Second and Main LLC co M C/o Crespo Development Group,LLC C) _2 CD *„._..65 Lewis Street 0 East Boston,MA 02128 C Site Affected: 149 Main Street and 14 Second Street North Andover,MA 0 1845 Assessor's Map 3 0,Lots 7 & 8 BACKGROUND On March 21,2023, the Planning Board approved Downtown Overlay District(multifamily,,height), Site Plan Review, Parking, and Inclusionary Zoning Special Peimits to allow for the demolition of two existing buildings and other improvements located on the site,and the redevelopment of the site into a mixed use project contained within a single building having three(3)stories, and inoluding approximately 8,772 square feet of ground floor commercial space, along with a total of twenty-four(24)residential units allocated between two upper floors of the buildingofwhioh three(3o the units shall be set aside as affordable units as required under the Inolusionary Housing Requirements under Ailisle 8 Part 13) along with parking, pgrades to access,utilities, stormwater management, lighting, landscaping and other associated improvements. The,site is located within the General Business(GB)Zoning District and within the Downtown Overlay District, On March 27, 2024 the Petitioner submitted a request for Insubstantial Change to address design updates to the March 21, 2023 approved Special Pen-nits, FMINGS OF FACTS The Petitioner attended the April 2,2024 Planning Board meeting to discuss the Insubstantial Change request with the Planning Board. No changes are proposed to the approved unit count, accessible parking coun t,total parking count, rear/side/parking setbacks or screening, first floor Gross Floor Area for commercial space, or locked, covered bike parking room. The pedestrian zone along Main Street will increase with an increased fi-ont and setback of 3'—4', which wi I I remain compliant with the setback maximum of 10 Although there will be a decrease of 2 bedrooms, which results in a decreased parking requirement for residential use,the parking spaces will remain at the approved 46. The planned roof deck will be eliminated and the building height has been reduced from 42' to 38' 2))o Minor Modification 149 Main Street 14 Second Street .April 2, 2024 Page 2 of The building expression has changed From all brick to brick base+lap siding to give it a more residential design that blends in more appropriately to architectural style across Second Street i.e. 141 Min Street as well as the residences along 159 Main Street and 161 Miry Street. Commercial spaces have been highlighted using decorative panels and trim to differentiate use and increase visual appeal. The rectangular tower has been moored to the comer of Main and Second Street to align expression more with the commercial side of Main Street and the mansard xp re sio .has moved d to the side of neighboring residences to provide a more residential scale. The commercial entrances and above decks have been recessed to provide covered entrances and break up the visual scale of the continuous gall along Main Street. The proposed adjustments were discussed with the Board, and all adjustments were described in the presentation materials described in the Conditions below. 0 After discussion at the April 2,2024 Planning Board meeting, and upon a motion by John Simons to deem the modifications as minor for 149 Main Street 14 Second Street* Sean Kevlahan seconded the motion. The vote was -o,unanimous in favor. The finding of minor modification is conditioned on ; the following; CONDOMS • The Petitioner shall comply with all existing conditions rendered in the Special Permits or the site. This Notice of Decision shall be recorded with the Northern Essex Registry of Deeds and evidence of recording shall be provided to the Planning Depaitment.
