Dear Ms. Enright:
Langan Engineering and Environmental Services, Inc. (Langan) has prepared this updated traffic
assessment & parking utilization study for the proposed mixed-use development to be located at
149 Main Street/14 Second Street in North Andover, Massachusetts. This letter report includes
anticipated daily and peak-hour trip-generation, parking analysis, and site access review, based
on industry standards. We have determined that the proposed development would generate
approximately 40 peak-hour trips and is considered a low-traffic generator that is not expected to
have a noticeable impact on traffic in the area. We also confirmed that the number of existing on-
street parking spaces within the vicinity of the site combined with the proposed 46 on-site parking
spaces would have ample capacity to serve the development's expected parking demand for
both residential and commercial uses.
The residential parking demand will be served by the proposed on-site parking spaces for the
proposed 24 residential units. In addition, the ground floor building plans have been adjusted to
add two additional on-site parking spaces (from 44 to 46 on-site parking spaces) where a total of
44 parking spaces are required to serve the residential uses of the Project. Moreover, based
upon feedback from the Board's December 20, 2022 hearing, additional data collection was
conducted to identify Sunday parking demand and utilization within the area; additional weekday
traffic counts were taken to develop a more detailed on-street parking utilization analysis focused
on the area within a 200-foot radius of the site to demonstrate the adequacy of on-street parking
to satisfy the parking needs of the proposed commercial uses of the property. Figure I below
shows an aerial photograph of the site location.

Project Description
The 0.65-acre site is within the General Business (GB) underlying zoning district, as well as the
Downtown Overlay District. The site is also located at the southwest corner of the intersection
of Main Street and Second Street. The site is occupied by a one-story vacant building that
previously housed a drive-in bank with access through one driveway to both Second Street and
Main Street which is located at 149 Main Street, as well as a single-family residence known and
numbered as 14 Second Street.
The site will include a single lot, which combines both 149 Main Street and 14 Second Street
through the Planning Board's Approval Not Required (ANR) plan endorsement process. The
applicant is seeking to redevelop the site as a mixed-use three-story building with 24 residential
units and approximately±6,500 square feet of ground floor commercial uses. The site's surface
parking lot will include 22 single parking spaces, as well as 24 tandem parking spaces designed
to be exclusively used by the residents of the building. Based on adjustments made to the
building design as noted above, two additional tandem parking spaces were added on-site, for a
total of 46 on-site parking spaces. The building design adjustment also resulted in a corresponding
(slight) reduction in leasable ground floor commercial square footage, reduced from 6,702 square
feet to 6,473 square feet; or a reduction of 229 square feet. The redevelopment will also eliminate
two of the four existing driveways, and reconfigure the two remaining existing driveways. The
driveway on Main Street will be reconstructed at the existing location and will operate as an
ingress-only access. The driveway on Second Street will be reconstructed at the existing
southernmost driveway opening, which is approximately 240 feet south of Main Street, and will
operate as a stop-controlled, egress-only connection.
The applicant has not identified a tenant for the commercial uses at this time. Therefore, the
applicant is seeking approval for a variety of commercial uses to allow for any one or a
combination of uses such as medical office, general retail, specialty stores, business,
professional offices, or other less intensive uses requiring up to 4.5 spaces per 1,000 square-foot

of gross floor area, which would require up to 40 parking spaces based upon the Table of Off-
Street Parking Regulations described in § 195-8.4. of the Zoning Bylaw.
Parking Supply and Demand Summary
As previously discussed with the Board, a total of 84 parking spaces is needed to satisfy the
parking demand for the project based upon the Table of Off-Street Parking Regulations.' Of the
84 parking spaces, a total of 44 parking spaces are required to satisfy the demand for the
proposed 24 residential uses (where a total of 46 on-site spaces are provided), so that the entire
residential parking demand is met on-site with a margin of safety.
As for the proposed commercial uses, a total of 40 parking spaces are required to satisfy the
demand for the proposed ground floor commercial uses for the project. Section 195-18.5.B.4
(Parking) of the Downtown Overlay District Zoning Bylaw allows the applicant to reduce parking
and/or change the location of parking, provided that it is demonstrated that the additional demand
for such spaces can be reasonably met without placing an undue burden on existing facilities
already relying on such spaces. Section 195-18.5.B.4 adds that one method to adjust parking is
to count on-street parking spaces within a radius of 200 feet of the site to fulfill the required
parking need.
Accordingly, the applicant's team identified a total of 46 parking spaces located within a radius
of 200 feet of the proposed site, and with the closure of one of the Second Street curb cuts to
accommodate 3 additional on-street spaces, a total of 49 on-street parking spaces will be located
within a 200-foot radius of the site as depicted on Figure 2 below.

