A. The Applicant
East K4i|| Housing LLC, as Applicant, and with its affiliate, RCG LLC, is an experienced nnu|titsnni|y real
estate owner, developer, manager and investor which strives to create vibrant communities through the
development of high quality affordable and mixed income housing, where people of modest means and
others can live with dignity and respect in homes they can afford.
With respect to the Project, theApp|ioantagreestoabidebytheternnsandoonditionsinnposeduponit
under M.G.L. o.40B and the 40B Regulations, and to conform to the requirements of the subsidy, the
Federal Home Loan Bank ofBoston'sNEF Program where K4assHousing acts as the Project Adnninistrator.
In that regard, the Applicant will enter into a Regu|atoryAoneennent with K4assHousing, which will be
finalized, signed and resubmitted to the Zoning Board of Appeals as part of Final Approval after the
issuance of Comprehensive Permit to establish its limited dividend status as required by the 40B
Regulations and Section 3.O1(g)(i\ of the ZBARules.
B. Site Control
The Applicant's control of the Property within the meaning of 760 CK4R 56.04(1)(o\ of the 40B
Regulations, and Section 3.01(g)(iii\ of the ZBA Rules, is evidenced by K4assHousino^s issuance of
written determination ofProject Eligibility, and is further evidenced by purchase agreement entered
into by East Mill Housing LLC with RCG North Andover Mills LLC, an affiliate of the Applicant which is the
record owner of the Property, and maintaining such interest in the Site as is deemed by K4assHousing,
as the Subsidizing Agency, to be sufficient to control the Site as required under Section 56.04(l)(c) of the
Chapter4OB Regulations. A copy of the Deed and Purchase Agreement are attached hereto in Section
��E.
C. Project Eligibility
As evidenced by the written determination of Project Eligibility, dated September 16, 2025, issued by
K4assHousing pursuant to 760 CK4R § 56.04(7) and Section 3.01(g)(ii\ of the ZBA Rules, the Project is
presumed fundable under the Federal Home Loan Bank of Boston's New England Fund Program with
K4assHousing acting as Project Administrator. A copy of the K4assHousing Project Eligibility Letter is
attached in Section IV.F herein.
|||. SITE/EXISTING CONDITIONS REPORT
A. Site Location,Zoning,Access and Topographical Features(Section 3.01(b) mf the ZBA Rules)
(i) Existing Conditions.
Zero Prescott is located on a 6.13-acne lot (Assessors Map 68, Lot 1O) that was approved as part of
the subdivision of the East Mill property within a master planned Mill Complex development that over
the last 18 years has evolved from a substantially vacant office complex to a thriving mixed-use
community including restaurants, apartments, and a variety of retail, medical, office and personal

services uses.
The Site was historically part of about 40 acres of land comprising the Davis and Furber Machine Shop
complex (the "Mill Complex") which was a manufacturing company formed in 1851 which produced
carding machines, spinning jacks, and other machinery used to process wool. By the early 1860s, the
expanding company built a foundry to cast metal machine parts and machinery principally for the
textile industry.That Mill Complex subsequently closed in 1981, and was subsequently redeveloped in
the early 1980's into an office complex for large high-technology companies by other parties. RCG and its
affiliates purchased a portion of the Mill Complex in 2007, consisting of 22.8 acres of land and now
known as East Mill, and which was largely vacant at the time of purchase. The Site is located within
East Mill. In 2014, RCG and its affiliates purchased the second portion of the former Mill Complex, now
known as West Mill, consisting of approximately 18.5 acres. Through a series of acquisitions, sales, and
investments, both East Mill and West Mill have been redeveloped into a thriving mixed-use
neighborhood with almost 300 apartments and a mixture of retail, restaurant, medical, and
professional offices.
The Site is currently improved by a 2-story parking garage building built in the early 1980's that is
underutilized and in poor condition. In addition to the garage, the Site consists of parking, driveway
access and open space currently providing parking associated with the Mill Complex. Below is a
timeline of permits relevant to the parcel in question:
• 1984: North Andover Zoning Board of Appeals issues a special permit for the construction of the
current 2-story garage to support the conversion of the historic mill complex into professional
office space.
• 2007: RCG North Andover Mills LLC acquires the Site as a part of all the related land and mill
buildings on the east side of High Street now known as East Mill.
