Dear Chair Lis and other Board Members:
,On behalf of the Applicant, East Mill Housing LLC, l am pleased to submit the enclosed
Comprehensive Permit Application with supporting documentation for a proposed residential community
known as Zero Prescott Street(the"Project'),which consists of 296 rental units in two buildings and a
connected multi-story parking garage. The proposed project would replace an existing, underutilized
parking garage on a 6.13 acre portion of the existing East Mill campus at the site of the historic Davis &
Surber Machine Shop. As described in the attached Application, the Project is consistent with a number
of the Town's stated planning goals and received a Project Eligibility Letter from MassHousing,
The Project as proposed is consistent with uses proposed for this site dating back to the Planned
Development District Special Permit approved in 2007 and the series of subsequent approvals as the
former Machine Shop campus has been redeveloped and has evolved into a thriving mixed-use
community. This proposal presents an opportunity to transform an underutilized site with existing
infrastructure that is especially well suited to multi-family housing use.
This Project will also contribute to further economic development of North Andover's downtown
and facilitate sustainable development goals that encourage walkablle communities close to existing
commercial and other uses while offering efficient use of paved areas for shared parking. The project
team and I look forward to working with the Zoning Board of Appeals, other Town officials, and the public