Therefore, the applicant is seeking to count the 49 on-street parking spaces located within a 200-
foot radius of the site to meet the required parking need for the commercial uses based on Article
8, Part 1, § 195-8.4. and Article 18, Part 1, § 195-18.5.B.4. of the Zoning Bylaws. Based upon the
information provided below, the on-street demand for such spaces can be reasonably met
without placing an undue burden on existing facilities already relying on such spaces for the
following reasons.
• First, a total of 46 residential parking spaces will be provided on-site, where 44 residential
parking spaces are required under the zoning bylaw so that all residential parking is provided
on-site.
• Second, a total of 40 parking spaces is required for the proposed commercial uses and
there will be a total of 49 parking spaces available for on-street parking within a 200-foot
radius of the site.
• Third, while the zoning bylaw requires a total of 84 parking spaces, the expected parking
demand for the proposed mixed-use development (based on the latest edition of the ITE
Parking Generation Manual) concludes that the development is expected to have an
average maximum parking demand of 51 parking spaces during the weekend (including a
maximum average parking demand of 32 parking spaces for residential uses (to be
accommodated on site), and 19 parking spaces for commercial uses on-street. During the
weekday, that average parking demand decreases to 39 parking spaces (including a
maximum average parking demand of 26 parking spaces for residential uses (to be
accommodated on site), and 13 parking spaces for commercial uses on-street. See "TABLE
4, SITE PARKING DEMAND SUMMARY" (Page 8 below).
• Fourth, the data collected on Sunday shows an average parking utilization rate of 19%
percent and a peak utilization rate of 37 percent across all street segments and observation
times. Although weekend Mass and Services at St. Michael's Parish and St. Gregory
Armenian Apostolic Church temporarily increases parking utilization in the vicinity, the
utilization rates are still much lower than weekday peak rates'. This supports the findings
that the existing on-street parking spaces have sufficient capacity for the parking demands
of the proposed development during weekend hours. See Pages 11-12 below.
• Fifth, although the ITE demand for residential and commercial parking acknowledges an
"overlap" in demand between 5-7 pm during the weekdays, we note that the residential
parking demand is fully accommodated on-site during this period of time, and the data
indicate that the very low on-street utilization rate between 5-7 pm (which is 30% or less);
that means there is more than adequate parking available to accommodate commercial
uses on-street during this period of time. See "Parking Demand & Requirements" (Page 7
below).
• Lastly, for the reasons above and as further discussed in this Updated Study, the on-street
demand for Project parking spaces can be reasonably met without placing an undue burden
on existing facilities already relying on such spaces.

Trip Generation Analysis
We performed a trip generation analysis for the proposed mixed-use development using
equations from the 11 t" Edition of the ITE Trip Generation Manual and found that the proposed
development would generate a net-new 516 daily trips (including 25 morning peak hour and 40
afternoon peak hour). Table 1 summarizes the trip-generation estimates. We did not apply a multi-
modal credit due to the lack of surrounding transit and pedestrian/bicycle infrastructure although
there is bus service from the Merrimack Valley Regional Transit Authority (MVRTA) (Bus Route
No. 33) along Main Street past the site 7 days per week. The Lawrence Commuter Rail Station
is approximately 1.4 miles from the site via Main Street, to Sutton Street to Merrimack Street in
Lawrence. It should be noted that we did not take into account the trips from the existing use on
site. Attachment B contains the ITE Trip Generation excerpts.