• 2007: North Andover Planning Board (NAPB) approves a Phase I Planned Development District
(PDD) and Site Plan Special Permits for site improvements, roadway improvements, and a first
phase of the conversion of the mill buildings to residential and retail uses.
• 2008: NAPB approves a Phase II Preliminary Special Permit, proposing a master plan allowing
further redevelopment of the existing East Mill buildings and two phases of ground up multi-
family development, including approximately 98 units where the garage building currently sits
on the Subject Property.
• 2008: NAPB Approves Phase ILA Definitive PDD and Site Plan Special Permits for additional
residential conversion of existing mill buildings at East Mill.
• 2014: RCG West Mill NA LLC buys the mill buildings on the west side of High Street, allowing
RCG LLC to expand the master plan to redevelop West Mill on behalf of the two ownership
groups.
• 2015:Town Meeting approves the rezoning of East Mill and West Mill under the Downtown
Overlay Subdistrict A: Historic Mill Area, which applies to both East Mill and West Mill, including
the Site.
• 2018: NAPB approves Phase 11.13 Definitive PDD Special Permit, Site Plan Special Permit and
Parking Special permit for the construction of a new 51-unit multifamily building on what is now
Lot 2 of the East Mill Subdivision, and which is now owned by Avalon Bay Communities.

• 2020: NAPB approves Definitive Subdivision Plan establishing the 0 Prescott Street parcel as a
new Lot 3 of the East Mill Subdivision ("Lot 3").
• 2021: NAPB approves Subdistrict A Definitive Master Plan Special Permit,which includes 89
residential units to be constructed on what is now known as Lot 1 of East Mill.
The Site is located at the corner of High Street and Prescott Street between State Route 133/125
(Chickering Road) to the east via Prescott Street and 1-495 to the west via Sutton Street.The Site is
bordered: to the north by Prescott Street and single family residences located to the north of the Site
and across Prescott Street; to the east, by an existing 51-unit multifamily building permitted by RCG,
but now owned by Avalon Bay Communities, beyond which is a 180-unit residential condominium
complex built in 1968 called Meadowview Condominium off Walker Road; to the south by the existing
East Mill brick building complex containing residential rental units, and commercial uses including
restaurants, retail stores, and professional offices which extend southerly from High Street to Water
Street; and to the west, across High Street, a 170-unit multifamily rental complex also owned by Avalon
Bay Communities, the other buildings in the West Mill complex, and beyond which are the Sutton Pond
Condominiums including 188 condominium units which included the redevelopment of a mill complex
in 1994.
(ii) Project Site Location
The proposed Project includes demolishing the existing garage and other existing improvements and
redeveloping the Site with a new 4/5 story garage structure with 397 parking spaces flanked by two
4/5 story residential buildings totaling 296 units, including Building One and Building Two. The existing
surface parking lot to the south will remain and be improved. Of the total of 296 rental units, 222 units
priced at market rents and 74 units income-restricted in perpetuity to households earning at or below
80%of area median income. Building One will have 150 studio, one-, two-, and three-bedroom units
and Building Two will have 146 studio, one-, two-, and three-bedroom units.
Both buildings will be 4/5-story elevator buildings with apartment flats. All units will be visitable
Massachusetts Group One units. Five percent of the first-floor units will be Massachusetts Group Two
accessible units and two percent will be Hearing Impaired units.The development will offer 47 studios
(16%), 119 one-bedroom units (40%), 99 two-bedroom units (33%,) and 31 three-bedroom units (10%).
All the units will be eligible to be counted on the Town's SHI, and to the extent approved by
MassHousing, 70% of the units will carry a local preference.
The Site is walkable to downtown Main Street, to local schools and parks, and is in a transit-oriented
location. Restaurants and other services are located along High Street on the East Mill and West Mill
campuses, and additional services are located in the traditional Downtown area along Main Street a
short walk away. The nearest bus stop is 0.4 miles or a 10-minute walk from the Site. The Merrimack
Valley Regional Transit Authority (MeVa) operates Route 3 connecting North Andover to the Commuter
Rail (Lawrence Station on the Haverhill MBTA Line) at McGovern Transportation Center in Lawrence
every 30 minutes. It also provides local service to Market Basket and other retail facilities, as well as
the Andover-North Andover YMCA.

