HomeMy WebLinkAbout251222 Revised Sewer Peer Review Proposal - Woodard - Miscellaneous - 0 Prescott Street 12/22/2025 Town of North Andover, Massachusetts On-Call Water and Wastewater Engineering Support Services Town of North Andover Contract No. 1647 Task Order 11 December 22, 2025 Scope of Work and Budget For Sewer System Capacity Assessment For Zero Prescott Street Residential Development PROJECT DESCRIPTION Woodard & Curran will provide engineering services for the assessment of the impact to the wastewater collection system of the proposed residential development referred to as Zero Prescott Street. The proposed development is located on an existing undeveloped parcel at the intersection of Prescott Street and High Street and is proposed to discharge directly to the existing East Side Trunk Sewer upstream of High Street according to the Comprehensive Permit Application submitted to the Town by the developer. SCOPE OF WORK 1. Review the Comprehensive Permit Application. We will review applicable sections of the Comprehensive Permit Application submitted to the Town by the developer relative to the proposed sewer connection and the proposed number of units and bedrooms in order to estimate a projected wastewater flow for the development. 2. Review Record Information. We will review available sewer collection system information to establish existing sewer system invert elevations, pipe diameters and slopes of the affected gravity sewer system components based on sewer record drawings. The affected collection system components include the East Side Trunk Sewer from Walker Road to Sutton Street, and gravity sewers in Sutton Street and North Main Street. 3. Determine Proposed Wastewater Flows. We will estimate the projected wastewater flows for the project to be used to evaluate impacts of the project on the existing wastewater collection system based on the number of proposed bedrooms and 310 CMR 15, the Massachusetts State Environmental Code, Title 5. 4. Determine Existing Wastewater Flow. We will have our sub-consultant, Flow Assessment Services, install two flow meters on the existing East Trunk Sewer downstream of the development for a one month period to estimate existing baseline flow in the affected sewers. One meter will be installed to establish flow in the East Trunk Sewer at Sutton Street and one meter will be installed in North Main Street before the Central Interceptor Sewer connection. We will review flow records from GLSD Meter No. 2 to estimate existing flow to the meter from the East Side Trunk Sewer and the Central Interceptor Sewer. We will review rainfall data from the Lawrence Municipal Airport rain gage to estimate rainfall intensity during rain events during the metering period for use in the sewer model. Task 4 does not include the cost of the sewer metering which we anticipate will be covered under another Task Order and paid for by the Town. 5. Evaluate System Impacts. Based on Items 1 - 4 above, we will utilize sewer system modeling software to determine if projected wastewater flows from the proposed project exceed the gravity sewer system capacity, determine impacts to the gravity sewer system from the location of the proposed project to GLSD Meter No. 2, and recommend mitigation requirements for affected sewer segments. The affected collection system components include: A. East Side Trunk Sewer from Walker Road to Sutton Street. B. Gravity sewer on North Main Street from Sutton Street to the Central Interceptor Sewer connection. D. Gravity sewer on North Main Street from the Central Interceptor Sewer connection to GLSD Meter No. 2. 6. Report. We will present the findings of the capacity assessment in a letter report summarizing the impacts of the proposed project on the wastewater collection system and recommending mitigation efforts required to accommodate the proposed flow if required. 7. Meetings. We have budgeted one meeting with the Town in this scope of work. 8. Deliverables A. Attendance at one meeting with the Town B. A draft and final letter report SCHEDULE Work shall commence on receipt of your Notice to Proceed and all services will be completed within 12 weeks of receipt of all required information from the Town and the development proponent. BUDGET The estimated budget for our services under this Task Order is $15,000 which will not be exceeded without written authorization from the Town. Woodard & Curran will prepare a monthly invoice for our services in accordance with our On-Call Water and Wastewater Engineering and Support Services contract with the Town. No. 1647.