Site Circulation
The current site access is through four driveways, one to Main Street and three to Second Street.
The development proposes to reduce the number of connections by eliminating the two
northernmost driveways along Second Street, which will minimize pedestrian and vehicular
conflicts and will improve access to the site with the proposed driveway consolidations.
Additionally, three (3) new on-street parking spaces will be created on Second Street due to the
closing of the two driveways. The proposed internal circulation layout has been designed to
minimize vehicular and pedestrian conflicts. In addition, the proposed ADA parking spaces will
be in close proximity to the building's main entrance and a high-emphasis crosswalk is proposed
to provide safe access and slow down vehicles entering the site. In order to encourage
multimodal transportation, the development is proposing a bike room with direct access to
Second Street to avoid vehicular conflicts. The proposed trash enclosure is being located along
the main drive isle to avoid backing in/out and to prevent conflicts with the parking layout.
The driveway on Main Street will operate as an ingress-only access, while the driveway on
Second Street will operate as a stop-controlled egress-only driveway. Both driveways will provide
access to the proposed parking layout and are being designed to provide access for emergency
vehicles. Attachment A includes the site plan showing the proposed circulation, driveways, and
parking layout.
As shown on the site plan, the abutting properties (159 Main Street & 26-28 Second Street) are
residential units, and it is not practical or safe to design joint driveways with the abutting

properties due to the nature of the proposed mixed-use development. Any connection would
also result in major physical impacts on these properties.
Safety Analysis
Main Street is a two-lane, north-south, undivided minor collector roadway under local jurisdiction
with a 25 MPH posted speed limit with average daily traffic between 8,500 - 9,000 vehicles per
day. Main Street is considered to be a Downtown Corridor with sidewalks and parallel parking on
both sides of the road. Second Street is a two-lane, east-west, undivided local roadway under
local jurisdiction without a posted speed limit, mainly serving nearby residences with connections
to Waverly Road and Main Street.
Crash Analysis
We obtained the most recent five years (2018 to 2022) of accident data from the MassDOT Crash
Portal along Main Street between Waverly Road and Merrimack Street and along Water Street
from Main Street to Merrimack and found that 31 accidents have occurred in the last five years
within this area. Accidents included various types of crashes such as rear-end, sideswipes, and
angle crashes, which are behaviors typical for a collector roadway. Four of the reported accidents
resulted in injuries and none resulted in a fatality. The majority of accidents occurred during dry
weather conditions (77%) and during daylight hours (80%). Table 2 provides a summary of the
accident history. It should be noted that four of the reported accidents along Main Street did not
report the weather or severity of the accidents. Attachment C includes the crash data used for
this analysis.

Intersection Sight Distance Analysis
We evaluated the sight distances at the proposed site driveway on Second Street to determine
if the available sight distances meet the minimum requirements established by the American
Association of State Highway and Transportation Officials (AASHTO) as outlined in A Policy on
Geometric Design of Highways and Streets, 71" Edition (also known as the AASHTO Green Book).
As shown in Table 3, the intersection sight distances (ISDs) provided at the proposed driveway
meet AASHTO minimum requirements. Attachment A includes a plan showing the sight triangles
at the proposed driveway to Second Street and at the intersection of Second Street and Main
Street.

As previously stated, the driveway on Main Street will operate as an ingress-only access. This is
mainly to provide safe access to the site and avoid vehicular conflicts with the intersection of
Main Street and Water Street. The egress driveway to Second Street will have proper sight
distances and will not have conflicts with the proposed signage and landscaping. Attachment A
shows the sight triangles at the proposed egress driveway with the proposed signage and
landscaping.
It should be noted that the decision point of the departure sight triangle is made from the edge
of the major road travel way as stated in section 9.5.3.2.1 of the AASHTO Green Book. This
section also states that when needed, drivers will stop the front of their vehicle 6.5 feet or less
from the edge of the major road travel way. In the case of the intersection of Second Street and
Main Street, where parking is allowed on both sides (east and west of Second Street), the
decision point will be the edge of the parking lane, allowing drivers a safe refuge and proper sight
distance.
Parking Demand & Requirements
The proposed development is a mixed-use development that will comprise a three-story building
with 24 residential units and ground-floor commercial space. The unit breakdown per floor is
three (3) one bedrooms and eight (8) two bedrooms for a total of 12 total units per floor and 24
units total in the entire building. The ground floor will have a residential entrance (lobby), a
commercial unit, and various utilities/service areas with a gross floor area (GFA) of 8,800 square
feet. The commercial use will have a gross leasable area (GLA) of 6,500 square feet.
We determined the expected parking demand for the proposed mixed-use development based
on the latest edition of the ITE Parking Generation Manual and found that the development is
expected to have an average parking demand of 51 parking spaces during the weekend and 39
parking spaces during a regular weekday. Table 4 below provides the parking demand summary
based on ITE rates. Attachment B contains excerpts from the ITE Parking Generation Manual.