The Site is within a mile of multiple schools, municipal services, and recreation opportunities.The Mills
to Hills Trail can be accessed from within the Mill Complex and provides access to Weir Hill Reservation
located 1.2 miles east of the Site, which includes 4 miles of scenic trails over 194 acres of preserved
open space. The Site is also located within walking distance of four public park/recreation areas,
including: Aplin Park and Playground (0.3 mi) (18 Clarendon Street); the playing fields at North Andover
High School (0.5) (430 Osgood Street); Chadwick Playground/McEvoy Field (0.6 mi) (Chadwick Street
and 411 Sutton Street); and Grogan's Field (0.8 mi)(67 Baldwin Street). There are two nearby McVa
bus routes, Route 3 providing access to McGovern Transportation Center in Lawrence and Route 14
which runs along Sutton Street.
(iii) Zoning
The Site is currently located within two different underlying zoning districts: Industrial S (I-S), and
Residential 4 (R-4). The Site is also located within the Downtown Overlay District -Subdistrict A--
Historic Mill Area (the "Mill Subdistrict") which allows detached one-or two-family homes, multifamily
dwellings of up to 6 units, townhouses, retail establishments, child-care facilities, businesses and
offices, restaurants and cafes, and clubs, theaters, and recreation halls by right, and allows both
multifamily dwellings having seven or more units, and mixed-uses by special permit. The Downtown
Overlay District -Subdistrict A-- Historic Mill Area Zoning District was approved by Town Meeting vote
in 2016 in an effort to accommodate the uniqueness of East Mill and West Mill in terms various
building sizes and types, and encourage the continued development of multiple uses within the mixed
use complex. The Site falls just outside of the Machine Shop Village Neighborhood Conservation
District.
The Applicant has requested certain waivers from the Zoning Bylaw requirements and other waivers
from local Town of North Andover requirements listed and attached hereto in Section IV.G. Other
than the requested waivers detailed in Section W.G., the Project will comply with all other local
bylaws, regulations and other local requirements, and must comply with applicable federal and state
laws, regulations, and policies.
(iv) Site Access
Primary access to Zero Prescott will be via the existing driveway entrance off of the adjacent
subdivision road extending onto High Street which is also currently, and will continue to be, shared
with the other uses at East Mill.
(v) Topography
The Site generally slopes upward to the north toward Prescott Street. Slopes range from 1%to 5%from
High Street to the driveway entrance and the surface parking, and approximately 2% to 3% from the
surface parking in the immediate vicinity of the existing parking garage, and then the slopes upward to
the north along Prescott Street. Approximately 51% of the Site will remain as open space, primarily
serving as a buffer to adjacent properties, and preserving mature vegetation in these areas to the extent
reasonably possible.

B. Utilities.
The Project will use existing public water and sewer infrastructure readily accessible to the Site and
available on or adjacent to the Property. An existing 12-inch water line currently extends along and
into the Property from High Street and currently provides water service to the other buildings at East
Mill. Hydrant flow tests, if necessary, will be performed in the area to confirm adequate flow and
volume exists prior to design of the fire suppression system. The public water supply system is
operated by the Town of North Andover.
An existing 24-inch sewer line located on High Street will be extended onto the Site to connect to the
Project buildings, this public sewer line is operated by the Town of North Andover, and extends and
connects to the Greater Lawrence Sanitary District regional wastewater treatment facility located off
Sutton Street in North Andover. Electric and broadband internet service will be provided through
National Grid. Natural gas is available but is not expected to be used for the Project.
C. Wetland Features/Estimated Habitat
A review of the Property performed by Civil Design Group, Inc. (CDG) did not identify any wetland
resource areas and associated buffer zones on or within 100 feet of the Property. Accordingly, there
are no wetland resource areas subject to the jurisdiction of the North Andover Conservation
Commission both pursuant to the State Wetlands Protection Regulations and the Town of North
Andover Wetlands Protection Bylaw (Chapter 190 of the Town Code) and associated North Andover
Wetlands Protection Regulations (Chapter 260 of the Town Code).
Based upon a review conducted by CDG, no portion of the Property is located within any special flood
hazard areas within the Town of North Andover designated as Zone A and AE on the Essex
County Flood Insurance Rate Map (FIRM) dated July 8, 2025 issued by the Federal
Emergency Management Agency (FEMA) for the administration of the National
Flood Insurance Program, and as further described under Article 4, Part 6 (Floodplain
District) of the North Andover Zoning Bylaw (Chapter 195 of the Town Code), as adopted under Article
25 of the 2025 Annual Town Meeting and approved by the Office of the Attorney General's Municipal
Law Unit by letter, dated September 10, 2025. A certification confirming the Property is not located
within a regulated floodplain is noted on Sheet 2 of the Site Plans attached in Section W.L.
