INTRODUCTION
Saint Gregory Armenian Apostolic Church of Merrimack Valley (Saint Gregory) has retained
TEPP LLC to prepare initial comments on parking relative to the proposed redevelopment at 149
Main Street in the Town of North Andover, Massachusetts (the project). Saint Gregory is locat-
ed at 158 Main Street. These initial comments consider Langan Engineering and Environmental,
Inc. (Langan), updated traffic assessment and parking utilization study, revised February 23,
2023.
PARKING GENERATION
Langan page 5 showed calculated parking demand based on Institute of Transportation Engineers
(ITE).1 Langan page 5 showed expected average parking demand of 39 vehicles on a weekday
and 51 vehicles on Saturday. Table 1 below shows additional parking-demand calculations
based on ITE.2 These numbers tend to be greater than the Langan numbers.
When a parking facility is within 15 percent of physical capacity, it is considered full for practi-
cal purposes. Therefore, practical capacity may be defined as 85 percent of physical capacity.
Practical capacity' accounts for searches for available spaces and parking and un-parking ma-
neuvers. Calculated parking demand on Langan page 5 and in Table 1 does not provide for this
practical capacity.
PARKING OBSERVATIONS
Saint Gregory personnel observed parking:

Saint Gregory reported that:
• all Main Street parking near the Saint Gregory site did fill
• all parking on the Saint Gregory site did fill
• up to 16 vehicles did park on the project site
• up to 3 vehicles did park on the former Bank of America site
• up to 12 Saint Gregory-related vehicles did park on the Saint Michael Parish site
COMMENTS
TEPP LLC comments that:
1. the applicant should consider the additional parking-demand calculations in Table 1
2. the applicant should more specifically consider Sunday parking conditions and demand
3. vehicles that currently park on the project site could be added to on-street parking
demand
4. vehicles that currently park on the former Bank of America site could be added to on-
street parking demand in the future
5. parking on the Saint Michael Parish site is subject to availability and vehicles may be
required to park on the street at times
6. vehicles that park on the Saint Michael Parish site may not be able to so do in perpetuity
and could be added to on-street parking demand in the future
7. even if some on-street parking spaces in the general area may remain unoccupied, the
applicant should assess whether an adequate supply of on-street parking will remain
within 200 feet of the Saint Gregory site

• calculation of shared parking demand should consider if increased work at home increas-
es residential parking demand during work hours
• the applicant should consider whether reserved parking, assigned parking, tandem park-
ing, accessible/handicapped parking, or electric vehicle parking, or other factors on the
project site could lead to some parking spaces being unavailable at times
• the applicant should consider whether particular commercial uses could lead to larger
parking demand than calculated