The parking demand analysis shows that the residential units are expected to have a maximum
average parking demand of 32 parking spaces, while the commercial uses are expected to have
a maximum average parking demand of 19 parking spaces. Based on ITE time-of-day parking
distribution, the peak utilization for residential uses occurs between 5:00 PM and 8:00 AM and
the peak utilization of commercial uses occurs between 10:00 AM to 7:00 PM. Although the peak
parking utilization of the proposed uses do not coincide, the peak parking demand figures were
combined to present the most conservative comparison between parking demand and supply.3
Also, we determined the required parking for the proposed development based on the Town's
parking table in the zoning bylaws requires 84 parking spaces. The development is proposing a
parking layout with 46 on-site parking spaces.The applicant is seeking to count the 49 (46 existing
and 3 proposed) on-street parking spaces within a 200-foot radius of the site toward the proposed
commercial uses as allowed under section § 195-8.4 of the Town's zoning bylaws for properties
within the Downtown Overlay District for a total of 95 parking spaces. Attachment A includes the
site plan, which provides a summary of the parking requirements.

Parking Utilization Study— North Andover Downtown Area
The proposed development is going through a site plan application/ special permit process and
is requesting to count the 49 on-street parking spaces located within a 200-foot radius of the site
to satisfy the required parking for the proposed commercial uses as allowed under section § 195-
8.4 of the Town's zoning bylaws for properties within the Downtown Overlay District. The project
will provide 46 on-site parking spaces (including three accessible parking spaces), which will
serve the residential units, while the commercial uses are expected to use the available on-street
parking spaces. Based on collected traffic data, and as supplemented, we have determined and
reconfirmed that due to low utilization rates of the existing on-street parking, combined with
projected demand for commercial parking for the Project spaces, the existing on-street parking
spaces have the capacity to accommodate the expected parking demand from the proposed
commercial uses without placing an undue burden on existing facilities already relying on such
spaces.
To understand existing parking utilization trends in the overall Downtown area, we originally
collected on-street parking data in most circumstances extending well beyond the study area,
to include Main Street between Waverly Road and Merrimack Street, Second Street (200 feet
south of Main Street), School Street (200 feet south of Main Street), and along Water Street
between Main Street and Merrimack Street. On-street parking data was observed between 8
AM and 8 PM in 30-minute intervals on Saturday, October 22, Tuesday, October 25, and
Wednesday, October 26 of 2022. In addition, to address comments raised during the Planning
Board meeting concerning parking utilization on Sundays, additional parking data was collected
on Sunday, January 22 during the same time period. Figure 3 below shows a map of the study
area, the parking characteristics, and the number of spaces.
We performed a parking inventory within the data collection area and found that there are
approximately 131 on-street parking spaces available in the original study area. There is a mix of
restricted and unrestricted parking spaces along the corridor. It should be noted that there are
approximately nine unmarked parking spaces on the north side of Water Street that were not
taken into account because they are restricted to residents only.

Based on the data collected we found an average parking utilization rate of 32 percent and a
maximum parking utilization of 57 percent (75 occupied spaces) across all street segments and
observation times (morning, midday, and evenings). The results derived from our data collected
is similar to the findings identified in the North Andover Downtown Improvements Master Plan
2021 Report. We also noted that the peak utilization within the study area occurs during dismissal
time at the Saint Michael Elementary School, which typically occurs only for approximately 30
minutes, between 3:00 and 3:30 PM.
Additionally, in our original analysis of the broader Downtown, we segregated the parking
utilization rates by roadway segments where data was collected and found the following:
• Main Street East Side (side of Main Street adjacent to St. Michael Church)
o Peak utilization rate: 66% at 3:00 PM on weekdays
■ 33/50 spaces
■ Corresponds to dismissal time at school, but only lasts for approximately
30 minutes
o Average utilization rate during weekdays: 42%
o Average utilization rate during weekends: 29%
• Main Street West Side (side of Main Street adjacent to St. Michael School)
o Peak utilization rate: 85% at 3:00 PM on weekday.