Moreover, based upon a review by CDG of the most recent edition of the (151" Edition) Natural
Heritage Atlas, dated August 1, 2021, the Property is not located within any mapped Priority &
Estimated Habitats. The Site does not contain Certified Vernal Pools and is not located within an Area
of Critical Environmental Concern (ACEC).
D. Stormwater Management
The proposed Project represents an opportunity to implement new Stormwater management controls
and measures in existing paved and other areas designed to treat Stormwater. The project will also

preserve open space. The project has been designed to meet the Massachusetts Department of
Environmental Protection's (DEP's) Stormwater Management Standards as outlined in DEP's
Stormwater Handbook. When a project complies with these standards, the presumption is that the
Project is protecting public and private water supplies and groundwater supplies, providing for
appropriate flood control and storm damage prevention, preventing pollution, protecting fisheries, and
protecting wildlife habitat.
A Stormwater Management Report, dated October, 2025, was also commissioned and completed by
Civil Design Group, Inc., an Executive Summary of which is attached in Section IV.I. The results of the
study determined that there will be no material difference between post-development and existing
conditions with regards to the peak rates of runoff. The Project will result in an increase in impervious
area of approximately 0.03 acres. The increase in runoff rates from the additional impervious areas
will be mitigated through the implementation of a subsurface infiltration system. Proprietary water
quality structures will be utilized to assist in providing water quality treatment from paved surfaces.
The Project will be designed in compliance with the Massachusetts stormwater management standards
in accordance with 310 CMR 10.05(6)(k) through (q) and defined in detail in the Mass. DEP Stormwater
Management Handbook. The stormwater management system incorporates Best Management
Practices to facilitate Total Suspended Solids (TSS) removal and detention of stormwater flows. The
upgraded stormwater management system includes an infiltration system that recharges runoff and
reduces total Phosphorous and the rooftop of the garage portion of the building will be conveyed
through a water quality unit to increase TSS removal to maximum extent practicable. Stormwater shall
be managed in accordance with applicable Massachusetts Stormwater Management requirements.
The project will also be subject to operating under a Stormwater Pollution Prevention Plan (SWPPP)
developed in accordance with the requirements of the US EPA 2022 Construction General Permit (CGP)
for Massachusetts (Rev. April 8, 2025), and the Applicant will be applying for coverage under Permit
No. MAR100000.
E. Traffic and Parking
(i) Traffic
A traffic and parking analysis entitled "Traffic Impact Assessment," dated October 2025 was prepared
by Vanasse &Associates, Inc. (VAI) (the "Traffic Report"), and a copy of the Executive Summary is
attached in Section IV.J. As further described in the Traffic Report, the analysis was conducted to
determine the potential impacts on the transportation infrastructure associated with the construction
of the Project. The Traffic Report includes an evaluation of existing traffic operations, an assessment of
future conditions, an estimate of traffic volumes for the project's access requirements together with
conclusions and recommendations. The Traffic Report was performed in accordance with MassDOT's
Transportation Impact Assessment guidelines and the standards of the Traffic Engineering and
Transportation Planning professions. VAI conducted its analysis in three phases: the first stage was an
assessment of existing conditions in the study area; the second stage was to project future traffic
demand using a seven-year time horizon; and the third stage was to conduct traffic analysis to identify
projected future roadway capacities and demands. The Traffic Report made the following findings:

1. The existing traffic volume on High Street, in the vicinity of the Project was found to
accommodate approximately 6,005 vehicles on an average weekday (two-way, 24-hour
volume);
2. The Project is expected to generate approximately 1,320 vehicle trips on an average weekday
(two-way, 24-hour volume), with 117 vehicle trips expected during the weekday morning peak-
hour and 110 vehicle trips expected during the weekday evening peak-hour;
3. The Traffic Report also determined the Project will not have a significant impact (increase) on
motorist delays or vehicle queuing over existing or anticipated future conditions without the
Project (No-Build conditions), with all movements at the study area intersections expected to
continue to operate at a level-of-service (LOS) of C or better with the addition of Project-related
traffic, where an LOS of"D" or better is defined as "acceptable" traffic operations. Project-
related impacts were generally defined as an increase in average motorist delay of less than 5.0
seconds and in vehicle queuing of up to one (1) vehicle;
4. All movements exiting the East Mill driveway to High Street were shown to operate at LOS C
during both the weekday morning and evening peak hours with residual vehicle queues of up to
three (3) vehicles, which can be accommodated along the drive without inhibiting the
movement of vehicles, pedestrians, or bicyclists along High Street. All movements along High
Street approaching the East Mill driveway are predicted to operate at LOS A with negligible
vehicle queuing;
5. No apparent safety deficiencies were noted with respect to the motor vehicle crash history at
the study area intersections; and,
6. Lines of sight to and from the intersection of the East Mill driveway with High Street were
found to exceed the required minimum distances for the intersection to function in a safe and
efficient manner.
