road., Second' Street is a two-lanie, east-west, undivided local roadway under local jurisdiction without a posted speed limit mainly serving the nearby residences with connections, to Waverly Road and Main Street. C'rash An L. Accidents included various types of crashes such as rear-end, sideswipes years w and angle crashes, which are blehaviors, typical, for a collector roadway. Four of the reported accidents resulted in injuries and none resulted in a, fiatal'ilty. The majority of accidents occurred during dry weather conditions, (77%) and, during daylight hours (80%). Table 2 provides a sumimiary of the accident history. It should be noted that four of the rleported, accidents aloing Main Street did not report the weather or severity of the accidents. Street to determine if the available sight distlances, meet the mini , requirements established by the by the American Association of Statel Highway and Transportation Officials (AASHTO)l as outlinied in A Policy on Geometric Design of Highways and Streets, Th Edition (also known as the ASHTO Green Book). The unit breakdown per floor is, three (3) one bedrooms, and eight (8) two bedrooms, 12, total per f1loor, 24 u nits total in the entire building. The ground floor will have a residential entrance (lobby), a commercial unit and various utilities/s,lervice areas with a gross-floor-area, (GFA) of 8,8 , 1 square feet. The commercial use will have a gross-leasable-area (GLA) of 6,700 square feet. We'det err ined the expected parking demand for the proposed mixed-use development based on the latest edition of the IT'S Parking Generation Manual and found that the development is expected to have an average parking demand of 51 parking spaces during the weekend and 39 parking spaces during a regular weekday. Based on IT'E time-of'-day parking distribution, the peak utilization it the residential uses occurs between, 5:00 PM! and' 8:�00 AM and the peak utilization of the commercial uses occurs between 10:00 AM to 7:00 PM. As such, the peak parking utilization between, the proposed uses do not coincide,. In order to,maximize,the use of the, proposed parking layout, the applicant is proposing to designate 12 parking spaces to be shared between the proposed use; f rom 10:100 AM and 4:00. Also, we determined the parking demand for the proposed development based' on the Town's zoning bylaws and found that the development is required to provide 83 on-street parking spaces. The development is,proposing a parking layout with 44 off-street parking spaces,and is,propos,ing to count the 26, on-strut parking spaces located within a 200-foot radius of the site toward the proposed commercial uses, as allowed und r section § 195-81.4 of the Town's zoning bylaws for properties within the Downtown Overlay District for,a total of 10 parking spacies. Therefore, the development, Is seeking a 35 percent parking reduction for the commercial -uses to meet their parking requ,irements, asallowed under § 195-8.8 of the Town's zoning bylaws, Attachment A includes the site plan, which provides a summary of the parking requirements. The pIroject will provide 44 �on-site parking spaces (including three accessible parking spaces,), which will serve, the residential units, while the commercial, uses are expected to use the available on-street parking spaces. We determined that th xis it on-street parking spaces have the capacity to accommodate the expected parking demand from the proposed commercial uses. We collected on-street parking data along Main Street between Waverly Road and Merrimack Street, Second Street (200-feet south of Main S reet'), School Street (200 feet south, of Main Street), and along Water Street blet wee n Main Street and Merrimack Street The data was q collected for 12 hours every 30 minutes on Saturday, October 22, Tuesda'y, October 25 and Wednesday, October 26 of 2022. Figure 2 below shows a map, of the study area, the parking characteristics and number of spaces. We performed a parking inventory and found that there are approximately 131 on-street parking, spaces available in the study area. There is a mix of restricted and unrestricted parking spaces along the corridor, but most of the parking spaces within, 200-1feet of 'the project's site are unrestricted. Therefore, the existing on-surest parking spaces have the capacity to serve the expected demand from the proposed development. 'The peak utilization of the parking spaces within a 200-foolt radius of the site is approximately 3 percent. We note that the, peak utilization within the study area occurs, during dismissal time at the Saint Michael Elementary School, which typically occurs for approximately 30, minutes, between 3:00 and 3:30 PIVI. Figure 3 below shows a chart showing the parking utilization by time of day and demonstrates that after 31:00 PM the parking utilization starts decreasing and experiencing a 30 percent average parking utilization by 6: determined the parking utilization rate by dividing the total number of observed parked vehicles over the study period by the total capacity of the study area.
