Orange Avenue, #317 New Rooftop WSF Application Orlando, FL 32806 Tel: 877.438.2851 Fax: 877.220.4593 January 21, 2020 Ms. Jean Enright, Director Town of North Andover Planning Department 120 Main Street North Andover, Massachusetts 01845 RE: Verizon Application for New Wireless Facility 315 Turnpike Street Dear Ms. Enright, At your request, on behalf of the Town of North Andover, Massachusetts (the "Town"), CityScape Consultants, Inc. ("CityScape"), in its capacity as telecommunications consultant for the Town, has prepared this supplemental review to address additional information provided by the Applicant regarding a new Verizon wireless facility on the roof of the Rogers Center for the Arts Building at Merrimack College. CityScape submitted a report, dated December 2, 2019, that considered the merits of the application for the new facility and made recommendations to assure that the design of the facility meets the Town's and FCC standards. The first request for additional information, which was recommended by CityScape, was for the Applicant to revise the Application to resolve the discrepancy in the number of individual antennas to be mounted on the building roof. Based on the additional information, the number of proposed antennas is sixteen (16), four (4) per sector, which are shown and described in the application cover letter, Construction Drawings and Photo Simulations that were included in the originally-submitted Application. The RF Report, RF Emissions Report and Structural Analysis Report in the original Application all stated the number of antennas as eight (8), two (2) per sector; thus, as requested, the Applicant submitted revised reports in place of these three original reports to correct the number of antennas now known with complete certainty to be proposed. The new RF Report has been changed to specify the number of antennas as sixteen (16), four (4) per sector. The RF Emissions Report has made this same change to its antenna data parameters used the RF exposure analysis. As expected, the conclusion is the same as the previous one, that the North Andover,Massachusetts Proposed New Verizon Wireless Site Ck''yscam, January 20,2020 IN s k d, "I"' J T C Page 2 proposed antenna installation would not cause RF exposure levels at any location at street level or inside the building to exceed Maximum Permissible Exposure (MPE) Limits, as applied to members of the public and set by the FCC. If this site is approved by the Town, we again stress that: 1) access to the rooftop should be restricted only to authorized persons and that areas around the antennas that may exceed the occupational MPE limits should be clearly marked; and 2) all roof entryways should have signs warning of high RF fields. The new Structural Analysis Report also specifies the correct number of proposed antennas and Remote Radio Heads (16 each). This report concludes that the existing rooftop and antenna mounts are "capable of supporting the proposed equipment loading." The stress ratios of the rooftop and antenna mounts were found to be 58% and 74%, respectively, which are acceptable levels. At the request of the Town, the Applicant has also submitted a new Site Plan and an Aerial Photo Map, both showing a three hundred (300) foot perimeter extending out from the sides of the Rogers Center building. The photo map shows the above-ground heights of all the buildings within the 300-foot perimeter. This information will be used by the Town to determine whether the proposed antenna structure height meets the requirements of§195-8.43.0 of the North Andover Wireless Service Facility regulations. This engineer has found all building heights shown in the photo map to be in close agreement with those found using the Google Earth program with 3D Buildings Layer.