The Traffic Report concluded that the Project can be accommodated within the confines of the existing
transportation infrastructure in a safe and efficient manner with the implementation of certain
recommendations contained within the Traffic Report.
(ii) Parking
Parking within the Mill Complex works under a shared parking philosophy that has been memorialized
in local zoning. The parking provided at the Site will be designed to accommodate both the full demand
of the new units and overflow parking uses from the remainder of the Mill Complex during peak usage.
More specifically, there are currently 959 off-street parking spaces on the East Mill campus, of which
308 have been cordoned off and unused for over a year despite 90+% occupancy at the Mill Complex.
The remaining 651 parking spaces remain significantly underutilized to a combination of excess on-site
parking for existing uses and because the peak usage for the commercial buildings is during the day and
the peak usage for the residential is at night. A total of 805 spaces are required for the existing uses
under current zoning, including: (a) 557 parking spaces that are required for the mixed uses at East Mill;
(b) 212 spaces for West Mill's mixed uses; and (c) 36 shared parking spaces for residential use during
non-business hours under an easement to Avalon Bay Communities.
When the Project is complete,there will be a total of 497 parking spaces on the Site and about 892

overall in the East Mill campus including adjacent public ways. While the 497 spaces on the Site will
provide 1.7 spaces per new residential unit, in the unlikely situation where more parking was needed,
the remainder of the mill complex parking lots could be utilized by residents. Similarly, as most of the
residential parking spaces become available during working hours, excess parking demand of the
campus businesses can be accommodated on the Site. The Applicant holds the rights to allocate parking
needs around the Mill Complex and will amend any easements and other restrictions as may be
necessary to properly document the proposed shared parking arrangements.
An existing entry drive to the Site extends from the East Mill Subdivision Road that comes off of High
Street. The entry drive will lead residents and visitors to the surface parking lots and the garage
entrance. A paved roadway will provide access to the northeast side of Building Two including a fire
truck turnaround area. As to parking, the Traffic Report concluded that based on a review of parking
demand observations documented by the ITE, the proposed parking supply that will be available after
the construction of the Project is sufficient to accommodate the anticipated peak parking demand of
the existing and proposed uses within the Mill complex. See Traffic Report Executive Summary
attached in Section IV.J.
F. Approach to Site and Building Design
The proposed 0 Prescott Street development represents the latest phase of revitalization at the
historic Davis & Furber Mills campus in North Andover. Situated between the industrial mill complex
and a traditional residential neighborhood, the Project is shaped by both the architectural character,
massing, and spatial rhythms of the existing mill buildings as well as the finer-grained, domestic scale of
the surrounding homes.
i. Context&Site Integration
The Project Site is located at the northeast corner of the Davis & Furber Mills complex, on a parcel
currently occupied primarily by an underutilized parking garage. This prominent location sits at the
intersection of two distinct contexts: the robust industrial fabric of the historic mill buildings and the
finer-grained scale of the adjacent residential neighborhood. In response to this dual context, the
design adopts a sensitive and deliberate transition in both scale and materiality. Primary building
facades facing the mill campus are clad in brick, echoing the masonry construction, strong horizontal
lines, and industrial proportions that define the mill architecture.
Conversely, facades that face the residential neighborhood include one fewer story as the site slopes
downward, allowing the building massing to transition naturally to the scale of the neighborhood.
