On behalf of the applicants, Merrimack College(owner)and Greystar Development East, LLC(developer), below is a summary of the
proposed Corner Development Project located at Merrimack College(the Project),with attached supporting documentation for the Limited
Site Plan Review submission to the North Andover Planning Board.
Summary

The Project Site is located on an approximately 4-acre portion of the Merrimack College campus (the Site)at 315 Turnpike Street in North
Andover, Massachusetts.The Site is bounded by Turnpike Street/Route 114 to the northeast,Andover Street to the northwest,and Flaherty
Road and Medina Drive to the south.The Site lies outside of any Wetland Resource Areas and their associated 100-foot buffer zones.The
Site falls entirely within the Town of North Andover municipal boundary,and lies within the surface watershed of the Shawsheen River.
The existing Site is predominantly lawn with an existing one-way campus site drive and associated head-in parking spaces.At the center of
the Site is a statue of Christ the Teacher,with connecting walkways and views between the Andover Street/Route 114 intersection and the
front entry of the Collegiate Church of Christ the Teacher.

The Project will entail the construction of a 77,600 square foot building (Building 1)situated along Turnpike Street and a 62,000 square foot
building (Building 2)situated along Andover Street.The building program is summarized in Table 1.0 below,and please refer to Exhibit
for associated renderings:

The Project will also include improvements to the existing Medina Drive,enhancement of the pedestrian and view corridors between Route
114 and the Collegiate Church of Christ the Teacher, utility infrastructure,a stormwater management plan and associated landscaping.

In accordance with the Site Plan Review requirements,abutter notifications are being provided via certified mailings to abutters in both
Andover and North Andover.Certified abutters lists obtained for these notifications are included as ExhibitA4.
Zoning
The Site is located within the Residence 3 (R3) District of the Town of North Andover.The Project conforms with the R3 minimum lot area
and width,frontage,and setback dimensional requirements(refer to Zoning Summary Chart on Sheet C3.0).The project is seeking relief
from the building height requirement. Included as Exhibit B1 is the Determination that the Project falls under the Dover Amendment from
the Building Commission,dated August 4,2023.The building height request is being proposed in context of similar precedence of existing
buildings along this portion of the Route 114/Turnpike Street corridor and adjacent campus buildings,please refer to the diagram included
as Exhibit B2 for identification of these precedents.
Proposed building heights have been calculated in accordance with the Town of North Andover Zoning ByLaw§195-2.1,as the"vertical
distance as measured from the average finished grade level adjoining the building at all exterior walls to the highest roof surface, but shall
not include chimneys,spires or mechanical equipment or penthouses used for enclosure of mechanical equipment."Supporting average
grade calculations are included as Exhibit B3.
Utilities

The proposed buildings will discharge sanitary sewer via new gravity lines and connect to the existing 8"sewer line on campus that
connects to North Andover's 15"municipal sewer main in Andover Street,ultimately tributary to the Greater Lawrence Sanitary District
treatment plant.The Project is expected to generate an increase of 35,910 gallons per day(GPD) based on DEP rates per 310 CMR 15:

The Project proposes domestic service and fire protection connections to each building.The water lines will come off the existing water
distribution system within the College which is a 10"water loop on the Town of North Andover system,which connects from the campus at
both Route 114/Turnpike Street and Andover Street.As noted in the calculations included in Exhibit C1,estimated water demand for the
full build-out of the Project is 39,501 GPD based on a 10-percent increase over the estimated sewer flows to account for non-consumptive
uses.
Il Fire IIRimotectiori
In alignment with current applicable regulations,the proposed buildings will be provided with a full sprinkler system and fire alarms per
NFPA requirements.
Two(2) new fire hydrants are proposed for the project,which shall be located within 100-ft from each building's fire department
connection (FDC).

Electric utilities to the proposed buildings are proposed to be provided from the existing overhead wires along
Andover Street. Connection to the existing overhead utilities will be via risers such that all new electric infrastructure,
except surface equipment required to support the Project loads, will be installed below grade in conduits/ductbanks
and manholes.Telecommunication utilities will be pulled from the existing below grade campus fiber system from a
structure to the north of the Collegiate Church of Christ the Teacher.All electrical and telecommunications services for
the Project will be coordinated with the associated utility providers.
Gas
Gas service to the new buildings are proposed to be provided via a connection to the existing 6" main in Andover
Street and coordinated with the utility provider. Each building will have a gas-powered generator for emergency
power.

