(NEI), the attached Construction Management Plan (CMP) has been developed for review and approval by the North Andover Department of Public Works (DPW). This CMP includes the following: Written agreement describing construction activities; Construction Management Plans, dated May 2,, 2024, and; Construction Schedule. Developer: Greystar KC Horton 1 Federal Street Suite 1804 Boston, MA kc.horton@greystar.com The project will develop two student residential buildings on the current site known as "The Corner", a manicured lawn at the corner of Elm Street and Turnpike Street (Routes 114 and 125) on the campus of Merrimack College in North Andover, Massachusetts. 2 Construction Methodology 21111'll Aclt]�V�[Ity S&��,''iedLfl��ei Throughout the site development, construction will occur in multiple phases. Typical (Monday— Friday) 7:00 AM —6:00 PM 9:00 AM —4:00 PM rsaturday (by permit only) 7:00 AM —6:00 PM 9:00 AM —4:00 PM Should there be any construction activities that may require construction to take place outside of the normal working hours, it will be coordinated with the North Andover DPW and the Merrimack College Facilities Department. 2,,,2 Co���111�isllt��Ri a��111�1111CJ The proposed staging plans will be designed to isolate the construction while providing safe access for pedestrians, and automobiles during normal day-to-day activities and emergencies. All construction activity will be kept within the designated areas via chain link fence with dust control scrim, as approved by the CMP. All staging will occur within the area bounded by the project fence. All gates will be locked at the end of each work day. The Contractor will be responsible for unlocking and locking the gates daily. The abutting sidewalks along Elm Street and Turnpike Street will be maintained throughout construction. Construction vehicles and delivery trucks will enter and exit via Rockridge Road throughout construction. Police detail officers will be present, as necessary, to hold vehicular and pedestrian traffic while the trucks are entering and exiting the site. Construction vehicles will be stored in the designated area off of Burke Road. 2.2.1 Phase 1.- Mobilization and Setup (ref. CMP-5) This phase involves the following: 0 Establish perimeter fencing 0 Establish E+S controls 0 Establish temporary construction facilities 0 Install water main During this phase, materials delivery trucks will be onsite. 2.2.2 Phase 2.- Building 1 Excavation (ref. CMP-6) This phase involves the following: Building 1 strip topsoil Building 1 foundation stone Install hydrants During this phase, excavators and bulldozers will be onsite. 2.2.3 Phase 3.- Excavation and Concrete (ref. The project site will be enclosed with a construction fence. In addition, sidewalk areas and walkways near construction activities will be maintained throughout construction to protect pedestrians to ensure their safety. Police details will also be used to direct traffic and access in and out of the jobsite when required. Construction procedures will be designed to meet all Occupational Safety and Health Administration (OSHA) safety standards for specific site construction activities. 3 Material Handling 31111"111111 C 0 S''t 1, Waste The contractor will take an active role with regards to the reprocessing and recycling of construction waste. The excavation contract, if applicable, will include specific requirements, which will ensure construction procedures allow for necessary segregation, reprocessing, re-use, and recycling of materials. For those materials that cannot be recycled, solid waste will be transported in covered trucks to an approved solid waste facility, per the Department of Environmental Protection (DEP) Regulations for Solid Waste Facilities, 310 CIVIR 16.00. This requirement will be specified in the disposal contract. 3,,,2 ................ &�nd ...............o a d 9 Dumpsters will be located within the construction area perimeter. Dumpsters will be secured with odor and dust control measures and will have proper permits. Dumpster pick-ups to be done during normal construction hours and will avoid peak traffic periods. Loading and unloading of the dumpsters will take place with-in the proposed fence areas. 4 e4e�Nitsch Engineering 4 Construction Traffic Impacts 111,,111111 ����10L,Jltes &��1'1111id Truck traffic will vary throughout the construction period, depending on the activity. Construction truck access to and from the Project site for contractor personnel, supplies, material deliveries, and removal of excavated materials for the Project shall be limited to the routes set forth on the, "Truck Routing Plan" of the Construction Management Plan. These routes will be mandated as a part of all subcontractors' contracts for the Project. The impact of construction trucks in the evening peak hour is expected to be insignificant because all deliveries will be scheduled for off-peak hours (9:00am—4:00pm) to the extent possible. Trucks coming to and from the site are required to use major arterial roadways or highways and not local streets. The selection of proposed truck routes is based on the following criteria: Minimizing truck activity in the residential neighborhoods; Designating specific roads where trucks are permitted; and Providing access to and from the major arteries (e.g. Interstate 93, 495) The attached "Truck Routing Plan" outlines truck delivery routes to and from the project site. 111111�1111,,,2 011flf,11111111111s��[Ite Slltag������111111g The contractor will utilize an off-site staging area off of Burke Road on the Merrimack College campus to stage construction vehicles and trailers. All deliveries will be closely coordinated. All concrete trucks will be radio dispatched and controlled to avoid standing. Any truck unable to immediately access the jobsite upon arrival shall be directed to the . d1iiii,3 V&��,i���6��e Access Access to the site for emergency vehicles will