Here, the proposed use of clapboard siding draws from the traditional materials found in nearby
homes, helping the new construction integrate with its surroundings while still maintaining a coherent
architectural identity. The site is organized around a central parking garage, which is wrapped by two
residential buildings—Building One to the west and Building Two to the east.Together, these
architectural and siting strategies ensure that the proposed development reads as a cohesive and well-
integrated extension of the existing built environment, while maintaining a respectful relationship to
adjacent lower-scale residential areas.

ii. Architecture&Massing
The design draws from the utilitarian elegance of the mill buildings through simple rectilinear massing
and a consistent rhythm of vertically proportioned windows. Both Building 1 and Building 2 incorporate
architectural elements referencing the historic mills—particularly along their south elevations facing
the campus—such as brick cladding, repetitive bays, and brick articulation that suggests structural
pilasters. Corner balconies are introduced to create a subtle variation in the facade composition and to
provide visual relief at key corners of the buildings.
The buildings respond to the adjacent residential context along Prescott Street and to the north with a
reduction of one story and the introduction of upper-floor stepbacks, while employing traditional
materials and residential-scale features such as clapboard siding and a softened color palette.This dual
architectural expression allows the development to reinforce the industrial legacy of the site while
transitioning respectfully to the surrounding neighborhood.
While the long elevations of the central garage are concealed, the two short ends remain exposed.
These facades are thoughtfully integrated into the overall composition with a brick base and vertical
aluminum fins that provide texture, visual screening, and architectural continuity. This treatment
supports both function, such as ventilation, and aesthetics.
iii. Landscape&Public Realm
The Project weaves together new landscaped open spaces and pedestrian pathways to strengthen
campus connectivity and invite exploration. Buildings One and Two are anchored by lush courtyards
that serve as lively social hubs—spaces for gathering, play, and relaxation. Comfortable seating, shaded
retreats, and flexible furniture create an atmosphere that shifts seamlessly from quiet respite to active
engagement.These courtyards extend the life of the interiors outward, complementing the resident
lounge and fitness center with welcoming outdoor rooms for community and connection.
Walkways flow naturally through the site, guiding pedestrians toward amenities within the Mill
Complex and the neighboring Downtown while maintaining accessibility and visual continuity. The
planting design celebrates the regional landscape through the use of native, drought-tolerant species
selected for their resilience, texture, and seasonal beauty. This ecologically driven approach enriches
biodiversity, conserves water, and ensures a landscape that matures gracefully over time—alive with
color, movement, and a sense of place.
iv. Sustainability and Energy Efficiency
The 0 Prescott Street development is guided by a comprehensive Sustainability strategy focused on
energy efficiency, occupant health, and environmental performance.The design will comply with the
Massachusetts Stretch Energy Code (Appendix AA, 10th Edition of 780 CMR) and is targeting
performance levels that exceed baseline compliance.

Key features include:
• High-Performance Envelope: Continuous exterior insulation, advanced air sealing, and
thermally broken detailing will reduce heat loss and improve overall comfort. Windows
and doors will be specified for low U-values and high SHGC as appropriate for solar
exposure.
• Heat Pump Heating & Cooling: All dwelling units will be served by electric high-efficiency
heat pump systems.
• Energy Recovery Ventilation (ERV): Balanced ventilation with ERVs will ensure high
indoor air quality while reducing heating and cooling loads.
• Daylighting & Lighting Controls: Building layout and fenestration strategies prioritize
access to natural light. Interior and exterior lighting will include LED fixtures with
occupancy sensors and daylight-responsive controls.
• Energy-Efficient Appliances: All dwelling unit appliances will be ENERGY STAR certified or
equivalent, supporting lower energy use and operational cost savings for residents.
• EV Charging & Bike Storage: The project will provide EV-ready parking spaces, with
electrical infrastructure and conduit installed to accommodate future charging stations
as demand increases. Secure indoor bicycle storage and pedestrian connections will
encourage active transportation options.

building will be designed to be solar-ready, with roof area and conduit pathways
planned to support future PV system installation.
• Low-Impact Materials & Healthy Interiors: Building materials will be selected for
durability and low embodied carbon where feasible. Interior finishes will prioritize low-
VOC paints, adhesives, and flooring to support occupant health.
Buildings will be fully electrified to remove the on-site burning of fossil fuels, including heat pumps and
domestic appliances.This measure will contribute to enhanced air quality.
V. Fire Protection&Public Safety
Both the residential buildings and the parking garage will be fully sprinklered in accordance with NFPA
13, providing a high level of fire protection and life safety consistent with multifamily construction best
practices.