The Project includes new high-efficiency lighting on site consistent with the Merrimack College campus standard
themes, to ensure adequate lighting is provided for pedestrian and vehicular safety of the reconfigured Medina Drive
and pedestrian areas on site.The proposed lighting will minimize spill and glare onto adjacent areas.
Parking, Access and Circulation

The Project includes reconfiguration of the existing one-way Median Drive that circulates around the Collegiate
Church of Christ the Teacher, to a new two-way, 24-ft wide campus drive from the main entrance at Flaherty Road.
Angled parking along the existing drive is being removed and replaced with a new accessible drop-off along the north
side of the reconfigured drive.The drop-off is also anticipated to be used by the Warrior Shuttle with access to off-
campus locations for remote parking and activities.
The Project also creates pedestrian connectivity throughout the site, establishing accessible routes from the Collegiate
Church to each of the proposed buildings as well as to the intersection of Route 114/Turnpike Street and Andover
Street.

In recent years, VHB has completed multiple parking assessments on the Merrimack College campus.A
comprehensive parking assessment was initially completed in April 2014. Since the time of that assessment, Merrimack
College has completed a number of projects on campus that have altered some of the parking lots and areas.An
updated assessment was conducted in 2019,which captured the changes to parking lots throughout the campus.The
campus parking supply was reviewed based on existing site plans and was verified through the field inventory

conducted in March 2019. The campus currently provides 1,881 parking spaces located in 31 parking lots and areas
across the campus. Based on the parking occupancy data collected by VHB in March 2019, the overall campus parking
supply versus demand is shown in Chart 1 below.

Source Parking occupancy counts conducted by VHB on March 19,2019.
As shown in Chart 1, the overall campus parking supply is 1,881 spaces and the demand varies over the course of the
day ranging from a low parking demand of 806 occupied spaces (approximately 43-percent of the supply) at 7:00 AM
to a high parking demand of 1,614 occupied spaces (approximately 86-percent of the supply) at 12:30 PM. The period
with the heaviest parking demand is between 9:00 AM and 3:30 PM.
The Project includes the removal of forty (40) existing angled parking spaces along the existing one-way Medina Drive.
Based on the 2019 parking counts,which showed an excess of 267 parking spaces during the peak demand, the
removal of 40 parking spaces is not anticipated to result in a parking deficit in the future. In addition, it should be
noted that the College also uses remote parking areas off-campus in Andover and North Andover, which can be
accessed via the Warrior Shuttle. Lastly, the proposed buildings are intended to house Freshman and Sophomore
students,who are encouraged not to bring vehicles to campus, thereby limiting parking demand associated with the
Project.

Erriergency Access
Emergency access is provided for the new buildings in conformance with NFPA Section 18,as summarized in Exhibit D1. Fire access lanes
with minimum unobstructed widths of 20-ft are comprised of the surrounding roadways of Route 114/Turnpike Street,Andover Street,and
the reconfigured Medina Drive.An additional area has been incorporated as a limited vehicular zone to allow emergency vehicles to access
in the area between the proposed buildings.These access roads are provided within at least 250-ft of all portions of the fully-sprinklered
buildings,and within 50-ft of at least one door for each building.

Service areas for each building have been established on the opposite sides of the main pedestrian corridor,to include utility equipment
yards for transformers and emergency generators,as well as trash enclosures for dumpsters. Each area is provided for service vehicles to
access off of the reconfigured Medina Drive,and the enclosures are supplemented with additional plantings for improved screening.

17. Information Required for Limited Site Plan Review
A. Limited Site Plan Review form, along with any fees as may be set;
B. Drawings prepared at a scale of one inch equals 40 feet or larger, or at a scale as approved in
advance by the Town Planner. Revised plans shall contain a notation listing and describing all
revisions, additions, and deletions made to the originally submitted plans and the date of each.
C. All site plans shall be prepared by a certified architect, landscape architect, and/or a civil
engineer registered in the Commonwealth of Massachusetts. All landscape plans shall be
prepared by a certified landscape architect registered in the Commonwealth of Massachusetts.
All building elevations shall be prepared by a certified architect registered in the
Commonwealth of Massachusetts. All stormwater management plans and drainage calculations
must be submitted with the stamp and signature of a professional engineer(PE) licensed to
conduct such work in the Commonwealth of Massachusetts.
D. The following information must be submitted along with the application:
a. North arrow/location map. A North arrow and a location map showing surrounding
roadways and land uses adjacent to the site at a scale of one inch equals 1,500 feet. The
location map should show at least one intersection of two existing Town roadways.
b. Survey of lot/parcel. A boundary survey conforming to the requirements of the Essex
County Registry of Deeds Office. The survey shall be dated and include any revision
made to the survey or site plan. Any change in the survey shall be recorded before site
plan approval may be granted.
c. Name/Description of project. The name of the development and the names, addresses
and telephone numbers of the project listing tenants, land uses, development phases, or
other pertinent information necessary to evaluate the proposed development plan.
d. Easements/Legal conditions. Identification of easement(s) or legal encumbrances that
are related to the site's physical development, and a listing of any condition(s)placed
upon the site by the Board of Appeals, Planning Board, Conservation Commission, or
any public body or agency with the authority to place conditions on the site's
development.
e. Topography. The present and proposed topography of the site,utilizing two- foot
contour intervals. Existing topography 50 feet beyond the perimeter of the parcel as it