be maintained at all times. The proposed staging plan is designed to isolate the construction while providing safe access for pedestrians and automobiles during normal day to day activities and emergencies. All construction material delivery trucks will be loaded and unloaded inside the construction fence throughout the course of the project. Trucks and equipment will follow the designated truck route and be staged at the designated areas on the CMP. 5 Construction Amir Quality To reduce emission of fugitive dust and to minimize impacts on the environment, the contractor will adhere to a number of strictly enforced mitigation measures, including the following: When needed wetting agents will be used to control and suppress dust that has the potential to become airborne by wind. All trucks for transportation of construction debris will be fully covered. All storage containers will be covered at the end of the work day. Construction practices will be monitored to ensure that unnecessary transfers and mechanical disturbances of loose materials are minimized and that any emissions of dust are negligible. Sidewalks will be cleaned regularly to minimize dust accumulations. If any contaminated soil is encountered during excavation a Licensed Site Professional (LSP)will be on-site to oversee work associated with handling, treatment, stockpiling and removal of soil. 5,2 ��46��se Every reasonable effort will be made to minimize the noise impact of construction activities. Mitigation measures will include: 0 "No idling" signs will be posted at all load i ng/del ivery and pick-up/drop-off areas and at surface parking spaces. Trucks may not idle on site for more than 5 minutes unless their operation is dependent on the vehicle to be running. The contractor will follow regulations in the MA Sate Anti-idling law. 0 Locating noisy equipment as far as possible from sensitive areas. 0 Identifying and maintaining truck routes to minimize traffic and noise throughout the Project. 0 Replacing specific construction techniques by less noisy ones where feasible (e.g., using vibration pile driving instead of impact driving, if practical). 0 Work Shall be performed as to prevent nuisance noise conditions that are preventable (e.g., un- maintained equipment, brake squeal, act.). NO WORK, including equipment warm-up and truck queuing or idling, will be permitted at the site prior to 7:00 A.M. 6 Additional Construction Moltmigaflon Measures All means and methods for performing work at the Project site will be evaluated to minimize potential vibration impacts on the adjacent properties and other nearby buildings. 6,2 &��,��Iiow The contractor will remove snow from all public areas affected by their work and within the site fence. This will be done daily as necessary, to ensure that all sidewalks are clear of snow and ice. Under no condition will the removed snow be disposed of on public property. 6,3 U lt� ty C o��11 e c1t o s There will be multiple utility connections on this project, most utilities will be located onsite, but some may affect Elm Street. All utility connections will require coordination with each respective utility company and the North Andover DPW. Road closures and street opening permits will be submitted for approval accordingly prior to the start of each task. 6 e4e�Nitsch Engineering Street cleaning will take place daily or as required (see dust control and snow removal sections below for more information). 6,,,5 An infestation of rodents in the jobsite is a serious problem. In order to control this infestation, the Contractor enforces the requirements established under the Massachusetts State Sanitary Code, Chapter 11, 105 CMR 410.550 and the State Building Code, Section 108.6. The contractor will implement a rodent control program to be administered by a licensed pest control contractor. Rodent control measures will be in-place prior to, during, and following construction activities. The program will include performance of extermination and control procedures on a bi-weekly basis, and the placement of tamper resistant bait boxes around the perimeter of the site. 6,,,6 Site dewatering is expected to be limited and will be in accordance with the applicable stormwater pollution prevention plan (SWPPP) or National Pollutant Discharge Elimination System (NPDES) requirements for sedimentation control. Groundwater levels will be monitored during the construction process. 61111"117 111, A��L)i rt"W��,,&��,111��A Age���,��icy Greystar recognizes the challenges of building construction in a location with overlapping jurisdictions and the importance of responding to the needs of agencies with authority over abutting areas. The Massachusetts Department of Transportation Highway Division, which has jurisdiction over Elm Street and Turnpike Street adjacent to the project site, will be informed of the progress of construction, and appropriate Access Permits will be submitted as necessary for construction access and utility connections. As appropriate, Greystar has coordinated construction activities with the Merrimack College Facilities Department and other on-going construction projects in the area to help minimize the impacts to the community. 7 Emergency Contacts A 24-hour emergency contact list will be provided to all parties involved in the project prior to start of construction and maintained throughout construction. Greystar Contact: Chris Yokum 978-886-4752 8 Special Conditions Community Outreach: Greystar and Merrimack College will provide notices and updates on progress and upcoming expectations for the construction activities. At all times during construction activity there will management staff on-site and available for assistance. Proper 24-hour emergency contacts and information will be provided. The contractor will replace, in kind, any pavement markings, signage, and/or other traffic equipment damaged as part of construction activities.
