Good afternoon, Jean.
had an opportunity to discuss the sight line comment with the Langan team today. Maximo provided the attached exhibit
that shows a refined sight line that they are considering for the intersection of Main Street at Second Street. They are
showing two sight line vantage points; one based on the strict AASHTO criteria and one that provides a more likely user
scenario where vehicles approach closer to Main Street to attain a sight line. In an attempt to maximize the intersection
sight line without changing the building footprint, they are looking to add roadway striping along the westerly edge of Main
Street to effectively adjust the location of the through traffic for Main Street southbound; this allows the side street to pull
out a little further. By locating their proposed building approximately 3 feet further away from Main Street when compared
to the existing bank structure, and adding the roadway striping noted above, they should be able to provide a sight line
that improves the distance over their recent submission and the existing conditions.
During construction, the Applicant will need to prepare a temporary traffic control plan (TTCP)that mitigates the sight line
impacts associated with building construction (staging, scaffolding, etc)that may temporarily obstruct the view for those
on Second Street(looking to the right). This may require the temporary elimination of the left-turn lane from Main Street
onto Water Street to move traffic further away from the site and further open up the sight line for the side street motorists
that creep up. In my opinion, it would be appropriate to add this as a specific condition of approval with a TTCP that can
be reviewed and approved by the Town's Engineering Department.
In the future, if the Town implements the streetscape improvements that were envisioned by BETA,with a similar removal
of the left-turn lane, it would provide a similar permanent sight line improvement. However, as the Town advances that
downtown design, I recommend that the Town's final design consultant closely examine the newly proposed parallel
parking in front of#149 as it may not be appropriate due to the sight line considerations already noted.
believe the Applicant's approach provides a reasonable accommodation for the sight line from Second Street and is
certainly an improvement over the existing conditions.
