(VAI) has completed a parking demand study in order to demonstrate that sufficient parking will be provided within the parking areas that serve the former Davis and Furber Machine Shop complex to accommodate the construction of a 296-unit multifamily residential development to be located within the East Mill area at 0 Prescott Street in North Andover, Massachusetts (here after referred to as the "Project"). This study is responsive to comments that were raised in the Traffic Peer Review memoranda prepared by VHB and dated December 26,2025 and March 13,2026,respectively,concerning the existing and proposed parking supply and the parking demands before and after the construction of the Project. This study includes the following information that was requested by VHB: i) an inventory of the existing parking supply and documentation of parking regulations for the on- and off-street parking locations that are anticipated to serve the Project; ii) existing parking demand observations on a typical weekday and on a Friday for the parking locations that are anticipated to serve the Pro]ect; and iii)a parking demand study to determine if sufficient parking will be available to accommodate all users of the Mill complex (defined as East Mill and West Mill) with the construction of the Project. Based on the parking demand study,we have concluded the following with respect to the existing and anticipated future parking demands of the Mill complex: 1. The existing peak parking demand for the parking areas that are anticipated to serve the Project site and that will also available for use by residents of the Project was observed to occur at 12:00 PM on Wednesday, March 25, 2026, with 50.1 percent of the available parking spaces observed to be occupied (328 parking spaces), and at 7:00 PM on Friday, March 20, 2026, with 28.0 percent of the available parking spaces observed to be occupied(212 spaces); 2. Using parking demand data published by the Institute of Transportation Engineers (ITE)' for a similar land use as that proposed(mid-rise multifamily housing),the average peak parking demand for the Project is anticipated to be 373 occupied parking spaces, with the 85' percentile peak 'Parking Generation,6th Edition;Institute of Transportation Engineers;Washington D.C.;October 2023. With the increase in the number of available parking spaces that will occur as a result of the construction of the Proj ect(182 net new parking spaces),the number of parking spaces that will be available to residents of the Project and the users of the Mill complex will exceed the number of parking spaces that are required to accommodate the existing uses and both the predicted average and 85'percentile peak parking demands of the Project during the peak parking demand period; and 4. Given that the majority of the uses within the Mill complex consist of either office or research and development uses which have peak parking demands on a weekday and generally between 11:00 AM and 2:00 PM,sufficient parking will be available overnight(after 7 PM)and on weekend days within the Mill complex to accommodate the construction of the Project. The following details the parking demand study prepared for the Mill complex. EXISTING CONDITIONS Parking demand observations were performed for the parking areas (including on- and off-street parking) that include parking that would be available for use by residents of the Project. Figure 1 illustrates the parking study area and defines the following: i) the location of the 15 off-street parking areas and total number of marked parking spaces located within each area that serve the Mill complex;ii)the location and number of parking spaces that constitute the on-street parking areas located within an approximate five(5)- minute walking distance of the Project site; and iii)the address and uses of the mixed-use buildings located within the Mill complex. The number of parking spaces and the associated regulations,where applicable,for the parking areas were verified through a field inventory conducted in March 2026. Table 1 summarizes the number of spaces identified within each parking area aggregated into the following categories: i) non-regulated standard parking spaces;ii)non-regulated handicapped parking spaces;iii) short-term visitor parking spaces (either 15-minute or 2-hour); and iv) tenant or use specific (reserved) parking spaces. For the purpose of this assessment,a"reserved"space is aparking space that would not be available for use by a resident,employee or visitor of the Project. As noted in Table 1,parking regulations for specific spaces in Lots B, C,E and N, in the West Mill Loop, and for the on-street parking areas located along Water Street and Elm Street,revert to non-regulated parking after 6:00 or 7:00 PM and increase the total number of non-regulated parking spaces that are available to users of the Mill complex and that will be available for use by the Project after these times. As can be seen in Table 1, approximately 1,139 parking spaces were identified in March 2026 that are located within the Mill complex or on-street within an approximate five (5)-minute walking distance of the Project site. Approximately 105 of the 1,139 parking spaces are provided on-street along High Street, Elm Street, Water Street or within West Mill, with the remaining 1,034 parking spaces located within parking areas internal to the Mill complex,including the Prescott Garage. G:\10320 North Andover,MA\Memos\East Mill Resi Parking Study 04.24.26.docx 3 Vj PARKING DEMAND OBSERVATIONS In order to establish the existing parking demands for the parking areas that are anticipated to serve the Project, hourly parking demand observations were performed on Friday, March 20, 2026, from 6:00 to 9:00 PM,and on Wednesday,March 25,2026,from 7:00 AM to 7:00 PM. These time periods encompasses the peak parking demand periods