Dear Zoning Board of Appeals Members:
I am submitting two studies in support my request that the North Andover Board of Health
participate in this proceeding, and for the Zoning Board of Appeals to commission an
independent expert analysis of the proposed garage structure and its potential health impacts.
The authors of"Concentrations ofvehicle-related air pollutants in an urban parking garage"
explain:
Parking garages are potentially "hot spot" nnicnoenvioonnnent (i.e. where high levels of
mobile source-related air pollutants intersect with communities) for exposure to air
pollution from vehicles due to their semi-enclosed structure, intensity of vehicle 8cdviL\\
and the proximity of pedestrians and/or garage attendants. Furthermore, it has been
3hOvvn that these facilities can become a source for infiltration into adjoining occupied
office buildings (Graham et al., 2004; Mann et al., 2001)...
These studies support the point that parking structures may present site-specific air quality and
exposure issues requiring technical review.
| respectfully request the Board base its findings on record evidence rather than assumptions
about what analysis might show, or how it might impact member decisions.
| respectfully request the Board:
l. Invite participation or comment from the North Andover Board ofHealth.
2. Obtain an independent expert review of current air quality, and expected garage air
quality, exhaust dispersion, and potential impacts on nearby residences before closing
the record or issuing a decision.