To address the comments raised during a Planning Board meeting concerning parking utilization
during Sunday services held at both St. Michael and St. Gregory Churches, we collected
supplemental traffic data on a regular Sunday to evaluate the parking utilization of the area and
the expected impacts during Sundays. The data collected on Sunday shows an average parking
utilization rate of 19% percent and a peak utilization rate of 37 percent (48 occupied spaces)
across all street segments and observation times. Generally, lower parking utilization rates were
found on Sunday compared to rates during weekdays and Saturday. A notable exception to this
is seen along the eastern side of Main Street (the side of Main Street abutting St. Michael and
St. Gregory Churches) at 8:30 AM, 10:30 AM, 12:30 PM, and 5:30 PM on Sunday, which roughly
corresponds to the weekend mass schedule of St. Michael's Parish and St. Gregory Armenian
Apostolic Church (which is posted for 9:30 AM on Sundays). During these peak times, parking
utilization in this segment is higher than during weekdays and Saturday, but still below 60% at
all times.'
Figure 4 below is a chart showing the parking utilization by the time of day and demonstrates
that after 3:00 PM the parking utilization starts decreasing and experiences a 30 percent average
parking utilization by 6:00 PM. This also demonstrates that there will be sufficient capacity along
the surrounding network to serve the parking demand for commercial uses and will not have a
conflict with the peak utilization of the proposed residential uses, where the peak utilization is
expected to start at 5:00 PM. We determined the parking utilization rate by dividing the total
number of observed occupied spaces over the study period by the total capacity of the study
area. Figure 5 below shows a heat map of the average parking utilization for the downtown study
area. Attachment D includes the collected data and shows figures of the average parking
utilization by roadway segments.

Supplement to Parking Utilization Study—200 Foot Radius of the Project Site
To address certain comments raised during a Planning Board meeting, we more narrowly focused
our original parking analysis by performed a parking utilization study strictly for the parking spaces
located within a 200-foot radius of the project site. Accordingly, additional on-street parking data
was collected for the following roadway segments extending up to 200 feet from the site,
including: (a) along Main Street between School Street and 175 Main Street (Sturbridge Arms
Condominium); (b) Second Street (Main Street to 36 Second Street); and, (c) Water Street (Main
Street to 14 Water Street). The data was observed between 8 AM and 8 PM in 30-minute
intervals on Tuesday, February 14, and Wednesday, February 15 of 2023, which are the same
time periods analyzed for the downtown area on the previous weekdays.
We performed a parking inventory within a 200-foot radius of the project site and counted 46
existing on-street parking spaces available in the study area. All of the parking spaces are
unrestricted spaces, with the exception of two (2) spaces along Water Street which have a 2-
hour restriction. As previously stated, the proposed consolidation of driveways along Second
Street will create space for three (3) additional unrestricted parking spaces along the frontage of
the site on Second Street. This brings the total number of available on-street parking spaces
within a 200-foot radius of the project that will be available to 49 spaces. Figure 6 below shows
a map of the study area with existing on-street parking spaces numbered for convenience. Figure

7 shows a map of the same study area with the proposed on-street parking spaces layout within
200-foot radius, including new spaces nos. 47, 48, and 49 shown in red.
The parking utilization study within a 200-foot radius yielded an average parking utilization rate of
35 percent and a maximum parking utilization of 57 percent (26 occupied spaces out of 46 spaces)
across all street segments and observation times (morning, midday, and evenings), which is
similar to the findings in our initial parking utilization study for the extended downtown area
analysis originally prepared. It should be noted that the peak-utilization occurred at 12:00 PM
Tuesday, February 14 and only lasted 30-minutes and on Wednesday, February 15, the peak-
utilization was 50% (23 occupied spaces) which occurred at 12:00 PM and lasted one-hour. Also,
we noted that the parking utilization after 3:00 PM the utilization is not greater that 30% (14
occupied spaces).
Figure 8 below shows the peak-utilization of the 200-foot study area on Tuesday at 12:00 PM.
Figure 9 shows the average parking utilization rates by parking space over the data collection
period. On average, 35% of the parking spaces are occupied (without including the three
additional spaces), which translates to an average of 30 unoccupied spaces and 16 occupied
spaces most of the time.
As noted above, while the zoning bylaw requires a total of 84 parking spaces, the expected
parking demand for the proposed mixed-use development (based on the latest edition of the ITE
Parking Generation Manual) concludes that the development is expected to have an average
maximum parking demand of 51 parking spaces during the weekend including a maximum
average parking demand of 32 parking spaces for residential uses (to be accommodated on site),
and 19 parking spaces for commercial uses on-street. During the weekday, the average parking
demand decreases to 39 parking spaces (including a maximum average parking demand of 26
parking spaces for residential uses (to be accommodated on site), and 13 parking spaces for
commercial uses on-street. See "TABLE 4, SITE PARKING DEMAND SUMMARY" (Page 8
a bove).It
Therefore, we can reconfirm that the available on-street parking spaces within a 200-foot radius
of the site have sufficient capacity to serve the expected commercial demand from the proposed
development without placing an undue burden on existing facilities already relying on such
spaces.