appears on the most current Town of North Andover topographic mapping shall also be
shown.
f. Zoning information. All applicable Zoning Bylaw information shall be provided
regarding the site's development. This information shall be placed in a table and list all
parking, setbacks,percent of lot coverage, floor area ratio,number of dwelling units,
total amount of square feet, size of signs and any other applicable zoning information
necessary for the proper review of the site plan by the Town Planner and Planning
Board.
g. Drainage area map. A drainage area map showing pre- and post-construction
watersheds, subwatersheds and stormwater flow paths, including municipal drainage
system flows.
h. Stormwater management plan. All applications for site plan review shall include the
submittal of a stormwater management plan prepared in accordance with the latest
version of the Massachusetts Stormwater Handbook and additional criteria established
herein and demonstrating full compliance with the Massachusetts Stormwater Standards
and the North Andover Stormwater Management and Erosion Control Regulations
promulgated under Chapter 165 of the Town Bylaws (Stormwater Management and
Erosion Control Bylaw).
i. Building location. Identification of all existing and proposed structures located on the
site. The number of stories, overall height in feet and gross floor area in square feet of
all structures shall be indicated.
j. Building elevation. A drawing of the exterior of the building, as viewed from the front
(street view),must be submitted. The Planning Board may request side and rear views if
relevant to the Board's review. This drawing must be at least eight inches by 11 inches
in size.
k. Location of parking/walkways. Identification of the location of all existing and
proposed parking and walkway areas, including curb cuts that will be used to access the
site from adjacent roadways, or access points.
1. Location of wetlands;notice of intent. All resource areas as defined in MGL c. 131, §
40, and/or the Town of North Andover Wetland Protection Bylaw(Chapter 190), shall
be shown on the site plan. If applicable,the applicant shall file a notice of intent with
NACC concurrently with the application to the Planning Board for Limited Site Plan
Review.
m. Location of roadways/drives. Identification of all rights-of-way and driveways,
including the type of curb and gutter to be used, and their dimensions. Distances to all
the nearest roadways and/or curb cuts shall be shown for both sides of any street which
is adjacent to the site.
n. Outdoor storage/display areas. Identification of the location and type of outdoor storage
and display areas on the site.
o. Landscaping plan. The general outline of existing vegetation,wooded areas, significant
trees,unique species and/or tree clusters and the extent of all vegetation,wooded areas,
significant mature trees (>12 inches DBH),unique species and/or tree clusters to be
removed and identification of the location and landscape schedule of all perimeter and
interior landscaping, including but not limited to proposed paving materials for
walkways, fences, stone walls and all planting materials to be placed on the site. Any
landscaping required by the Town bylaws shall be indicated on the site plan in tabular
form showing the amount required and the amount provided.
p. Refuse areas. Identification of the location of each outdoor refuse storage area,
including the method of storage and screening. All refuse areas must be fully enclosed.

q. Lighting facilities.Identification of the proposed illumination,indicating the direction
and the degree of illumination offered by the proposed lighting facilities,including an
example of the light fixture to be used.
r. Commonwealth review.Any information required and submitted to any agency of the
commonwealth shall be filed with the Planning Board upon the initial submission of the
project for Board review.
s. Utilities.All utilities,including water line locations,sewer line locations and profiles,
and storm drainage systems.
E. If a waiver request for is sought for information required pursuant to 17.D.a through s the
applicant shall request the waiver in writing and mM be required to submit sppportipgg
information. The Planning Board ma y glant a waiver from these submittal requirements if
it finds that such information is not needed for a thoroujzh review of the application..
18. For new construction,a description of erosion.and sedimentation control measures,including the
location and specifications of temporary and permanent measures and a schedule of operations
indication the starting and completion dates for each phase of construction.shall accompany the plan.

The Corner Development Project at Merrimack College will have a positive impact on the campus and
North Andover communities.As provided within the technical information in the application, positive
impacts associated with the Project forNorthAndoverindude:
m Creating a new accessible pedestrian connection between the Route 114/Turnpike Street
intersection to the Collegiate Church of Christ the Teacher, along with on-campus accessible
walkways within the new project.
w Creation of two-way vehicular circulation and supplemental emergency access routes between
the new buildings for North Andover first response vehicles.
• Enhancement of the pedestrian and view corridors from Route 114/Turnpike Street onto
campus, including enhancement of the existing Christ the Teacher statue.
