HomeMy WebLinkAboutZero Prescott Meeting Presentation 6-30-26 - Miscellaneous - 0 Prescott Street 6/30/2026 -017--- 'AHmIN Zon* gBoardl of lS l ; WNM Y4 letn� june 30 2026 oy � Al O _ IS s �� - - - - _ _ _ \\ �� lJ Agenda ■ Revisiting Context ■ Architectural Design ■ Landscape and Site Design ■ Parking ■ Questions z Revisiting Context ■ The Project aligns with the Town's stated Housing, Housing Diversity, and Master Plan goals. ■ The need for affordable housing and suitability of the site verified by the state in the PEL issued on 9/16/25. ■ Location was targeted in 19 years of campus master planning for use as multifamily and shared parking . ■ Alternative development of market rate housing would exacerbate the Town's affordable housing shortfall . ■ Existing garage is beyond its useful life and poorly manages stormwater. ■ Positive economic impacts include: ■ Increased property taxes; ■ Multiplier effect of adding population to support local businesses; and ■ Potential for linkage to state funding for needed infrastructure projects. 3 Revisiting Context ■ Total Project Size is comparable to existing zoning : ■ 1 .57 FAR v 2.0 FAR allowed by Special Permit ■ Meets 55' height limit allowed by Special Permit ■ Combined footprint of new buildings (including garage) about the same as the current garage. ■ Perimeter setback waivers requested for practical purposes: ■ Inconsistency in underlying zoning districts ■ Evening out impact on abutters. ■ Ability to preserve more existing trees. ■ Responded to architectural peer review and other public comments to reduce unit counts, increase setbacks, step back upper floors, increase masonry, preserve more mature trees, restrict access to Prescott Street, etc. 4 Revisiting Context ■ Impacts of the project were studied carefully and peer reviewed by the Town's consultants: ■ Traffic impacts were deemed not significant enough to affect levels of service at nearby intersections. ■ Parking studies supported the amount of parking provided and the shared parking approach already available by special permit. ■ Stormwater management design confirmed to meet current state standards with extra measures added to divert runoff away from High Street bottleneck. ■ Isolated wetland falls below jurisdictional threshold for conservation. ■ Water and Sewer infrastructure proved sufficient to handle projected use. 5 Architectural Design ■ TAT submitted a revised plan set dated 6/19/26. ■ Integrates flat-roof approach at Prescott Street and presents proposed signage at subdivision road. s Landscape and Site Design ■ Revised plan set from CDG dated 6/19/26 including Verdant landscape plans dated 6/17/26. ■ Identifies trees for preservation and includes new Tree Protection Plan. ■ Specifies plantings along Prescott Street. ■ Other minor clarifications at interior courtyard and along garage facade, .