Parking Zoning Compliance
The proposed mixed-use development is within the Downtown Overlay District and as allowed
under section § 195-8.4 of the Town's Zoning Bylaws, the applicant is seeking to count 49 on-
street parking spaces (46 existing + 3 proposed) located within a 200-foot radius of the site to
satisfy the parking requirements for the proposed commercial uses.
Based on Table of Parking Regulations, the development is required to provide 84 parking spaces,
including 44 parking spaces for the residential uses and 40 parking spaces for the commercial
uses. The development is proposing to construct a surface parking lot that will have 46 on-site
parking spaces that will mainly serve the residential uses. In addition, the applicant is considering
using 12 of the 46 on-site parking spaces as shared spaces at the time period when residential
parking demand is low (i.e., between 10 AM and 4 PM during the weekdays) to maximize the
use of the on-site parking lot and thereby reduce dependence on the on-street parking. This is so
because the ITE Manual suggests that during this period of time, the residential parking demand
is expected to be 26 parking spaces (32 parking spaces during the weekends) where 46 parking
spaces are provided. See Figure 4 above.
As previously stated, we found that the average parking utilization of the parking spaces within a
200-foot radius of the site is 35% (16 occupied spaces). Therefore, between the 12 on-site shared
spaces available due to the reduced residential parking demand during this period of time, and
when combined with the available 33 on-street parking spaces (30 existing and 3 proposed)
within a 200-foot radius of the site, there will be more than adequate available parking spaces to
serve the expected parking demand from the proposed commercial uses.

Conclusion
Langan prepared a traffic assessment and parking utilization study for the proposed mixed-use
development at 149 Main Street/14 Second Street in North Andover, Massachusetts, which was
adjusted to more closely focus on on-street parking demand for parking located within a 200-foot
radius of the site, and determined the following:
• The proposed development is a low-traffic generator expected to generate no more than 40
net-new peak hour trips and is not expected to cause noticeable impacts to the surrounding
roadway network.
• The development proposes to reduce the number of driveways from four to two, which will
minimize pedestrian and vehicular conflicts and will improve access to the site with the
proposed driveway consolidations.
• The proposed internal circulation layout has been designed to minimize vehicular and
pedestrian conflicts.
• The driveway on Main Street will operate as an ingress-only access to provide safe access to
the site and avoid vehicular conflicts with the intersection of Main Street and Water Street.
The egress driveway to Second Street will have proper sight distances and will not have
conflicts with the proposed signage and landscaping.
• The parking demand analysis based on the ITE Parking Generation Manual shows that the
proposed development is expected to have a maximum average parking demand of 51
parking spaces, which is a data-driven predictor of likely utilization rate based upon empirical
data as opposed to relying on parking requirements under the zoning bylaw.
• The applicant is seeking to count the 49 on-street parking spaces (46 existing and 3 proposed)
within a 200-foot radius of the site to be counted as part of the required parking need for the
commercial uses of the proposed development as allowed by Article 18, Part 1, § 195-
18.5.B.4of the town's zoning bylaw.
• The development is considering designating 12 on-site parking spaces to be shared between
the proposed commercial and residential uses during this limited period to maximize the use
of on-site parking and reduce dependence on the on-street parking during this time of the
day.
• The parking utilization study for the Downtown demonstrates that due to the low utilization
rate of the available on-street parking spaces in the study area, there is adequate capacity to
accommodate the expected parking demand from the proposed development without placing
an undue burden on existing facilities already relying on such spaces.
• Additional parking utilization data collected on Sunday demonstrates that although weekend
Mass and Services at St. Michael's Parish and St. Gregory Armenian Apostolic Church
temporarily increases parking utilization in the vicinity, the utilization rates are still much lower
than weekday peak rates. This supports the findings that the existing on-street parking spaces
have sufficient capacity for the parking demands of the proposed development during
weekend hours.
• Supplementary parking utilization data collected for parking spaces within a 200-foot radius
of the site shows that peak and average utilization rates of the on-street parking spaces are
similar to or less than that calculated from the initially collected data from the larger

downtown area originally studied. This further supports the above conclusion that the existing
