Civil and Stormwater Update
Civil Design Group updated their drawings in response to the prior peer
review and comments from the public hearing on February 25. Horsley
Witten and the North Andover DPW each have responded to the
updated plans. Key points for presentation are:
■ Anew Grading and Drainage Plan (3/30/26 revision) re-routes
some stormwater into an existing closed pipe through the
AvalonBay property to bypass the High Street bottleneck.
DPW addressed the change as part of the Memorandum of
April 1 , 2026 from J. Borgesi.
■ Applicant implemented recommendations from the prior Peer
Review where practical (see letter of April 2, 2026 from Horsley
Witten Group). Two specific waivers remain, related to HDPE
pipe and trunk line profiles.

Town Department Comments
Building, Conservation, Police, Fire, and DPW Comments:
■ Building : Commented on potential construction impacts (truck
routes, road closures, construction hours, etc.) and rear
setback waiver.
■ Conservation: Commented on site controls during construction
period.
■ Police: Commented on security of the new garage and access
for police cruisers.
■ Fire Department: Comments on swept path expected by
meeting date.
■ Public Works: Commented on stormwater management.