for the uses that occupy the Mill complex, noting that the peak parking demands for a multifamily residential development similar to the Project generally occur before 7:00 AM and after 9:00 PM. Table 2 summarizes the parking demands observed within the parking study area. The parking demands for parking spaces that were identified in Table 1 as either short-term visitor parking or that are reserved for specific tenant use and would be generally unavailable for use by residents of the Project are excluded from Table 2. The detailed parking demand observations for each parking area are attached. As can be seen in Table 2,the peak parking demand for the parking spaces located within the parking study area that would be available for use by residents and visitors of the Project was observed to occur at 12:00 PM on Wednesday, March 25, 2026, with 50.1 percent of the available parking spaces observed to be occupied (328 parking spaces), and at 7:00 PM on Friday, March 20, 2026, with 28.0 percent of the available parking spaces observed to be occupied (212 parking spaces). During the overall peak parking demand period (12:00 PM on Wednesday, March 25, 2026), there were 327 parking spaces that were unoccupied and available for use. G:A10320 Noith Andover,MAAMemos\East Mill Rest Parking Study 04.24.26.docx 4 Vj PROJECT PARKING DEMAND ESTIMATES In order to determine the parking demands of the Pro]ect,parking demand data published by the ITE2 for a similar land use was used. The ITE parking demand data is derived from parking demand observations performed at multifamily residential communities situated in a similar setting to that of the Project (suburban with limited access to public transportation). ITE Land Use Code (LUC) 221, Multifamily Housing(Mid-Rise), was used to estimate the peak parking demand of the Project. Using the ITE parking demand data, the average peak parking demand for the Project was identified to be 373 parking spaces, with the 851h percentile peak parking demand identified to be 431 parking spaces. The calculated peak parking demand for the Project was distributed over a 24-hour period using parking demand distribution data available from the ITE in order to assess parking availability within the Mill complex to accommodate the predicted demand. In conjunction with the Project, the following changes to parking supply are proposed: i) the existing parking garage located within the Project site (0 Prescott Street Garage,which currently provides access to approximately 263 parking spaces) will be removed, and a 397-space parking garage will be constructed; and ii) the parking regulations that restrict(limit) the use of 48 parking spaces located within Lot J,which is also included within the Project site, will be removed. These changes will result in a net addition of 182 parking spaces (a net increase of 134 additional parking spaces in the new garage and 48 additional parking spaces in Lot J as a result of the removal of the parking regulation)that will be available for use by users of the Mill complex and residents and visitors of the Project. Table 3 summarizes the peak parking demand for the Project on an hourly basis using the average and 85'percentile peak parking demand values and compares the predicted parking demand to the number of available parking spaces within the Mill complex after the construction of the Project based on the parking demand observations (Table 2). As can be seen in Table 3, during the peak parking demand periods for the Project on both an average weekday (at or before 7:00 AM) and on a Friday evening (at or after 9:00 PM), there are over 700 parking spaces that will be available for use by residents or visitors of the Project during which the predicted peak parking demand for the Project will not exceed 354 parking spaces. During the remainder of the day,there are over 500 parking spaces that will be available for use by residents of visitors of the Project,which also exceeds the predicted peak parking demand of the Project during any one-hour period of the day. As such, more than sufficient parking will be available to accommodate the Project and the mix of uses located within the Mill complex. PARKING AREA PROXIMITY Figure 2 depicts the walking distance between the Project site and the parking areas located within the parking study area within one (1) to five (5)-minute walking distances. As can be seen on Figure 2, with the exception of Lots A,B,N and portions of Lot C,the available off-street parking supply is located within a three (3)-minute walking distance of the Project site. Lots A, B and N, as well as the on-street parking areas account for approximately 137 parking spaces,which represents approximately 15 percent of the non- regulated parking supply that would be available for use by residents and visitors of the Project. OVERNIGHT AND WEEKEND PARKING DEMANDS Given that the majority (approximately 334,103± square feet) of the uses within the Mill complex consist of either office or research and development uses, which have peak parking demands on a weekday and generally between 11:00 AM and 2:00 PM, sufficient parking will be available overnight(after 7 PM) and on weekend days within the Mill complex to accommodate the construction of the Project. This conclusion is supported by the parking demand observations that were performed as a part of this study. SUMMARY VAI has completed a parking demand study for the parking areas that serve the Mill complex in North Andover, Massachusetts. The purpose of this study was to demonstrate that sufficient parking will be provided within the Mill complex to accommodate the addition of a 296-unit multifamily residential development to the existing Mill complex. Based on this study, we have concluded the following with respect to the existing and anticipated future parking demands of the Mill complex: 1.
